CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:00 p.m. Present were Councilmembers Luis Lauredo, Edward London, Allison McCormick, Kathleen Petros, Ignacio Segurola, Vice Mayor Brett G. Moss and Mayor Michael W. Davey. Also present were Village Manager Andrea Agha, Village Clerk Jocelyn B. Koch and Village Attorney Chad Friedman. 2. PLEDGE OF ALLEGIANCE: Mayor Davey led the Pledge of Allegiance. 3. PUBLIC COMMENTS: The following residents addressed the Council: Gene Stearns, 250 Cape Florida Drive; Jennifer Steams, 180 Cape Florida Drive; Alan Fein, 525 Allendale Road; Don Elisburg, I77 Ocean Lane Drive; Toby Rohrer, 1047 Mariner Drive; Jorge Mendia, 111 Island Drive; Jan Dillow, 350 West Heather Drive; Patricia Woodson, 472 Warren Lane; Charles Collins, 124 Cadima, Coral Gables; Carolyn Koslen, 255 Sunrise Drive; Luis de laCruz, 640 Allendale Road; Nancy Elisburg, I77 Ocean Lane Drive; Louisa Conway, 151 Crandon Boulevard; Gary Gross, 211 Island Drive; Will Tomkins, 654 Hampton Lane; Sam Schrager,607 Ocean Drive; Theo Holloway,575 Crandon Boulevard; Patricia Romano, 361 Beechwood Drive; Al Menendez,20I Crandon Boulevard; Rachel Alves de Lima, 430 Grand Bay Drive; Tony Camejo, 151 Crandon Boulevard; Melissa White, 370 Heather Lane and Jamie Tomkins, 654 Hampton Lane. 4. RESOLUTION: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BrscAYNE, FLORTDA' RESCTNDTNG RESOLUTTON NO. 2020-45 CALLING FOR A BOND REFERENDUM ELECTION REGARDING THE ISSUANCE OF GENERAL OBLIGATION BONDS BY THE VILLAGE IN AN AMOUNT NOT TO EXCEED $100,000,000 FoR THE PURPOSE oF FINANCTNG THE COSTS OF MITTGATING THE EFFECTS OF SEA LEVEL RISE AND FLOODING, PROTECTING THE July 30, 2020 VILLAGE'S BEACHES AND SHORELINE, AND HARDENING INFRASTRUCTURE TO THE EFFECTS OF HURRICANES; AND PROVIDING FOR AN EFFECTIVE DATE. There was extensive discussion from Council regarding this issue. Councilmember Lauredo made a motion to approve the resolution. The motion was seconded by Councilmember Segurola and failed by a 2-5 roll call vote. The vote was as follows: Councilmembers Lauredo and Segurola voting Yes. Councilmembers London, McCormick, Petros, Vice Mayor Moss and Mayor Davey voting No. 5. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of tuture meetings and events was presented to the Council. 6.
