Present: Lisa Souve, Don Poole, John Dickson and Charles Sumner. Also 5 attending were Victor Staley- Building Department; Ellen Ojala- Recreation Department; Natural Resources- Chris Miller, Ryan Burch. The first department for review was the Building Department. Mr. Staley only has one request which is to replace their 2002 Ford Building Department vehicle ' which has 87,000 miles on it. This request has been on for a few years. Mr. Staley would like to switch to a more economical vehicle, a Subaru Impreza which would be more economical in terms of gas mileage, but would still have AWD so that it can be used in a snow/weather emergency by the Police. Chief Koch still feels that he has a police department 4WD vehicle which might be sent over to the Building Department when the Police Department replaces a vehicle. It was decided to move this request to 2015. Mr. Dickson suggested that if they I were to purchase in the future, they look at the Prius as it has excellent mileage. Mr. Poole explained to Mr. Dickson that at their last meeting, they discussed not 3 going through each item line by line and instead, coming prepared with questions. The second department for review was Recreation. Ellen Ojala asked if there n were any specific questions. Mr. Poole asked what she was asking for at Freeman's Way. Ms. Ojala is looking at making the fields more accessible. She contacted the All Access Committee to help her look at what the options are. The Mass Office of Disability also did a site visit and made some recommendations. There are a few different types of accessibility, facility accessibility versus programming accessibility. The priority is the soccer field at Freemans Way. The project would be creating pathways and viewing areas at the fields. The amount she is asking for $20,000. There is also a request in 2017 to redo the paving of the Tennis Courts at Stony Brook, they were built in 2010. She thinks the kids courts would last longer and could be done at a later time. Mr. Dickson wanted to clarify that the $20,000 was for more than just Freeman's Fields. It is also for the Town Hall fields and Gage's field. In 2016, there is $10,000 in fencing for back stops etc. at different locations. Mr. Sumner suggested Recreation put off doing anything at Gage's for now until the future of the firehouse is decided. The Committee recommended that Recreation take out the amounts that are under $10,000 or that are paid out of her revolving funds. The Committee asked if they are bringing back the amount for the multi-use park design of $74,000 in 2014. 1 A I Capital Plan Review Minutes Page 1 December 19, 2012 Mr. Dickson said that the Selectmen are planning on putting together a committee to try to re-present the multi-use park to spring town meeting. The $74,000 was added to the Capital Plan. The last department was Natural Resources. Chris Miller asked if someone is going to come in to talk about the Mill Sites. Charlie Sumner said that he will ask Dana Condit to come in to talk about the Mill Sites. Mr. Miller's boats and vehicles are in good shape and do not need to be replaced for awhile. Mr. Poole asked if they need to carry funds forward conservation building repairs. For 2014, he needs some repairs at the Todd House which may be less than $10,000. They will alternate years of 10K in 2015 and 10K in 2017 for Conservation Building repairs. There is also money in this year for Ellis Landing work to repair the landing and stormwater repairs further up the road. The Town tf has been working with the neighbors who want to put a re-build the revetment across the landing. Mr. Miller is trying to get a number from the engineer for the stormwater piece to go on the capital plan. In terms of the revetment across the landing, Mr. Miller said that the Town needs to see their design first and find out whether they can obtain permits through conservation and the state. Mr. Poole asked about the money for design and engineering for the natural resources building and if we can push this out a year until fire station project is resolved. It maybe that Natural Resources will end up in the old fire station, but they should leave it as a placeholder for now in 2015. Mr. Miller said that he does need to replace signs at landings and beaches which is about 4 to 5K. Don Poole said they should put it under conservation land management line item every few years. Mr. Miller wants to get them in for this beach season but he thinks he has enough or may need to get a little money at spring town meeting. Mr. Dickson asked about the $25,000 for beach work/sand replenishment. Chris Miller said it is typically 10K annually, last year they had more due to storms. It was decided to leave the requested in Natural Resources because they manage the beaches, even though DPW does the actual work. Mr. Sumner asked if Chris thought they would need any additional funds for the Freemans Pond Culvert Project. Mr. Miller thinks that it will be okay with what they have and the various grants that they have received. They are behind in the project schedule because of litigation, but the project has to be done this spring because of the federal grants. Chris Miller said they received DEP approval today. John Dickson had a question about what will be included in the town meeting report as the threshold is $100,000. Lisa Souve will keep track of those items that are $100,000 or over. The Capital Plan will be on town warrant for informational purposes. Don Poole said they will identify and discuss the plan that will go in the warrant at their last meeting, before they present to the Selectmen.
