The meeting was called to order at 4:08 pm by Norm Adams,Chair. Members present: Norm Adams,Walter Powers,Janet Husband,James Paul Ludwig No visitors present Janet Husband distributed copies of the draft minutes of the Tuesday, Dec. 6, 2011 meeting as well as copies of the approved minutes of the Tuesday,Oct.4, 2011 meeting,subsequently filed with the Brewster Town Clerk. Walter Powers moved and Norm Adams seconded that the Minutes of the Dec. 6,2011 meeting be accepted. All members present voted Yea. The Minutes of the Dec. 6, 2011 meeting were accepted. James Paul Ludwig reviewed his December 2011 BGTV Video Services Coordinator's Report(See attached). James Paul spoke of his efforts to make shared spreadsheets more functional for the Finance Committee meetings, specifically improving a speaker's ability to zoom into spreadsheets in a way that can be captured by the video camera. The issue of expanding the Bulletin Board to include meeting announcements and news of Brewster's community organizations(other than official town agencies) has not yet been resolved. JP will discuss this with the Town Administrator. Janet Husband expressed the wish that special pograms produced by James Paul (such as the Victrola Society program and the NRHS Christmas Concert mentioned in his report) be added to the BGTV archives web page so that they can be viewed at will by residents. There followed a discussion of the purchase of nine items of equipment that James Paul submitted to the committee. (See attached). Janet Husband moved and Walter Powers seconded the motion that the BCTVAC approve the purchase of the equipment detailed on James Paul's list(or their equivalent)up to(and not to exceed)$4,000.00. All members present voted Yea. The motion passed. The next meeting was set for Tuesday, Feb. 7,2012 at 4:00 PM. Norm Adams moved and Walter Powers seconded a motion to adjourn the meeting. All members present voted Yea. The meeting was adjourned at 6:10 pm. BGTV Video Services Coordinator's Report December 2011 I met with the CAB,early this month, and we will be meeting monthly in the future to talk about these monthly reports and direction for Brewster's cable related needs.Some of the items discussed: • Expanding usage of the EBB(electronic bulletin board)to include more Brewster organizations besides government. i.e. Garden Club, CCMNH, etc. The current policy on the EBB would have to be updated and approved by the BOS.I will meet with town administration in the beginning of the year for their input on this. • A capital purchase plan for additional items of needed equipment in Jan. 2012 to be approved at the Jan. 2012 CAB meeting,as well as a Capital plan was requested for all purchases in 2012 at another time in the near future I have submitted a partial list of items for purchase mostly including items that were not included in the field equipment purchase in Nov. I will come up with a more detailed plan in the 1s`quarter of 2012. • Producing informational videos about various town departments and town program promotions. I've already spoken to Sue Levin, Town Planner RE doing an overview of the Planning Department and we will begin production of this at the beginning of 2012. I'm working on a list of others and welcome any suggestions by town staff or administration. If someone is interested or has an idea they should contact me and arrange for a meeting so we can talk about the process. I also spoke to a member of the Brewster Historical Society about a Brewster Oral History project, but that is on hold as the working group is out of town for the winter. In the near future I want to start working on a promotional video about Brewster in general. I would accumulate the source video over the course of the next 8 or 9 months so it would be all inclusive about the town's year-round offerings. New field camera in hand I produced two videos in early Dec: The Victrola Society:A Traditional Christmas taped at the COA and the NRHS Honors Chorus Xmas Concert at the Brewster Ladies Library. These both aired on BGTV a number of times over the holidays. On the ongoing process of creating an inventory I did not get a lot done on that this month. However I do have copies of all the purchase orders dating back to the end of 2010,which I will be using to accomplish this. I did go to the library to assess the audio equipment they have and added it to the informal inventory of equipment available in town.The PA system there only allows for two mics, but the audio board that the town uses for town meeting can be hooked up to its Aux input and multiple mics can be inserted. In the future when we have an event at the library,such as the Candidates Forum, I can bring in the audio board and we can have multiple mics to accommodate such events and run a cable from the board directly to the camera for optimum audio.We could spend$400 or$500 and buy a small audio board for installation at the library and it would vastly improve the usefulness of the PA system there. I have been researching alternative relative content for airing on BGTV.The MassAccess Telvue server is an excellent source for State of Massachusetts programming. I've been downloading programs produced by the state through public access: Consumer Affairs from Mass.Office of Consumer Affairs and Business Regulation,Senior Scene from MA Executive Office of Elder Affairs,Sound Off from Mass Office of Veteran Affairs,and Commonwealth Update with Terese Murray,as well as several specials. I'm also working on a project I'm calling Time Machine. It will consist of newsreels and programs from the 30s to the 60s produced by the US Government from the National Archives and Records Administration. I found them on an amazing site called Archive.org.Time Machine will air Fri.,Sat.& Sun. nights at 10 pm and Sat.and Sun. mornings at lam, hopefully beginning in mid January 2012.All these programs I have mentioned are licensed under Creative Commons and therefore are not copyright infringement. I'm hoping to see more departments in town sending content for the EBB(electronic bulletin board).
