NOVEMBER 7, 1967
INITIATION:
1. Mayor Beckley called the regular meeting of the City Council
2. to order at 7:30 P. M. Invocation was given by Rev. Gilbert
Myers of the First Baptist Church, 6019 Baldwin Ave., Temple
3. City. Mayor Beckley then led the Pledge of Allegiance to the
Flag.
4. ROLL CALL:
PRESENT: Councilmen- Briggs, Harker, Merritt, Tyrell, Beckley
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin,
Public Works Director Pizzorno, Traffic Engineer Envall
5. APPROVAL OF MINUTES:
Councilman Harker moved to approve the minutes of the regular
meeting of October 3, 1967, as written, Councilman Merritt
seconded, and the motion was carried with Councilman Briggs
abstaining due to his absence at this meeting,

Public Works Director Pizzorno presented the above proposed
assessments and stated there were two minor corrections as
follows: 6222 Encinita $339.12
6232 Encinita 364.62
Mayor Beckley declared the public hearing opened. The Public
Works Director advised the work was completed and recommended
the properties be so assessed. Mayor Beckley then asked if
anyone in the audience wished to speak.
Mrs. Weiher, 6250 Encinita, stated the project there was not
completed as a utility pole had been moved and the curb and
gutter had not been installed there. The Director of Public
Works advised the pole had to be moved back and the work would
be completed. Also the City Manager advised the assessment is
not due and payable until the work is completed and there would
be no billing until finished and inspected and accepted by the
City.
Jos. Leja, 6254 Encinita, stated he had 50'10" of curb at $2.10
per ft. and this does not equal $108.21. He also stated the
fill behind the curb had been made with sand and not top soil.
He also stated he lived at the corner of Encinita and Longden
and wanted to know why the curb and gutter was not completed
for the turn.
The Public Works Director advised as far as the return not being
completed that the design for Longden has not been accepted as
yet;. He also advised the lot width is determined by the Assessor's
roljl and there evidently was no property stake at this point.
Foljlowing discussion it was agreed that his assessment would be
figured at 50.5 ft. or an amount of $106.05. Also the Public
Works Director will see about getting a load of top soil and
mixing it with the sandofor the fill behind the curb.

Mayor Beckley asked if anyone else wished to speak and no one
came forward.
Councilman Tyrell moved to close the public hearing, Councilman
Harker seconded, and the motion carried unanimously.
Councilman Merritt moved to approve the assessments as corrected
and to direct that the properties be so assessed, Councilman
Briggs seconded, and the motion carried unanimously.
PUBLIC HEARING: 7:30 P. M. ENTERTAINMENT LICENSE REQUEST FOR DANCING:
THE CREST, 5921 Temple City Blvd.
The City Manager presented the above request for a permit for
public dancing.
Mayor Beckley declared the public hearing opened.
Sgt.Gillman of the Sheriff's Dept. reported on the Sheriff's
investigation on this application which was for dancing from
9 P. M. to 2 A. M. with juke box music. He also stated there
had been no incidents at this location and that A. B. C. re-
ported no incidents there also.
Mayor Beckley asked if anyone in the audience wished to speak.
Mr. J. Shemberg, applicant, stated he would like his request
to include the use of tapes for music as well as the juke box.
Discussion followed regarding the hours of dancing and Mr.
Shemberg stated he would prefer to have dancing permitted until
2 A. M.
No one else came forward to speak for or against the permit.
Councilman Briggs moved to close the public hearing, Councilman
Harker seconded, and the motion was unanimously carried.
Following discussion by the Council regarding conditions of
granting the permit Councilman Harker moved to instruct the City
Attorney to prepare a Resolution for a dance operation at the
Crest, 5921 Temple City Blvd., between the hours of 9 P. M. and
2 A. M., Monday through Saturday, with no dancing on Sunday,
that the rear door be kept closed at all times, with dancing
to be to music of a juke box or tapes, and that waitresses and /or
employees be required to be attired in non - revealing blouses
acceptable as proper, in good taste, and not offensive, Council-
man Tyrell seconded, and the motion was unanimously carried.
Mr. Shemberg stated he agreed to the dress requirement and that
this was his intent. He was advised the Resolution would be
presented at the next Council meeting and he could not proceed
until it was adopted.
