REGULAR COUNCIL MEETING, FEBRUARY 19, 2018
CALL TO ORDER
The Regular Council Meeting of February 19, 2018, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber,
Ward, and Wiseman
Absent: Mihalevich
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham, seconded by Councilwoman Ward, to
adopt the agenda. The motion to adopt was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Steve Crowell, City Administrator and Lt. Patrick McCutchen, Support Services Division
Interim Commander, SWAT Team Commander of the Jefferson City Police Department
presented the February Outstanding Employee Service Award to Melissa Barry,
Veterinarian Assistant with the Animal Control Division of the Jefferson City Police
Department.
Mayor Tergin shared the Buckle Up Phone Down presentation which was originally
presented at the Missouri Municipal League meeting last week.
PUBLIC HEARINGS
a. Rezoning 4.98 Acres of Land Addressed as 734 South Country Club Drive from
RS-1 to PUD and a Preliminary PUD Plan.
i. Associated Pending Bill 2017-112
A staff presentation was made by Sonny Sanders, Director of Pl anning &
Protective Services.
Following the staff presentation, the following persons came forward to speak in
favor of the bill:
Gary Wheeler, Executive Director of the Missouri Soybean Association,
Missouri Soybean Merchandising Council spoke in favor of the bill.

Patrick Kremer of Central Missouri Professional Services spoke in favor of
the bill.
At the conclusion of the public testimony, Mayor Tergin declared the evidentiary
portion of the public hearing concluded and stated that the Council would now
take up the associated pending bill.
2017-112 sponsored by Councilmen Graham, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF
THE CITY OF JEFFERSON, BY REZONING 4.98 ACRES OF LAND
ADDRESSED AS 734 SOUTH COUNTRY CLUB DRIVE FROM RS-1 LOW
DENSITY RESIDENTIAL TO PUD PLANNED UNIT DEVELOPMENT AND
APPROVING A PRELIMINARY PUD PLAN FOR SAID PROPERTY.
Bill 2017-112 was read third time by title, placed on final passage, and passed by
the following roll-call vote as Ordinance 15767:
Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber, Ward,
and Wiseman
Nay: None
Absent: Mihalevich
b. Voluntary Annexation and Zoning Plan for Property Located in the 3500 Block of
Chapel Hill Road.
i. Associated Pending Bill 2017-113
A staff presentation was made by Sonny Sanders. Following the staff
presentation, no one came forward to speak on the bill.
There being no public testimony, Mayor Tergin declared the evidentiary portion of
the public hearing concluded and stated that the Council would now take up the
associated pending bill.

THE VOLUNTARY ANNEXATION OF REAL PROPERTY CONTIGUOUS TO
THE PRESENT CITY LIMITS, INTO THE CITY OF JEFFERSON, MISSOURI,
LOCATED IN THE 3500 BLOCK OF CHAPEL HILL ROAD; AND AMENDING
SECTION 1-17 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
DEFINING THE EXISTING CITY BOUNDARY BY ADDING ONE NEW SUB-
SECTION PERTAINING TO THE SAME SUBJECT.

APPOINTMENTS BY THE MAYOR
Gail Strope, Director of Human Resources, presented the recommendations to the
Council. The original appointment list included thirteen recommendations. The Hum an
Relations Commission no longer has a vacancy to be filled.
Mayor Tergin recommended the following twelve appointments for Council approval.
Councilwoman Wiseman made a motion, Councilman Schreiber seconded to approve
the first twelve appointments as recommended. The motion to approve was carried
unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Stacy Button, Regional Economic Development Inc., Director of Economic
Development, City of Columbia, presented the Airport Terminal Project and Proposed
New Location (Invited by Mayor Tergin, Councilman Hussey, and Councilman
Mihalevich).

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Mayor Tergin announced her visit to the Jefferson City Public School Board
meeting, which was held on Monday, February 12 th. Mayor Tergin provided the
School Board with the City of Jefferson updates. Mayor Tergin extended an
invitation to School Board President, Steve Bruce to share their updates with the
City Council.
Mayor Tergin announced last Saturday’s groundbreaking of the new high school,
Capital City High School.
The Human Relations Commission met on Friday, February 16th. They now have
an email address: jcmohrc@gmail.com.
The USS Jefferson City Crew will be in town March 1st – 5th. They will be
attending the March 5th City Council Meeting.
The Missouri House of Representatives passed a bill last week to convey a piece
of state property near the Missouri State Capitol Building for the City’s riverfront
access project. The bill now moves to the Senate.
Human Relations Commission
Councilman Hussey and Councilwoman Ward attended the meeting last Friday,
February 16th. The Commission is in the formative stages, establishing bi-laws
and a mission statement. The Commission will meet on Friday, March 9th at 8:00
A.M., in the Boone-Bancroft Room, to discuss the potential mission statement
and bi-laws, and then again on March 16th at 8:00 A.M., for their regularly
scheduled meeting.
Public Works & Planning Committee Announcements
Councilman Henry announced this Thursday’s, February 22nd, 7:30 A.M. meeting
in the Boone-Bancroft Room.
Public Safety Committee Announcements
Councilman Graham announced the cancellation of this Thursday’s, February
22nd meeting due to scheduling conflicts.

Missouri State Penitentiary Community Partners Announcements
Mayor Tergin announced the Committee’s first meeting, which was held Friday,
February 2nd. Mayor Tergin reminded everyone to check the City’s calendar at
jeffersoncitymo.gov for future meetings.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru, Lincoln University Student Representative, provided the following
updates:
The Campus Activity Board is planning a play called “A Night in Harlem”,
showcasing students’ talents. The play will take place on February 23rd.
Ms. W anjiru met with the Student Government President in regards to the free U -
Pass offered to Lincoln University students by the City of Jefferson’s Transit
Division. They will meet again on February 20th.
Ms. Wanjiru has a meeting next week, with Mark Mehmert, Director of the City of
Jefferson’s Transit Division to discuss ways of promoting the U-Pass.
Saturday, February 17th was National Random Acts of Kindness Day. A local
group of senior citizens from Primrose Retirement Community surprised
30 Lincoln University students with a lunch and gift bags. Ms. Wanjiru was a part
of the group and was featured on the front page of the Jefferson City News
Tribune newspaper.
Councilman Graham congratulated the Lincoln University Men’s Basketball Team and
Coach, John Moseley on their third consecutive winning season, which hasn’t happened
since 1979. Their next home basketball game (versus Missouri Western) is scheduled
for Thursday, February 22nd at 7:30 P.M. If they win, they will host a first round game
on the following Tuesday, February 27th. Councilman Graham encouraged everyone to
attend the game and support the team.
Councilman Graham also informed the Council that 11 of the 14 team members are on
the Dean’s list.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:
a. Minutes of City Council Meeting: February 5, 2018
b. Approving an Application for Missouri Division of Transportation Traffic &
Highway Safety Division Driving While Intoxicated (DWI) Enforcement Grant in
the Amount of $33,876
c. Approving an Application for Missouri Division of Transportation Traffic &
Highway Safety Division Hazardous Moving Violations (HMV) Enforcement Grant
in the Amount of $26,716
A motion was made by Councilman Graham to approve the Consent Agenda as
presented, seconded by Councilwoman Ward, and approved unanimously.
