1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order
by the Vice Mayor at 6:00 p.m. Present were Councilmembers Franklin H. Caplan, Luis Lauredo,
Allison McCormick, Brett G. Moss, Ignacio Segurola and Vice Mayor Edward London. Mayor
Michael W. Davey was absent. Also present were Village Manager Steven C. Williamson, Village
Clerk Jocelyn B. Koch and Village Attorney Chad Friedman.
2. INVOCATION: Reverend Felipe Assis with the Key Biscayne Presbyterian Church was
unable to attend the meeting.
3. PLEDGE OF ALLEGIANCE: Vice Mayor London led the Pledge of Allegiance.
4. BRIEF COMMENTS BY COUNCIL: Councilmember Caplan addressed the Council
regarding the Key Biscayne library presentation; Mayor Davey addressed the public via a pre-
recorded video thanking Chief of Police Charles R. Press for his years of service to the community
and the Council and Vice Mayor London addressed the public wishing the Clerk a Happy Birthday.
5. AGENDA: Councilmember Lauredo requested to remove Item 7C from the agenda and
to combine Item 7B with Item 12A 1 c; Councilmember Segurola requested the addition of a
discussion regarding the Key Biscayne K-8 Center as Item 12B4 and requested to combine Item
12B 1 with Item 12B2; Mayor Davey requested previously via email to defer Item 12B 1;
Councilmember Segurola requested to not defer Item 12B 1 and the Manager requested the addition
of a discussion on Sidewalks on Harbor Drive as Item 12A 1 h. It was the consensus of Council to
hear Item 12B 1.

The agenda, as amended, was approved by a 6-0 voice vote. The vote was as follows:
Councilmembers Caplan, Lauredo, McCormick, Moss, Segurola and Vice Mayor London voting
Yes.
6. PUBLIC COMMENTS: The following residents addressed the Council: Xavier
Aristimuno, 795 Allendale; Laudy Ibarra, 482 Fernwood Road; Ceci Sanchez, 260 Cypress Drive;
Nina Wallin, 270 Hampton Lane; Katie Petros, 375 Redwood Lane; Fausto Gomez, 765 Crandon
Boulevard; Lucas Boccheciampe, 201 Sunrise Drive; Don Elis burg, 177 Ocean Lane Drive and
Louisa Conway, 651 Crandon Boulevard.
7. SPECIAL PRESENTATIONS: At this time Item 7D was heard, Melissa White with the
Key Biscayne Community Foundation gave a presentation on the Incorporation Anniversary and
Save the Date Celebration scheduled for September 24, 2021.
At this time Item 7B was heard. Mr. Fernando Romero, 177 Ocean Lane Drive with the Key
Biscayne Kiting/Water Sports Association gave a presentation regarding proposed regulation
changes and amended processes. Resident Mr. Julio Diaz, 201 Crandon Boulevard also spoke.
The Manager and Councilmember Lauredo addressed the Council regarding the above
presentation.
Chief Resilience and Sustainability Officer Dr. Roland Samimy addressed the Council regarding
the presentation and proposed amendments, signage, enforcement and monitoring and registration
fees.
There was discussion from Council regarding the above presentation.
It was the consensus of Council to formally recognize the Key Biscayne Kiting/Water Sports
Association with the caveat that the association include a non-kiter resident on the association's
board and for the Manager to move forward in the collaborative process.
At this time Item 7 A was heard, Jonathon Kilman and Mario Bailey with Converge Government
Affairs gave a presentation summary of the 2021 Legislative session.
There was discussion from Council regarding the above presentation.
8. CONSENT AGENDA: Councilmember Lauredo made a motion to approve the consent
agenda. Councilmember Segurola requested to remove Item 8E from the consent agenda and Vice
Mayor London requested to remove Item 8F from the consent agenda. The motion was seconded
by Councilmember Caplan.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY
COMMISSIONERS TO ADOPT AN ORDINANCE REQUIRING DISTRIBUTION OF
MUNICIPAL LEGISLATION STATING A POSITION ON COUNTY AGENDA ITEMS
TO MEMBERS OF THE BOARD; PROVIDING FOR TRANSMITTAL; AND
PROVIDING FOR AN EFFECTIVE DATE.
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY
COMMISSIONERS TO ESTABLISH A SEPTIC TO SEWER TASK FORCE;
PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR AN EFFECTIVE DATE.
The consent agenda, as amended, was approved by a 6-0 voice vote. The vote was as follows:
Councilmembers Caplan, Lauredo, McCormick, Moss, Segurola and Vice Mayor London voting
Yes.
The Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, SUPPORTING THE MIAMI-DADE PUBLIC LIBRARY
SYSTEM'S INTENT TO CONSTRUCT A NEW LIBRARY BUILDING AT 299
CRANDON BOULEVARD; AND PROVIDING FOR AN EFFECTIVE DATE.
Councilmember Moss made a motion to approve the resolution. The motion was seconded by Vice
Mayor London.
There was extensive discussion from Council regarding the above resolution.
The Manager addressed the Council regarding the above resolution.
The resolution was approved by a 5-1 voice vote. The vote was as follows: Councilmembers
Caplan, Lauredo, McCormick, Moss and Vice Mayor London voting Yes. Councilmember
Segurola voting No.
The Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, APPROVING A SECOND AMENDMENT TO THE
AGREEMENT FOR ADDRESS VERIFICATION SERVICES BETWEEN THE VILLAGE
OF KEY BISCAYNE AND THE SCHOOL BOARD OF MIAMI-DADE COUNTY,
FLORIDA; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN
EFFECTIVE DATE.

