CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:03 p.m. Present were Councilmembers Franklin H. Caplan, Luis Lauredo, Allison McCormick, Brett G. Moss, Vice Mayor Edward London and Mayor Michael W. Davey. Councilmember Ignacio Segurola was absent. Also present were Village Manager Steven C. Williamson, Village Clerk Jocelyn B. Koch and Village Attorney Chad Friedman. 2. PLEDGE OF ALLEGIANCE: Mayor Davey led the Pledge of Allegiance. 3. SPECIAL PRESENTATIONS: A presentation was given by Deputy Chief Assistant State Attorney Scott Dunn with the Miami -Dade State Attorney's office and a presentation was given by Carlos J. Martinez with the Miami -Dade Public Defender's office. At this time, there was discussion by Council regarding the above presentations. It was the consensus of Council to direct the Manager to post video clips of tonight's presentations for distribution to the residents. 4. PUBLIC COMMENTS: The following persons addressed the Council: Melissa White, 370 Heather Lane; Alejandro Serrano, 784 Ridgewood Road; Ann Taintor, 170 Ocean Lane Drive; Betty Sime Conroy, 785 Crandon Boulevard; Jennifer Stearns Buttrick, 180 Cape Florida Drive; Patricia Romano, 361 Beechwood Drive; Alan Fein, 525 Allendale Road; Joe Kellogg, 115 Sunrise Drive; Jorge Mendia, 111 Island Drive; Laudy Ibarra, 482 Fernwood Road; Michelle Estevez, 425 Grapetree Drive; Christina Cuervo, 786 Curtiswood Drive; Nina Wallin, 270 Hampton Lane; Terry Oliva, 300 Galen Drive; Lucas Boccheciampe, 201 Sunrise Drive; Viviana Goris, 201 Crandon May 17, 2021 Boulevard; H. DISCUSSION: There was discussion by Council regarding the incident that occurred a few weeks ago at the Village Green. Chief of Police Charles R. Press addressed the Council regarding this incident. Councilmember Lauredo made a motion directing the Manager to work with Chief Press to develop a protocol for proactively informing the Council on a general outline on important police investigations within the Village. The motion was seconded by Mayor Davey and approved by a 6-0 voice vote. The vote was as follows: Councilmembers Caplan, Lauredo, McCormick, Moss, Vice Mayor London and Mayor Davey voting Yes. The Mayor opened public comments. Vanessa Sans de Acedo, 103 East Enid Drive addressed the Council. The Mayor closed public comments. Chief Press addressed the Council regarding police enforcement, status of past cases, response times, juvenile activity, public records and transparency. The Chief also reported on recent statistics of juvenile arrests, civil citations and warnings. There was extensive discussion by Council regarding police enforcement, community engagement and education. The Manager addressed the Council regarding the above items. Councilmember Moss made a motion to direct the Manager to work with Chief Press and the police and present a plan of recommendations for community engagement and education regarding policing at the next Regular Council Meeting. The motion was seconded by Councilmember Lauredo and approved by a 6-0 voice vote. The vote was as follows: Councilmembers Caplan, Lauredo, McCormick, Moss, Vice Mayor London and Mayor Davey voting Yes. 6. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and events was presented to the Council. 7.