6. PERSONNEL RESOLUTIONS:
No. 67 -777 appointing temporary employee Recreation Dept.
No. 67 -778 appointing Planning Technician, Michael W. Burnham
No. 67 -779 appointing Steno - Clerk, Edna Jean Meek, Recreation Dept.
No. 67 -780 appointing Steno - Clerk, Berdena Whitmore, Public Works
Dept.
City Manager Koski presented the above Resolutions. Councilman
Tyrell moved to adopt Resolutions No. 677777, 67 -778, 67 -779,
and 67 -780, Councilman Briggs seconded, and the motion was un-
animously carried.
MAINTENANCE & SERVICE AGREEMENT WITH LOS ANGELES COUNTY FOR
MOTOROLA EQUIPMENT
City Manager Koski stated there was a need for maintenance on
the four mobile units :owned by the City and it was found a:.,

that this can be done by the County of Los Angeles Communica-
tions Dept. and he presented Resolution No. 67 -782 requesting
these maintenance services pursuant to the General Services
Agreement. Councilman Tyrell moved to adopt Resolution No.
67 -782, Councilman Merritt seconded, and the motion was carried.

8. SET PUBLIC HEARINGS:
A. Curb & Gutter, east side of Golden West, La Rosa to Key West.
B. Curb, Gutter, & Sidewalk, north side Garibaldi, Kauffman to '
Golden West.
Councilman Tyrell moved to set items A and B for public hearing
on Nov. 21, 1967, at 7:30 P.' M., Councilman Briggs seconded, and
the motion carried unanimously.
9. TRAFFIC COMMISSION RECOMMENDATIONS: MEETING OF OCT. 4, 1967.
A. Item 6. WEST SIDE OF ROSEMEAD BLVD. SOUTH OF EATON WASH:
Recommend additional 20' red curb markings be placed on west
side of Rosemead Blvd. south of Olive, north of the apartment
house complex access to Rosemead, for a total of 70' of red
curb markings to improve sight clearance.
Traffic Engineer Envall presented the above recommendation.
Councilman Harker moved to approve, Councilman Merritt seconded,
and the motion carried unanimously.
B. Item 7. BALDWIN AVE. - LOWER AZUSA RD. TO LIVE OAK AVE.,
STREET NAME SIGNING.
Recommend street name signs be placed on median islands on
Baldwin Ave, at the intersection of La Rosa Dr., Green St..,
Miloann St., Howland St., Daines Dr., Broadway, Bogue St.,
Duffy St. and Live Oak Ave., to be placed at each approach
on existing poles to be seen from one direction only..
The Traffic Engineer presented the above recommendation and
displayed several types of signs. Following considerable dis-
cussion Councilman Tyrell moved to put the signs on the median
strips as recommended and two mast arm signs at Baldwin and
Olive and at Baldwin and Lower Azusa intersections, Councilman
Merritt seconded, and the motion carried unanimously.
C. Item 9. CAMELLIA AVE. AT PEDESTRIAN MALL, NORTH OF LAS
TUNAS: PARKING RESTRICTIONS.
Recommend 20' of red curb markings be placed at Camellia
Ave. and the pedestrian mall to improve sight distance for
turning movements into the malls both east and west sides
from the south approach.
Traffic Engineer presented this recommendation. Councilman
Merritt moved to approve, Councilman Harker seconded, and the
motion carried unanimously.
D. Item 10. ALESSANDRO AVE. & LA ROSA DR. BUS LOADING ZONE.
Recommend removal of red curb markings on west side of
Alessandro from a point 52' north of curb line of La Rosa Dr.
to 114' north to provide proper loading and unloading of
two school buses on the north side of La Rosa Dr. immedi-
ately west of Alessandro Ave., and that two "No Parking,
7 :00 A. M. to 5:00 P. M., School Days Only" signs be placed
on the north side of La Rosa Dr. from the west curb line
of Alessandro Ave. south approach for a distance of 140'
westerly for ingress and egress of two buses.
Councilman Briggs moved to approve, Councilman Harker seconded,
and the motion carried unanimously.
