WHEREAS, Norbert Stevens has faithfully served The
Metropolitan St. Louis Sewer District from January 16, 1978 to his
retirement effective August 1, 2001, and
WHEREAS during this time period the District’s financial affairs
have been under the watchful eye and prudent administration of Mr.
Stevens and the staff he has chosen, and
WHEREAS Mr. Stevens has skillfully managed the public’s money
entrusted to the District by developing and implementing many internal
controls and accounting procedures to insure that such funds will
continue to improve upon the District’s services, and
WHEREAS, as Director of Finance, Mr. Stevens and his financial
staff have earned national recognition and respect from the Government
Finance Officers Association, receiving the Association’s Distinguished
Budget award for 13 straight years for the development and presentation
of District’s annual budget, and The Association’s Certificate of
Achievement for Excellence in Financial Reporting for 12 straight
years for comprehensive annual financial reports, and
WHEREAS, Norbert Stevens worked tirelessly for the District in
any and all tasks assigned to him during his 23 years of service, and
WHEREAS, Mr. Stevens earned the respect of his co-workers by
his knowledge in the field of finance and his judgment in managing the
Finance Department staff.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
THAT, it wishes to recognize and commend Norbert F. Stevens for
his 23 years of public service to the District and the public it serves,
FURTHERMORE, BE IT RESOLVED THAT as a token of our
appreciation for his years of dedicated work, a copy of this resolution be
presented to Mr. Stevens by this Board and the Staff upon his retirement
from the District.
The foregoing Resolution was adopted July 12, 2001.
