WHEREAS, the adoption of Resolution No. 3453 will formally acknowledge the
Metropolitan St. Louis Sewer District’s Board of Trustees’ acceptance of the Rate Commission’s
Recommendation Report dated August 9, 2018.
WHEREAS, Section 7.040 of the MSD Charter Plan established the Rate
Commission to review and make recommendations to the MSD Board of Trustees regarding all
proposed changes in the District’s wastewater rates and stormwater rates; and
WHEREAS, the MSD’s Stormwater Rate Change Proposal was presented to the
Rate Commission on February 26, 2018; and
WHEREAS, on August 9, 2018 and pursuant to Section 7.280(f) of the Charter,
the Rate Commission issued its Rate Recommendation Report to the Board of Trustees and
public; and
WHEREAS, pursuant to Section 7.300 of the Charter and upon consideration of
the Rate Recommendation Report dated August 9, 2018, the Board of Trustees hereby wishes to
accept said report. This acceptance should not be construed to limit the Board’s authority and
discretion under the Charter in setting a budget, appropriating funds, and setting salaries and
compensation.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One: The Board of Trustees hereby accepts the Rate Commission’s
Recommendation Report dated August 9, 2018 pursuant to Section 7.300 of the Charter.
Section Two: The MSD commits to providing a response to the “Statement of
Rate Commission On Third-Party Contributions” contained on page 19 of the Rate
Recommendation Report, regarding the Board’s consideration of an incentive program to
increase contributions from private parties or groups or governmental entities to provide
additional funding to accomplish more projects within the CIRP.
The foregoing Resolution has been adopted on September 13, 2018.
