Workshop: Mayor Smith called the meeting to order at 7:00 p.m. 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Soles moved, and Trustee seconded the motion to approve the Agenda as amended moving the minutes to discussion item d. Motion carried: 6-0. 4. Consent Agenda: a) Minutes — March 2, 2016 — move to discussion item 7d. b) Resolution 2016-03-04 Authorizing Execution of an Intergovernmental Agreement with East Grand Fire District Trustee Vandernail moved, and Trustee Soles seconded the motion to approve the consent agenda as amended. Motion carried: 6-0. 5. Open Forum: 6. Public Hearings: 7. Discussion and Possible Action Regarding: a) Sulphur Trails Smart Sizing Project - Meara Michaels (Headwaters Trails Alliance (HTA)) and Nick Shade (US Forest Service) provided a summary of the Sulphur Trails Smart Sizing Project. This Forest Service Initiative follows the HTA trail planning work and provides a framework for significant 0 Page 2of2 improvements to our local trail system. Board directed staff to write a letter of support, with the comment to encourage lower elevation, non -bike trails. Trustee Vandernail moved, and Trustee Miller seconded the motion to direct staff to write a letter of support with the comment to encourage lower elevation, non -bike trails. Motion carried: 6-0. b) Plant Investment Fee Rate Study Paul Wiser, consultant with Ehler's, addressed the Board regarding the Plant Investment Fee Study. Public Comment was taken from: Clark Lipscomb, Steve Sumrall C) Ordinance 431 an Ordinance Amending Chapter 7 Article 6 of the Fraser Town Code Regarding Animal Control to Provide Regulations Regarding the Keeping of Fowl This would amend the Town Code to include provisions regarding the keeping of fowl in Fraser. Permits would not be required, however, certain conditions would apply to residents keeping fowl. Public Comment was taken from: Vesta Shapiro, Clark Lipscomb, Steve Sumrall Trustee Soles moved, and Trustee Waldow seconded the motion to approve Ordinance 431 an Ordinance Amending Chapter 7 Article 6 of the Fraser Town Code Regarding Animal Control to Provide Regulations Regarding the Keeping of Fowl. Motion carried: 6-0. d) Minutes — March 2, 2016 Trustee Mather wanted to ensure Clark Lipscomb's interests were well represented. Trustee Vandernail moved, and Trustee Soles seconded the motion to approve Minutes — March 2, 2016 were approved as presented. Motion carried: 6-0. Other Business: Trustee Vandernail moved, and Trustee Soles seconded the motion to adjourn. Motion carried: 6-0. Those wishing to address the Town Board will be allowed a five-minute presentation. A maximum of six (6) people will be allowed to address the Town Board at each Public Forum. Topics that are in litigation with the Town will not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list possible solutions. Please keep the following guidelines in mind: • Remarks that discriminate against anyone or adversely reflect upon the race, color, ancestry, religious creed, national origin, political affiliation, disability, sex, or marital status of any person are out of order and may end the speaker's privilege to address the Board. • Defamatory or abusive remarks or profanity are out of order and will not be tolerated.
