COUNCIL “PRE-MEETING” WORK SESSION, FEBRUARY 19, 2018
CALL TO ORDER
The City Council “Pre-Meeting” of February 19, 2018, was convened at 5:45 P.M. by
Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber,
Ward, and Wiseman
Absent: Mihalevich
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Prayer
- Councilwoman Ward will lead the prayer.
Miscellaneous
- Steve Crowell, City Administrator will present the February Outstanding
Employee Service Award to Melissa Barry.
- Mayor Tergin will share the Buckle Up Phone Down presentation.
Public Hearings
- Sonny Sanders, Director of Planning and Protective Servi ces will present Bills
2017-112 and 2017-113.
Appointments by the Mayor
- The original appointment list included thirteen recommendations. The Human
Relations Commission no longer has a vacancy to be filled; therefore, the
Council will be asked to approve the first 12 listed.
Presentations from Staff, Consultants & Invited Guests
- Stacy Button, Regional Economic Development Inc., Director of Economic
Development for the City of Columbia will present the Columbia Airport
Terminal Project.
Lincoln University Student Representative, Caroline Wanjiru will present an update.

Bills Introduced
- Matt Morasch, Director of Public Works, will present Bills 2017-114, 2017-
115, 2017-116, and 2017-119.
- Todd Spalding, Director of Parks, Recreation, and Forestry will present Bill
2017-117
- Sonny Sanders, Director of Planning and Protective Services, will present Bill
2017-119.
Bills Pending
- Matt Morasch will present Bill 2017-111.
