WHEREAS, The Metropolitan St. Louis Sewer District is fully committed
to the utilization of Minority and Women Business Enterprises in all aspects of its
contracting activities to the maximum extent, and
WHEREAS, it is the desire of the Board of Trustees that Minority and
Women Business Enterprises shall have the maximum opportunity to participate in
District projects;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, that the Executive Director is
hereby delegated full and complete authority to ensure that Minority and Women
Business Enterprises be afforded maximum opportunity to participate in District
projects, including those funded all or in part by the State of Missouri or the Federal
Government, in accordance with the established goals as follows: Building
Construction contracts in the amount of $50,000 or above shall have a goal of 25% to be
obtained thusly: Majority prime contractors shall have a minimum of 10% MBE and
5% WBE utilization, with the remaining 10% comprised of either MBE or WBE
utilization; MBE prime contractors shall have a minimum of 5% WBE utilization, with
the remaining 10% comprised of either MBE or WBE utilization; WBE prime contractors
shall have a minimum of 10% MBE utilization, with the remaining 10% comprised of
either MBE or WBE utilization. Non-Building Construction contracts in the amount of
$50,000 or above shall have a goal of 10% to be obtained thusly: Majority prime
contractors shall have a minimum of 5% MBE utilization, with the remaining 5%
comprised of either MBE or WBE utilization; MBE prime contractors shall have a
minimum of 5% comprised of either MBE or WBE utilization; WBE prime contractors
shall have a minimum of 5% MBE utilization; Professional Services contracts in the
amount of $50,000 or above shall have a goal of 20% MBE and/or WBE utilization
combined.
The foregoing Resolution was adopted July 12, 2007.