Councilmember Caplan made a motion to approve the resolution. The motion was seconded by
Councilmember Lauredo.
There was extensive discussion from Council regarding the above resolution.
The resolution was approved by a 4-2 voice vote. The vote was as follows: Councilmembers
Caplan, Lauredo, McCormick and Moss voting Yes. Councilmember Segurola and Vice Mayor
London voting No.
9. ORDINANCES: There were no ordinances considered by Council.
10. RRSOT ,UTTONS: There were no resolutions considered by Council.
At this time, the Manager's Report was heard.
The Manager addressed the Council regarding the Covid 19 pandemic, the Key Biscayne
Community Center, crime and policing and Village staff hurricane training.
Parks, Recreation and Open Spaces Director Todd Hofferberth addressed the Council
reporting on the Key Biscayne Community Center's programing, staffing and a Covidl 9
Transition Plan.
There was discussion from Council regarding the above mentioned items.
The Manager addressed the Council regarding location options for a Skateboard Park.
Director Hofferberth addressed the Council regarding Skateboard Park locations.
Councilmember Lauredo made a motion to select Calusa Park for a Skateboard Park location. The
motion was seconded by Councilmember Moss.
There was discussion from Council regarding the above motion and Skateboard Park locations.
Councilmember Segurola made an amendment to include the north end of the Village Green along
with Calusa Park as a possible Skateboard Park location and to direct Director Hofferberth to
continue investigating limiting to these two site locations and to report back to Council.
Councilmember Lauredo agreed to the amendment to the motion. The motion was seconded by
Councilmember Caplan and approved by a 6-0 voice vote. The vote was as follows:
Councilmembers Caplan, Lauredo, McCormick, Segurola, Moss and Vice Mayor London voting
Yes.
The Attorney addressed the Council regarding the above motion.
The Lauredo motion was approved by a 6-0 voice vote. The vote was as follows: Councilmembers
Caplan, Lauredo, McCormick, Segurola, Moss and Vice Mayor London voting Yes.

Chief of Police Charles R. Press addressed the Council reporting on the current policing plan
including an increased police presence including utilizing motorcycles and bicycles, current
staffing issues and marine patrol.
There was discussion from Council regarding the above items and thanking Chief Press for his 17
years of service to the Village.
The Manager addressed the Council also thanking Chief Press for his service and the transition
process to Interim Chief of Police Jason Younes.
Chief of Fire Rescue Eric Lang addressed the Council reporting on the Covid 19 transition plan for
the Council Chamber. Chief Lang also reported on serving the community with available Covid19
vaccine pop up events which occurred on June 1 and June 9, 2021 and included 420 vaccines
delivered and additional pop up events are scheduled for June 22 and June 30, 2021 with future
vaccine pop up events to be scheduled and continuing to have Covidl 9 testing sites thru the
summer and possibly into the fall.
There was discussion from Council regarding the above mentioned items, the organizing of the
Council Chamber backroom and community vaccination participation.
Dr. Samimy addressed the Council reporting on the status of the Sargassum Plan, the truck hauling
of seaweed from the beach and working on a request for proposal for beach maintenance and
possible treatment locations on Virginia Key for sargassum management.
There was discussion from Council regarding the Sargassum Plan and beach maintenance.
Building, Zoning, Planning and Public Works Director Jake Ozyman addressed the Council
reporting on the status of the remaining 63 homes that need to be converted from septic tanks to
the sewer system.
There was discussion from Council regarding the above item and Derm's enforcement of
conversion to the sewer system.
Director Ozyman addressed the Council reporting on an update on the Safe Routes to Schools
project and sidewalks on Harbor Drive.
There was discussion from Council regarding the above mentioned items.
11. PUBLIC COMMENTS: The following persons addressed the Council: Steve Simon, 335
Harbor Lane; Michelle Estevez, 425 Grapetree Drive and Ceci Sanchez, 260 Cypress Drive.
12. REPORTS AND RECOMMENDATIONS: The following items were discussed:
Village Manager. The Manager's report was heard earlier in the evening.

Mayor and Councilmembers. Councilmember Segurola addressed the Council regarding the golf
cart ordinance, safety and inspection.
There was discussion from Council regarding the above mentioned items.
The Attorney addressed the Council regarding the golf cart ordinance.
It was the consensus of Council to hold a workshop regarding the golf cart ordinance and golf cart
inspection at a future date.
Vice Mayor London addressed the Council regarding public records and public access.
The Manager addressed the Council regarding the above items.
There was discussion from Council regarding public record keeping, the Clerk's office and
updating software.
Councilmember Segurola addressed the Council regarding possible changes with the Extended
Foreign Language program and the media center at the Key Biscayne K-8 Center.
There was discussion from Council regarding the above items.
Village Attorney. The Attorney did not submit a report.
Village Clerk. The Clerk did not submit a report.
13. OTHER BUSINESS/GENERAL DISCUSSION: There was no further business
discussed.
14. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
