Meeting Minutes
January 11, 2012
Present: Elliott Carr, Terry Ryder, Paul Ruchinskas, Elizabeth Taylor, Jeanne Boehm, Roland Bassett
Jr., and Tino Kamark
Member Missing: Len Avery
In Attendance: Dana Condit, Chris Miller, Peter Johnson, Mark Robinson, Don Schober Peter Johnson,
Charles Sumner and Alan McLennan.
4:33 Call to Order
1. Minutes
MOTION: by Roland Bassett Jr. to approve the minutes of December 14, 2011 as
presented

VOTE: 5-0-1
2. Brewster Meetinghouse-Donald Schober
Mr. Schober gave a final report as to the Meetinghouse project.
The Occupancy permit has been issued, thus the final payment has been OK'd.
The project ran ahead of schedule and Cape Associates has finished.
The Parish held their first service on Christmas Eve to the delight of all. They have been fully
operational since.
$191,000 has been received to date.
The last bill is in and that will close out the account.
The investment was well worth the money. A substantial amount was received from sources
outside of Brewster.
A tour will be arranged for the Community Preservation Committee to view the Meetinghouse.
3. Discussion of state aid rejection on two possible land purchases.-Mark Robinson, Chris
Miller and Alan McLennan.
At Town Meeting this was approved with State contingency.
Until this year, the Town has never had a purchase turned down. Last year they gave 6 M is
grants, this year 1.9 M.
No Cape projects were funded this year; Open Space did not fare well.
Present issue; NO GRANT monies for Seidel or Jackson properties.
Orleans has gone in on the Jackson property.
Brewster is moving forward with these purchases.

Matthews- Water Commissioners on board
Voters of Orleans are interested in Zone 2 protection
Jackson-Orleans had a STM-this was placed on the warrant. $54,000 voted in support.
Water, Open Space and Fin Com are all in support
Brewster voted without contingency.
We would like to formalize an arrangement rather than a parcel by parcel vote.
BCT and others have approached the Water Commissioners to put aside funds from
the rate payers.

The McLennan's own 1000 linear feet on Pleasant Bay
In 1944 a trust was established with 23 beneficiaries
Family would like to offer"500 feet to the public" (Harwich/Brewster/Orleans)
4 parcels with 3 houses (to be demolished)
Offer 5 Million/value 5.8 million
State has been approached
4. Discussion of Mill Dam application- Chris Miller
Basically this is the same application that was brought before us before, with a change in money
figure.
The Gristmill is on the National Historic Register.
The state inspected and evaluated the dam site, low risk dam (no loss of life)
Needs significant repairs
This has been rebuilt a number of times (1968 was the last time)
Requesting $120,000 from CPC; several grants ($220,000 toward the project)
Actual cost may be 10% less
Voted (approved) 6 months ago but withdrawn before Town Meeting
Historical meeting before work is done.
Concrete, faced with stone.
There will be public meetings as part of the process.
Discussion
• When will this be done? After the fish have come through, end of the summer. Done in 2
phases- left to right.
• Monies from Historic First, balance for 30%
• Send to Historic for review
MOTION by Tino Kamarck to approve $120,000 of CPC funds for this project as presented (Millsites
Dam Project). Funding to be allocated from Historical portion and then balance from the 30%
sectiQn.

5. Future of King's Landing- Paul Ruchinskas
This is a privately run affordable project.
100 + units; all affordable (if changed this is a major hit for Brewster)
For acquisition and rehabilitation not planning money; possibly for the Spring TM
They may ask for CPC funds in the future.
6. Discussion of revised financial statement
7. Method of Historic Member appointment.
• According to Brewster Bylaw; Historic member to be appointed by Historic District
Commission (there was no Historic Commission at the time the CPC was established and
the Bylaw adopted)
• Brewster Historical Society is a PRIVATE group
• Not in compliance with State Law/prepared to change(amend Bylaw) at ATM in May