E. Item 14. MATTERS FROM CITY OFFICIALS: LOMA, SOUTH OF BROADWAY:
Recommend 25' red curb markings be placed on north side of
Broadway, east of cloverly, in newly curbed area where there
are no red markings at approach to crosswalk.

The Traffic Engineer presented the above recommendation.
Councilman Merritt moved to approve, Councilman Harker se-
conded, and the motion carried unanimously.
F. Item 14. MATTERS FROM CITY OFFICIALS: NORTH SIDE OF
BROADWAY, EAST OF CLOVERLY.
Recommend 25' red curb markings be placed on north side
of Broadway, east of Cloverly, in newly curbed area where
there are no red markings at approach to crosswalk.
Traffic Engineer presented this recommendation. Councilman
Briggs moved to approve, Councilman Merritt seconded, and
the motion carried unanimously.
10. TRAFFIC COMMISSION RECOMMENDATIONS: MEETING OF NOV. 1, 1967.
A. Item 6. LIVE OAK AVE. & GOLDEN WEST AVE. additional
regulations.
Recommend "Stop Ahead" pavement markings be placed on
Golden West Ave. at south approach to Live Oak Ave.
Councilman Merritt moved to approve the recommendation as
presented by the Traffic Engineer, Councilman Harker second-
ed, and the motion carried unanimously.
B. Item 7. HART AVE. NORTH OF LAS TUNAS DR. Restricted
Parking.
Recommend 20' additional red curb marking on east side
of Hart Ave., making total of 36' on east side and 63'
on west side.
Traffic Engineer Envall presented the above recommendation
and following discussion Councilman Briggs moved to approve,
Councilman Merritt seconded, and the motion_ carried unanimously.
C. Item 9...:BETHLEHEM.LUTHERAN CHURCH REQUEST FOR PLACEMENT
OF CHURCH SIGNS:
Recommend that the Bethlehem Lutheran Church be permitted
to install: replacement church signs as requested at the
following locations:
Olive St. & Halifax Rd., north and south side
Olive St. & Baldwin Ave., east and west side
Freer St. '& El Monte Ave., east and west side
and to install new church signs at the following loca-
tions:
Halifax Rd. & Lower Azusa Rd., north and south side
Freer St. & Arden Dr., east and west side
Halifax Rd. & Live Oak Ave., north and south side
The Traffic Engineer presented the above recommendation.
Following discussion Councilman Harker moved to approve,
Councilman Briggs seconded, and the motion carried unani-
mously.
RESOLUTION NO. 67-781: Warrants & Demands, No. 10160
through No. 10274, in the sum of $138,460.74
The City Manager presented Resolution No. 67 -781. Discussion
followed concerning Warrant No. 10261 to Norman Phillips
Construction Co. for a progress payment on the Tennis Courts
and it was agreed that this should be corrected to a payment
of $20,000.00 instead of $25;556.40 and adding the difference
of $5,556.40 to the balance of funds retained until some re-
quired corrections are made to the courts. As a result Warrant
No. 10261 is voided and Nb. 1.:0278 in the sum of $20,000. added
and changing the total sum of the warrants to $132,904.34.
Councilman Merritt moved to adopt Resolution No. 67 -781 as
corrected, Councilman Briggs seconded, and the motion was
unanimously carried.
12. COMMUNICATIONS: Presented by City Manager Koski.
A. Request for Proclamation by Temple City Post American Legion
for observance of November 11 as a legal holiday and to
be proclaimed as "Veterans Day ".

Councilman Harker moved that the Mayor so proclaim, Councilman
Briggs seconded, and the motion carried unanimously.
B. Request from Temple City Pop Warner Football, Inc., for pro-
clamation for 2nd Annual Pop Warner Camellia Bowl on Nov. 12,
and that the week of Nov. 6/12 be designated officially as
Pop Warner Football Week.
Councilman Merritt moved to so proclaim, Councilman Tyrell second-
ed and the motion was unanimously carried.
C. Request from the Chamber of Commerce requesting permission to
hang .Christmas Decorations from Rowland to Encinita on Las
Tunas Dr. on the center poles, with center poles to be install
ed from Sultana to the city limits, and with a reindeer and
sled across the intersection of Las Tunas & Rosemead. The in-
stallation to be ready for lighting Nov. 24, and removed after
Dec. 26, and no later than Dec. 31.
