Chairman Henry called the meeting to order at 7:30 a.m. A quorum was present at this time. The
following guests were present: Joe Markus, Extenet; Cathy Brown, OA/FMDC-State of Missouri;
Councilman Mark Schrieber; Greg Dorge, CMPS; Henry Gensky, 1127 Leslie Boulevard; Michael and

2. Approval of the December 7, 2017 Committee meeting minutes
Councilman Hussey moved and Councilman Fitzwater seconded to approve the December 7,
2017 minutes, motion carried.
3. New Business
1. Extenet Systems Inc. Communication Request (Ryan Moehlman)
Mr. Moehlman explained staff is requesting support of the permissive use for the installation of
communication equipment on an AmerenUE owned utility pole adjacent to 1310 E. McCarty Street.
Councilman Hussey moved and Councilman Prather seconded to refer the Permissive Use of
Right-of-way for Extenet Systems Inc. to the City Council with recommendation to approve, motion
carried.

2. High Street Sidewalk Repair and Electric Update (David Bange)
Mr. Morasch distributed a handout of the funding needs and explained the bid for the
Downtown sidewalk and street repair came in at $775,000 of which $153,000 is above what has
currently been appropriated for the project. He further explained the costs for electrical options for the
festival electric.
There was discussion among Committee members and staff regarding the funding needs for
the sidewalk and street repair, the festival electric needs, and the need to prioritize funds for various
City projects.

Councilman Hussey moved and Councilman Prather seconded to have staff set a Council
Work Session for Monday, March 12, 2018 at 5:30 p.m. to discuss various project funding, motion
carried.
7. Traffic Concerns Related to State Capitol Renovation Project (Matt Morasch)
Mr. Bange explained staff has been working with the State on a traffic plan due to the
renovations planned for the Capitol building.
There was discussion among Committee members, staff and Ms. Brown regarding the traffic
plans, parking, entrances remaining open to pedestrians, and the project time frame from March 2018
to 2020.
3. Scholastic Water Quality Basin -Robinson Road (David Bange)
Mr. Bange explained staff is requesting support to allow Scholastic Inc. to construct a water
quality basin, install a stormwater pipe, and construct a haul road on City owned property at 3025
Robinson Road which was purchased for Fire Station #2.
Mr. Moehlman will bring an agreement forward for City Council approval.
4. Overlay and Fog Seal List (Matt Morasch)
Mr. Morasch explained staff is requesting endorsement of the street resurfacing and seal coat
plans for the coming year.
There was discussion among Committee members and staff regarding the prioritization of the
various streets, if streets were previously on the list, and bidding St. Mary's Boulevard as an alternate.
Councilman Mihalevich moved and Councilman Prather seconded to endorse the proposed
overlay and fog seal list with any contingency funds to be used for St. Mary's Boulevard overlay,
motion carried.
5. Street Division Dump Truck Purchase (Matt Morasch)
Mr. Morasch explained staff is requesting funding to replace two failed dump trucks which
have cracked frames and can no longer be legally driven on the street.

There was discussion among Committee member and staff regarding cost, truck rental, and
looking at used dump trucks. Committee members referred this item for discussion at the City Council
Work Session to be scheduled for March 12.
6. Amending Chapter 8 Landlord-Abandoned Building Registration (Jayme Abbott)
Ms. Abbott explained staff has identified ways to amend the City landlord registration and
abandoned building codes to strengthen code enforcement, clarify expectations and improve
communications with landlords and abandoned building owners.
There was discussion among Committee members and staff regarding the registration
process, registration fee, and penalty for failing to register.
Councilman Prather moved and Councilman Hussey seconded to refer the amendments to
Chapter 8 to the City Council with recommendation to approve.
4. Other Topics
1. Water Main Leak Report (Britt Smith)
Mr. Morasch referred Committee members to the report included in the packet.
2. Monroe Street Update (David Bange)
Mr. Morasch explained there was no additional update from the previous Committee meeting.
3. Central Dairy Incident Update (Eric Seaman)
Mr. Morasch explained staff is working with Central Dairy on a pretreatment plan at this time.
4. ISO Building Code Evaluation Report (Larry Burkhardt)
Mr. Burkhardt explained the recent review and analysis of the Building Regulations Division by
the Insurance Services Office (ISO).
5. Cardboard Recycling Update (Jayme Abbott)
Ms. Abbott explained the continual problems with the current contractor not servicing the
recycling containers in accordance to the contract which often leads to full containers and illegal
dumping. Staff recommends switching to Republic Services for the cardboard recycling at a cost of
$34,000.00 per year.
6. Yard Waste Compost Contract Request for Proposal
Mr. Grellner explained a survey was conducted and staff is working to develop a request for
proposal (RFP) for yard waste drop-off and compost services with the information submitted from the
survey.
7. Lincoln University Transit Partnership Update (Matt Morasch)

