Camp Milton- Map 38 Lo t 36, 46 Featherbed,Lane Completed septic inspection Sign RENEWAL of CERTIFICATE of COMPLIANCE • One septic too close to groundwater/BOH issue • Note as a condition (to be corrected) "meet BOH requirements" • Individual septic inspections done; 3 systems MOTION by Bob Barnard to approve Certificate of Compliance with added condition Second by Victor Staley VOTE: 7-0-0 2. Captains Golf Course Discussion with Dave Bennett regarding hiring a consultant for drinking water standards/guidelines WQRC Meeting Minutes Page 1 of 4 11-18-11 Dave Bennett • Asked to review the monitoring by WQRC • In review found little evidence of groundwater impact. • As cost saving measure, suggest a program to cut cost by 3/4 • Ran this by Cape Cod Commission; monitoring of nitrate not increase in trends • Only information that is not redundant • Target what is the 5-10 most used turf management products/check standards for these • Now simplify nitrogen monitoring once a year (fall), another sampling close to irrigation well. This reduces about 3/ percent ($8000 to about $1700.) • Suggest cost proposal for developing standards for these compounds/There are standards for turf management • $2500 one shot deal for consultant (out of Golf Budget) • Ingestion/exposure route; has been tested by EPA • Levels the playing field, we ask everyone else to test Other Comments • If standards are not developed, isn't that expensive • Under no obligation by CCC to continue this monitoring • No drinking well nearby • Will we find a problem that doesn't exist? • Save the town $6000 per year within standards without hurting what we are doing • A lot of the turf management products have been used for years/standards established • Down side, we might find something that gets into the drinking water; not a bad thing • Rather be Pro active • Risk assessment; potential exposure? • Can request this be done, then Golf Department follow through-a suggestion • Do they become national standards? No, would be a defensible standard in Massachusetts • Charlie Sumner will work with Steve Mann MOTION by Chris Miller to advise the Golf Department (Dave Bennett will write a memo) to follow through with hiring a consultant and meet standards Second by Victor Staley VOTE: 7-0-0 4. Cape Sand and Recycling Continuance for Certificate of Water Quality Compliance • Did you purchase the Mayo property? YES • Did you hear from DEP on reduction? YES, Cannot reduce from twice to one, can reduce amount. • Was there a question about the number of wells? YES, further discussion • Theory about digging may disturb some other stuff? YES could produce a flash • Tested in November? Will be testing in the next 2 weeks? Results within 10 days • Anything else outstanding? Victor checked site for grading and re-vegetation; a portion has been reseeded. Amount of material much more that 4" required. Slope good, nothing washed out, and mining operation is following the slope. No secrets. Natural ground level brought up quite a bit. Retention pit level? • Don't have those numbers today • Past discussion how measured? Historical. Expecting to hear from an engineer what the estimated high ground water level was/stay 10 feet above it. • We don't have the engineering. • Could not excavate below 10 feet above groundwater WQRC Meeting Minutes Page 2 of 4 11-18-11 • We have the retail up top? Separating that. Been through Zoning and Planning • Are we rolling all into one? No decision. • Planning Board must separate per use. • WQRC draft certificate; can combine? Can condition "comply with all Town Zoning Bylaws" • Update plan (long discussion by Committee) When we toured site we were assured everything was above 10' elevation • 2465 is not the correct#, not adjusted high ground water#, it is the observed # MOTION by Joanne Hughes to approve Certificate of Compliance for Cape Sand and Recycling (as a single certificate) with the following conditions; 1) water test in November/pass testing, 2) to comply with all Town Zoning Bylaws, and 3) everything is 10 feet above historic groundwater level. Second by Bob Barnard VOTE: 7-0-0 5. Daniels/Antinarelli ' • According to the application list; has fee been paid? • Not willing to hear an application without a PAID fee. • Marilyn will follow up with fee payments. • Quarterly status update has been received. • Nancy Ice has checked property • What are we doing with Daniels? Nancy contact Bob Johnson; ACO request (2 year time line) • Condition with DEP and BOH regulations • Continued until January; fee and Nancy will call with Bob Johnson? • Have we separated Daniels and Antinarelli? YES we have separated them • Parcels 56 + 58 6. Property update at Map 45, Lot 70-1 (Hoffman/Trant/Peno) Letter from Town Counsel dated October 21, 2011 • BOS started to move with Jamie Vieira; has been removed from agenda • Difficult situation • No title on property • Deed to Hoffman son (Kurt Hoffman and Auburn Goodwin) • Boat Storage still there • Peno cannot get on the property now • Town has interest in the property • Under Jamie Vieira jurisdiction • All have been ordered to correct the situation MINUTES MOTION by Bob Barnard to approve the minutes of Sept 16, 2011 Second by Joanne Hughes VOTE: 7-0-0 MOTION by Nancy Ice to approve the minutes of October 21, 2011 as corrected Second by Victor Staley VOTE: 7-0-0 INFORMATIONAL 1. 2012 WQRC Membership list update as corrected (Deane and Barnard alternate) 2.