It was explained these decorations are being paid for solely by
the merchants on Las Tunas Dr. and they were trying to contact all
merchants on Lower Azusa to also have the lights. Following dis-
cussion Mr. Goodman, Manager of the Chamber of Commerce, amended
his request to cover the business area on Lower Azusa if the
merchants subscribe to the installation. Councilman Tyrell moved
to approve the request as amended subject to required insurance
provisions, Councilman Merritt seconded, and the motion was carried
unanimously.
D. Request from Oak Avenue School Honor Society for a car wash on
Dec. 2 or Dec. 9, at Rays Standard Station, 9237 Las Tunas Dr.,
for the activities of the Honor Society.
Councilman Tyrell moved to grant, Councilman Briggs seconded, and'
the motion carried unanimously.
E. Request by Disabled American Veterans, Alhambra Chapter 22, for
an extension of their permit for Charitable Solicitation.
Councilman Tyrell moved to grant for an additional 90 days, or
until Febr. 7, 1968, Councilman Briggs seconded, and the motion
was unanimously carried.
E. Letter from Pete.Luras, applicant for .beer and wine on -sale
license from A.B.0 in connection with a restaurant located
9679 Las Tunas Dr., Temple City, outlining in detail what he
proposes to do and requesting withdraw] of the protest lodged
with A. B. C. by the City.
Following discussion Councilman Harker moved to receive and file
the letter, Councilman Briggs seconded, and the motion was carried
unanimously.
13. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Sgt. Hornsby, Marine Recruiting Officer of the San Gabriel Valley
area, requested the Council to proclaim Nov. 4 through the 11th
on a joint proclamation with the other valley cities as Marine
Recruiting Week, with all cities signing the same proclamation.
Councilman Tyrell moved that the Mayor sign the proclamation for
the City of Temple City, Councilman Harker seconded, and the motion
carried unanimously. Councilman Tyrell stated he would also like
to see some of their posters in Temple City.
14. MATTERS FROM CITY OFFICIALS:
The Public Works Director presented Resolution No. 67 -683 granting,
consent and jurisdiction to the County of Los Angeles in the
annexation to County Lighting District No. 1395, Petition No. 105 -8.7.
Councilman Tyrell moved to adopt Resolution No. 67 -783, Councilman
Merritt seconded, and the motion carried unanimously.

The Public Works Director advised there were nine parkway_;trees
that should be removed on Emperor between Rosemead and Oak:. Ave. for
the curb and gutter, and sidewalk installation. Thesewillbe
scheduled for re- planting as soon as possible. Discussionfollowed
regarding the tree planting program. Councilman Tyrell, ::moved to
grant the removal of the nine trees requested, Counci'man,Merritt .
seconded, and the motion was unanimously carried. e
Councilman Briggs asked when Las Tunas Dr. would besputNin driving
shape and was advised work had been started on Temple City°Blvd.
and Las Tunas will be completed by Nov. 20.
Councilman Briggs asked why the charitable solicitati.on permits
cannot be handled by the staff except when questionableandonly
those brought to the Council. Following discussion Councilman,;
Tyrell moved the City Attorney be instructed to prepare a.modifica-
tion to the ordinance to cover this, Councilman Briggs seconded,
and the motion was carried unanimously.
Councilman Tyrell reported he received a call from Mr. Gould on
Rancho Real stating he had a Christmas tree in his front yard and
someone from City Hall per instructions came down and cut it off
2 or 3 ft. from the ground. This will be checked out. Also Mr.
Gould complained when the curb and gutter was put in it did not
match up with his driveway. This will also be investigated.
Councilman Merritt asked about the timing of the signals at
Broadway and Rosemead., The Traffic Engineer advised this
is not a City matter and that the State Division of Highways is
checking them out and also the signals at Las Tunas Dr. and
Rosemead. The staff Will get a report from the Road Dept. as to
what the Division of Highways is doing.
Councilman Merritt referred to the additional section of red curbt
installed on the southwest corner of Hermosa and Encinita to
alleviate poor sight caused by a pickup truck parking there. He
advised it evidently was not enough as the truck still parks there.