Mr. Morasch explained the partnership program has been utilized by Lincoln University staff
and students.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
1. Henry Gensky, 1127 Leslie Boulevard-Stormwater Concern
Mr. Gensky explained he is requesting the City put in another 50 feet of curbing to correct the
stormwater problem in the area. He stated the curbing in front of his house was the old moon shape
and he has replaced 22 feet in front of his property. Since 1302 Leslie has tiled their downspouts into
the curbing there have been problems. Mr. Wheat of 1212 Moreau stated the problem is the
combination of water from, Moreau Drive and the downspouts at 1302 Leslie Boulevard which is
causing water to rush down to is retaining wall.
There was discussion among Committee members, staff and those present regarding various
stormwater problems within the City, putting downspouts to the curb, new curbing not solving the
problems, and cost sharing.
Mr. Morasch explained the City has done cost share in the past by paying for concrete and
help with the engineering but the property owners pay to have the work done.

Subject: 2018 Capital Improvement Project Work Plan
City Staff is asking the Committee to approve the attached Capitol Improvement Work Plan for the
Engineering Division .
The list has several projects that have carried over from last year including two joint projects with the
County, namely, the Clark Avenue Traffic Study and the MSP Development Projects . In addition we will
be working on two additional joint City/County projects, namely, the East High Street renovations and
the design of the Dunklin Street Bridge and Corridor Improvements.
With the additional funding for stormwater, three projects are being proposed along w ith the modeling
and evaluation of two locations that have been the subject of recent flood ing .
Under the Sidewalk and Greenway category there are a number of projects that are be i ng undertaken
in support of the Parks Department with the goal of provid ing connectiv ity between existing tra ils as well
as new trails into our parks. Engineering has also begun to look at how the $500,000 in sidewalk
funding in Sales Tax G should be spent. We are proposing that 2/3 of the fund ing be designated for
new construction and 1/3 be set aside for the repair of existing sidewal ks. From the funding earmarked
for new sidewalks will come the matching funds for the Missouri Boulevard Sidewalk project for wh ich
we have received a TAP grant. We will look to see if there are other opportunities for this funding to
match grants, and look at other ways of leveraging these funds . One of the ways th is will be done is
through the evaluation of currently deferred sidewalks, or private development projects that arise over
the life of the tax , to see if the City's involvement in the vicinity of those projects to c lose gaps or
overcome other hurtles could make these projects viable , and by do ing so stretch the C ity's dollars in
the same manner as a grant.
Also included are projects that we are working on with the Transit , F ire, and at C ity Hall.

Livable Streets and Changes to Chapter 32 of the City Code
Given the significant steps that the Council has taken , input of the c itizenry , the posit ive reception to
recent developments, and the involvement of Capitol Region Medical Center through Hea lthy Schools
Healthy Communities it appears that it is the appropriate time to beg in to codify ing the ideas that are
embodied within livable streets concepts into the City code .
Over the last several years the City Council has taken a number of steps that support and in some
cases require the concepts that are contained in the livable or complete streets concepts. Among these
actions was the approval of a resolution in 2011 (attached) that adopted a livable st reets po licy. This
policy was built upon the Sidewalk Plan that was adopted by the Council in 2010 . In more recent times
the Council adopted the Pedestrian and Bicycle Plan that was developed by the CAMPO , wh ich in
addition to a being a roadmap for the further development of pedestrian and bicycle faci lities , also
contains a model livable streets policy. This past year the Council adopted the Historic Southside/Old
Munichburg District & Neighborhood Plan which at its core espoused the sense of place and
community that comes from creating livable streets. The document dedicates several chapters to these
ideas including the redevelopment of Dunklin Street and a chapter on great streets wh ich promotes the
design of streets for all modes of transportation .
Many of these plans and documents were developed with a significate focus on public input. The most
recent and perhaps the most extensive public input that has been received are the comments that are
contained within the Parks Masterplan that is still in the process of being f inalized . Looking at the
survey responses of nearly 500 households the most important and sought after amenity , receiving
more than 75% of the first place votes, was walking and biking trails .
Even though new development in the City has been somewhat limited in the recent past we have seen
the fruits of livable streets ideas taking shape. An example would be the Stoneridge Development in
which you will find sidewalks and a multi-use trail , transit facilities includ ing bus turnouts and shelters as
well as a landscaping plan with trees and other plantings. The Capitol Avenue project which was
completed last fall highlights what can be done to integrate pedestrian , b ike , and transit activities into
our built environment. While not yet shown extensively to the public the site plan for the second high
school shows their 1 00 acre plus site wrapped with sidewalks and a l ocation for a greenway trail
through the heart of their athletic facilities.

