W H ERE A S, on March 3, 2021, Miami-Dade County received an unsolicited proposal
for the design, build, finance, operation and maintenance of the Rickenbacker Causeway and the
Venetian Causeway, including the development of parkland and beachfront along the
Rickenbacker Causeway; and
WHEREAS, on July 8, 2021, the Board of County Commissioners adopted Resolution
No. R-648-21 to accept the unsolicited proposal and to approve the issuance of a competitive
solicitation for the same project purpose as set forth in the unsolicited proposal; and
WHEREAS, on August 15, 2021, the County's administration issued a competitive
solicitation (RFP No. 01982) for the design, build, finance, operation and maintenance of the
Rickenbacker Causeway and the Venetian Causeway, including the development of parkland and
beachfront along the Rickenbacker Causeway (the "RFP"); and
WHEREAS, the Village of Key Biscayne (the "Village") is uniquely affected by the
RFP given that the Rickenbacker Causeway is its sole means of access to and from the mainland;
and
W HEREAS, the Village Council, County Mayor, County Commission Chairman Diaz,
and County Commissioner Regalado have held and/or participated in public meetings to discuss
the County's unsolicited proposal process, RFP, and impacts on the Village; and
W HEREAS, after review of the unsolicited proposal process, the Village Council
believes such process is unsuitable and not appropriate for the Rickenbacker Causeway; and
W HEREAS, the Village Council desires to make it clear that it has no intent to submit a
bid for the RFP; and
WHERE AS, on October 5, 2021, the Board of County Commissioners will consider
potential amendments to the RFP that would remove the Venetian Causeway in its entirety as
well as certain proposed Rickenbacker Causeway amenities; and
WHERE AS, after significant public input and careful consideration, the Village Council
respectfully requests the County Mayor and/or Board of County Commissioners to immediately
rescind the RFP and begin a new collaborative public process with all stakeholders to address
this infrastructure project in a full and transparent process with broad and early participation; and
WHERE AS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village and of Miami-Dade County.
NOW, THERE FORE , BE IT RE SOLVED BY THE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above recitals are true and correct and are incorporated
herein by this reference.
Section 2. Request. The Village Council, after careful consideration, hereby
respectfully requests that the County Mayor and/or Board of County Commissioners
immediately rescind the RFP and begin a new collaborative public process with all stakeholders
to address this infrastructure project in a full and transparent process with broad and early
participation.
Section 3. T ransm itt al. The Village Council hereby directs the Village Clerk to
transmit this Resolution to the Clerk of the Board of the County Commissioners and the County
Mayor.

E ffective D ate. This Resolution shall take effect immediately upon
