The Village Manager recommended that, the Council allow him to proceed with the purchase and that said work be paid for from the Reserve funds so that work could begin as soon as possible in order for the job to be completed before the fall season. Mr. Broeman made a motion that the Council accept the recommendation of the Village Manager and purchase the needed equipment. Motion was seconded by Mr. ',:bite and unanimously anproved by the Council. It was the decision of the Council that there would be no meeting held in August and that the next regular meeting would be on Saturday morning, September 19t.h. There being no further business before the council, the meeting was adjourned upon motion of Mr. Rroeman and seconded by Mr. Faulkner. ATTEST: 1��L1�CCj(� Clerk September 191 1959 L, C Mayor The Council of Bal Harbour Village met at 9:30 a.m. at the Village Hall on September 19, 1959. White. Those present were Messrs. Beatty, Broeman, Faulkner and Absent: Mr. Hart. Also present were W. H. Webb, Village Manager; and Mary T. Wetterer, Village Clerk. The meeting was called to order by Assistant Mayor Broeman and after hearing the roll call, the minutes of the previous meeting of July 22nd were accepted as submitted upon motion of Mr. Beatty and seconded by Mr. White and unanimously approved. The first item under Old Business was the discussion of the Beach Erosion problem at *hich time Mr. Webb brought the Council up—to—date on the latest developments. He advised that Mr. Hoke Welch, the Assistant County Manager, has written a letter in which he stated that the county is ready to go ahead with their part of the work north of Baker's Haulover and that they will pay for the engineering and inspection 53 expenses and the cost of constructing jetty #3 and that Bel Harbour will have to bear only the expense of 80,000 cubic yards of fill which they estimate will cost approximately $1.00 per yard. It was recommended that the beaches in front of Lot 16, and Tracts C, D, 8 E be restored and filled in to an elevation of +8 feet at the north end and sloping to a +2 feet in front of the Carlton Terrace Apartments on Lot 16. Mr. Webb again reminded the council of the seriousness of the condition on the oceanfront and advised that they take immediate action. After considerable discussion, during which Mr. Lippack, the Village Engineer, presented plans and drawings, Mr. Webb recommended to the council that they authorize the Village Attorney to proceed with the preparation of necessary resolutions and advertising for the setting up of a public meeting to con— sider an Assessment Roll to defray cost of dredging to nourish the beaches of Bal Harbour. Whereupon motion was made by Mr. Beatty and seconded by Mr. Faulkner and unanimously voted that the council accept the recommendation of the Village Mananer that he advise the Village Attorney to proceed accordingly. The appointment of a Library Committee member was deferred until the next regular meeting at the request of Mr. Faulkner. The Council then considered the liquor license application for Herman Philips of the Ivanhoe Hotel. Upon motion of Mr. Beatty, seconded by Mr. White and unanimous vote of the council said application was approved. The Village Manager requested that in accordance with the Village Charter, Section 44, he be allowed to transfer funds within departments in order to balance the budget for the year. Motion was made by Mr. White that Mr. Webb be permitted to transfer sufficient funds to various departments to balance the budgets. This motion was seconded by Mr. Beatty and passed unanimously. Miss Wetterer then distributed the annual $1.00 salary to each of the councilmen for this fiscal year. The extension of present taxi licenses to comply with Metro Ordinance date of January 1st was deferred until the next regular meeting upon request of the Village Clerk. Mr. Faulkner moved that the Assistant Mayor be requested to sign the "Emergencies Don't Wait Week" proclamation and the "United Nations Day" proclamation. This was seconded by Mr. Beatty and unanimously approved by the council. There being no further business, Mr. Beatty moved that the meeting be recessed until September 26th in order to enable the Village Attorney, Mr. Thomas Anderson, to prepare the necessary legal papers; and the Village Engineer, Mr. Lippack, to complete their reports for final consideration by the council on the beach erosion problem.