The concepts of sense of place, inclusion, transportation for all modes, and improved quality of life,
which are the basis of livable streets are embodied in our built environment. Because of that connection
to the infrastructure Staff proposes that these concepts could well be codified within Chapter 32 of the
Code which pertains to the construction of Streets and Sidewalks. The intent is to avoid strict
prescriptive measures; instead we would look to provide for a flexible framework that allows for the
needs of all users to be met. It is anticipated that this will be accomplished through an introductory
paragraph to the chapter describing that the goal of the City's infrastructure is to support all modes of
travel followed by an explanation of what that looks like in practice.
As a result of the steps that have been taken it is Staff's intention to begin to draft language for Chapter
32 which will be presented to the Committee in the upcoming months.

A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI
ADOPTING A LIVABLE STREETS POLICY
WHEREAS, the City of Jefferson is committed to providing a safe, comfortable,
efficient. and connected transportation network for all users; and
WHEREAS, everyone is a pedestrian, but youth, older citizens, and citizens with
disabilities often rely on non-motorized modes, transit, and mobility
aids to meet basic transportation needs; and
WHEREAS, the City desires to promote public health by encouraging walking
and bicycling as part of active living; and
WHEREAS, the City desires to promote not only quality of life for residents, but
quality of place for tourists and visitors to the Capital City,
irrespective of mode of travel, realizing that all will benefit from
complete or "livable" streets; and
WHEREAS, the City previously adopted the Jefferson City Sidewalk Plan, which
recognizes the contribution of sidewalks to the transportation
network.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Jefferson,
Missouri, as follows:
Section 1. Title
This policy shall be known as the "Livable Streets Policy."
Section 2. Purpose.
The Livable Streets Policy sets forth guiding principles and practices to be
considered in transportation projects, so as to encourage walking, bicycling, and
transit use while promoting safe use and operations for all users.
Section 3. Definitions:.
Livable Street -means a transportation corridor for all users including
pedestrians, bicyclists, transit riders, cars, trucks, motorcycles, and buses.
''Livable Streets" are designed and operated to safely facilitate movement of

people of all ages and abilities from destination to destination along and across a
continuous travel network.
Livable Street Elements -means transportation improvements, facilities, and
amenities that accommodate and/or promote multiple modes of travel, including
pedestrian, bicycle, and transit in addition to cars, trucks, motorcycles, and
buses. These elements are defined and recognized by the Institute of
Transportation Engineers and the American Planning Association.
Public Improvement Project -means new roads, trails, sidewalks, and facilities
or reconstruction thereof, as well as private improvement projects constructed
and/or maintained in whole or part with City funds, owned or leased by the City
and/or intended to be dedicated to the City.
Section 4. Applicability.
1. This policy applies to the design, construction, and maintenance of Public
Improvement Projects.
2. The City shall consider public plans, standards, regulations, and
ordinances that further this Policy.
Section 5. Guiding Principles.
Guiding principles and practices of the "Livable Streets Policy" are as follows:
1. "Livable Streets" are designed to serve everyone -pedestrians, bicyclists,
transit riders, and motorists -and persons of all ages and abilities.
2. The design and construction of all Public Improvement Projects should
include Livable Streets elements identified in and required by the following
plans, except as limited by Paragraph 3, below.
a. Public plans;
b. Capital Improvement Plan adopted by the City Council;
c. Development codes and ordinances.
3. Livable Streets Elements should be considered within the balance of
mode and context of the community, including, but not limited to,
environmental sensitivity, costs budget, demand, probable use, space, and
area requirements and limitations, and legal requirements and limitations.
4. The City intends to incorporate Livable Streets principles into all public
strategic plans, standards and regulations, and subsequent updates,
including
a. Comprehensive plan, neighborhood plans, Greenway Plan
b. Development related codes and ordinances, including the Zoning
Code, Subdivision Code, and other relevant codes,