Councilman Merritt moved the staff be authorized to install addi-
tional red curb necessary to alleviate the sight problem caused
by the parking of the truck, Councilman Tyrell seconded, and the
motion carried unanimously.
Councilman Tyrell asked the status of the sidewalk program and
the Public Works Director advised the sidewalks were complete but ==
due to some pole removal some had to be re- worked and this should
be completed this week. Councilman Tyrell also asked about the
plan for Broadway east of Rosemead and was advised a petition is
on file for curb and gutter from Encinita to Loma and as soon as
the storm drain goes in as much curb and gutter will be installed
as possible. On the bridge side the master plan is for a 64 ft.
street and to continue that width east of Rosemead would require
acquisition of right of way.
Councilman Tyrell congratulated Sgt. Hornsby re the Marine fight-
ing forces and expressed his appreciation of their activities in
Viet Nam and other areas. He stated it was about time we express
our appreciation and pride in them and hoped: to see him back in
Temple City again sometime.
Mayor Beckley reminded the Councilmen of the Broadway dedication
at 11:15 A. M. Thursday, and dedication of the plaque at Temple �.
City Park at 9:45 A. M. on Saturday, Nov. 11. The Council was
polled for attendance at both ceremonies.
City Manager Koski presented a request from the Temple City Lions
Club for 156 flags to replace the worn ones used in the flag
display on Las Tunas Dr. for all holidays. Following discussion
Councilman Tyrell moved to purchase the 156 flags for $468. plus
tax, Councilman Harker seconded, and the motion carried unanimously.

The City Manager presented a proposed lease for a 1968 Chrysler
Town and Country Station wagon in the sum of $112.35 monthly for
a two year closed end lease, which has been reviewed by the City
Attorney. Councilman Tyrell moved to authorize the proper city..?
officials to execute the lease for use of the City Manager and
to have the car equipped with emergency equipment, Councilman
Merritt seconded, and the motion carried unanimously.
The City Manager advised the cost of a two channel mobile unit
is $723. plus $17. for installation. Councilman Tyrell moved to
authorize the City Manager to purchase and install this emergency
equipment in the station wagon, Councilman Merritt seconded, and
the motion was unanimously carried.
City Manager Koski recommended the Council authorize Tom Vinson
to attend the Civil Defense Management Program at the University
of Calif. Jan. 8/12 at no cost but time off from his regular
work. Councilman Tyrell moved to authorize this time away from
his work and also payment of expenses necessary for materials
and reimbursed mileage, Councilman Merritt seconded, and the
motion was carried unanimously.
The City Manager requested authorization for Wm. Hintze to attend
L. A. State College, Jan. 5 to March 29, for a course in public
works and inspection at a cost of $40. registration. Councilman
Briggs moved to approve covering payment of costs and mileage,
Councilman Tyrell seconded, and the motion carried unanimously.
The City Manager advised there was a Seminar for Municipal Assist-
ants at U. S. C. Dec. 10/13 and recommended the City authorize
attendance of David Recupero and the City to pay the registration
and necessary subsistence. Councilman Briggs so moved, Council-
man Merritt seconded, and the motion carried unanimously.
City Manager Koski reported on the status of the Leiland Shaw
property at 6329 Sultana Ave. and that the improvements are
on schedule and Mr. Shaw is diligently pursuing completion of
the structure.
Councilman Tyrell commented on the new calendars from the Telephone
Co. they all received. He also stated the annual Contract Cities
Seminar would be in Palm Springs, May 9/12.
Councilman Merritt advised he had placed the minutes of the
Contract Cities meeting and the meeting of the Resolutions and
By -laws committee in the circulate file for Council information.
15. ADJOURNMENT:
Councilman Tyrell moved to adjourn to Nov. 16 at 7 :30 P. M. for
a meeting to be held in the meeting room of the Temple City
Library, Councilman Merritt seconded, and the motion was unani-
mously carried. The next regular meeting of the City Council will
be Nov. 21, 1967, 7:30 P. M. in the Council Chambers of the City
Hall, 5938 Kauffman Ave., Temple City.
