CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:01 p.m. Present were Councilmembers Franklin H. Caplan, Luis Lauredo, Allison McCormick, Brett G. Moss, Ignacio Segurola, Vice Mayor Edward London and Mayor Michael W. Davey. Also present were Interim Village Manager Charles R. Press, Village Clerk Jocelyn B. Koch and Village Attorney Chad Friedman. PLEDGE OF ALLEGIANCE: Mayor Davey led the Pledge of Allegiance. PUBLIC COMMENTS: There were no residents that addressed the Council. At this time, Vice Mayor London addressed the Council and the public stating there was a Sunshine Meeting last week between Councilmembers Moss and Lauredo and fortunately everything was resolved. Councilmembers McCormick and Moss addressed the public recognizing how difficult the Village Manager search process was for the candidates and also for the Council; impressed by the quantity and quality of the candidates and thanked everyone who had applied and stated that the Village would be in excellent hands with any of the four final candidates. Councilmember Moss stated it was a pleasure to get to know all four candidates and wished them success in all their future endeavors. 4. ACTION ITEMS: The Clerk read the following motion: 2 J A MOTION TO SELECT AS THE VILLAGE MANAGER. April 15, 2021 Councilmember Caplan made a motion to approve the above item. The motion was seconded by Councilmember Lauredo. Mayor Davey suggested a two-year contract with a possible extension for the Village Manager's employment agreement. The Clerk addressed the Council reporting that no one candidate received 4 first place votes; Steven Williamson received 3 first place votes, Christopher Rose received 2 first place votes and Brian Lynch received 2 first place votes. The Council took a five-minute recess and sent in their votes to the Clerk via email to break the tie for second place between candidates Christopher Rose and Brian Lynch. The Clerk addressed the Council reporting that candidate Brian Lynch had received the majority vote for second place. The Council took a five-minute recess and sent in their votes to the Clerk via email for the Village Manager between candidates Brian Lynch and Steven Williamson. The Clerk addressed the Council reporting that candidate Steven Williamson had received the majority vote for Village Manager. There was extensive discussion from Council regarding the Village Manager search process. Mayor Davey repeated the motion to select Steven Williamson as the new Village Manager. The motion was approved by a 7-0 voice vote. The vote was as follows: Councilmembers Caplan, Lauredo, McCormick, Moss, Segurola, Vice Mayor London and Mayor Davey voting Yes. The Clerk read the following motion: A MOTION TO AUTHORIZE TO NEGOTIATE AN EMPLOYMENT AGREEMENT WITH STEVEN WILLIAMSON. Mayor Davey made a motion to approve the above item. The motion was seconded by Councilmember Caplan. Councilmember Lauredo nominated Vice Mayor London to negotiate the employment agreement with Steven Williamson. The nomination was seconded by Councilmember Caplan. The motion to nominate Vice Mayor London was approved by a 7-0 voice vote. The vote was as follows: Councilmembers CapIan, Lauredo, McCormick, Moss, Segurola, Vice Mayor London and Mayor Davey voting Yes. The Attomey addressed the Council regarding the steps for the employment agreement process. 2 o.f 3 April 15, 2021 There was discussion from Council regarding the negotiating process, thanking everyone who had applied and thanking Chief Press for his service as Interim Manager and congratulating Steven Williamson as the new Village Manager. 5. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of tuture meetings and events was presented to the Council. 6.