c. Capital Improvement Plans adopted by the City Council
d. Design manuals,
e. Policies, practices, procedures, programs, rules, and training, as
directed by the City Administrator
5. It is a goal of the City to foster partnerships with the State of Missouri,
Cole County, Callaway County, Capital Area Metropolitan Planning
Organization, Lincoln University, public and private schools,
neighborhoods, businesses, and citizens in consideration of functional
facilities and accommodations in furtherance of the City's Livable Streets
Policy, and the continuation of such facilities and accommodations beyond
the City's borders or maintenance.
6. The City recognizes that Livable Streets may be achieved through
elements incorporated into a single project or incrementally through a
series of improvements or maintenance activities over time.
7. The City will consider possible funding sources to plan and implement this
policy and shall investigate grants that may be available to make Livable
Streets more economically feasible.
Section 6. Livable Streets Summary.
1. A summary or description of the Livable Streets Elements of all Public
Improvement Projects shall be included in:
a. The Capital Improvements Plan; and
b. The development review report of any private development plan
that requires City Council approval.
2. If a Livable Streets Element identified in and required by adopted public
plans or development related ordinance is not incorporated into the
project, such omission shall be documented in the Livable Streets
Summary that demonstrates:
a. That the accommodation is not necessary because non-motorized
use is prohibited;
b. That the cost of accommodation is excessively disproportionate to
the need or probable future use; or
c. A documented absence of current or future need.

Permissive Use of Right-of-Way for Art Display on Capital Ave.
The Cultural Arts Foundation is requesting a permissive use of right-of-way to display art on
the electrical box recently installed on the Capital Ave. Staff supports this request.
As outlined by the attached documents, the Cultural Arts Foundation has developed a theme
of art works proposed to be displayed on the electrical boxes on Capital Ave . As the
committee can see the art features architectural elements from many of the historic homes
within the area. The proposed application will not interfere with designed use of the boxes and
is done is such a way that removal of the art work will not affect the appearance of the boxes.
Only minimal assistance from the City will be needed in the installation of the art work .
The project is outlined on the attachments provided by the artist and project coordinator Mary
Ann Hall.

Capitol Avenue Art Project
In December 2017, the Cultural Arts Foundation proposed a project to create art to decorate the 8,
Ci ty-owned, black electric utility boxes along Cap itol Avenue. Discussion started in December 2017
with a committee of fourteen community members.* A variety of ideas were researched and discussed.
The art and layout ideas considered included provisions for utility areas on the boxes that cannot be
covered. The artwork of local artist, Mary Ann Hall representing entrances of buildings in the historic
district was accepted by the committee. A Power Point presentation was made to explain the project
to the Capitol Avenue Landmark League (CALL), as well. Several property and business owners, city
councilmen and the mayor who attended were very positive about the project.
Points considered for box design and layout
Challenges with powder coated metal boxes
Painting directly on boxes involved more preparation and cost
Alternative concept to use vinyl application involved less time and less cost
Long term capability of proposed art on vinyl
Art divided with 3" space between 2 door panels to accommodate opening
Appropriate art theme to represent historic district
Architecture elements to highlight entrances of buildings in hi storic di strict
Need for consistent art style

Same heavy-duty vinyl used for outdoor sign age

JEFFTRAN staff is seeking Public Works Committee support of issuing a Request for
Proposal (RFP) for the purposes of recertifying eligibility for Handiwheels riders and
potentially certifying future applicants.
In October 2017, Lochmueller Group submitted its Final Report and Recommendations
to CAMPO as part of its Comprehensive Operations Analysis of JEFFTRAN. In the
report, Lochmueller recommended recertifying Handiwheels applicants in order to
ensure "riders satisfy the eligibility requirements under the Americans with Disabilities
Act (ADA)" and using potential "savings to serve the significant needs for added fixed -
route service."
The recommendation for recertifying eligibility dovetails with industry best practices. The
Center for Urban Transportation Research at the University of Florida recommends
transit agencies undertake recertification of all paratransit passengers on regular basis,
with most agencies opting for recertification every three years.
JEFFTRAN does not have the capacity to recertify the 2,079 clients listed as "active" in
the Handiwheels database, and staff endorses seeking RFPs for the purpose of
recertifying current clients as well as exploring options regarding the certifications of
future applicants.
