HomeMy Public PortalAbout09-10-20 Virtual Workshop Minutes.pdfMINUTES VIRTUAL WORKSHOP KEY BISCAYNE, FLORIDA THURSDAY, SEPTEMBER 10, 2020 The meeting was called to order by the Mayor at 6:02 p.m. Present were Councilmembers Luis Lauredo, Allison McCormick, Kathleen Petros, Ignacio Segurola, Vice Mayor Brett G. Moss and Mayor Michael W. Davey. Councilmember London was absent. Also present were Village Manager Andrea Agha, Village Clerk Jocelyn B. Koch and Village Attorney Chad Friedman. The Manager addressed the Council giving a presentation in a Workshop setting on the Stormwater and Right -of -Way improvement program and gave clarification of vendor work orders from AECOM, Inc. and KCI Technologies Inc. The core team being the Manager, Chief Resiliency and Sustainability Officer Roland Samimy, PhD and Director of Public Works/Director of Building Zoning and Planning Jake Ozyman, MSCM, PE, ENV SP, CFM and also AECOM Technical Services, Inc. Dr. Roland Samimy's role in the program is to support DPW in developing, managing and reporting on the scope, schedule and implementation; also support DPW on aspects of technical planning, scope development, design and engineering services during construction; provide resiliency and hydrologic expertise to inform scope and design development. Jake Ozyman role in the program is being responsible for developing, managing and reporting on safety, scope, schedule and budget; represent the Village on all aspects of technical planning, scope development, change management, programming, design and engineering services during construction; own project funding request process and direct fiscal responsibility for the approved project budget. AECOM' s role in this program is 13 different job classifications with specialized expertise. The 2015 study done by EAC Consulting, Inc. identified three highest priority recommended areas for Stormwater Utility improvements as the areas west of Oceana/south of Key Colony, north/northwest of the KB Village Green and west of the K8 Center. However, there were no design documents provided and each project had to be designed before it could be constructed. Work Order #1's summary of tasks accomplishes a Village -wide gap analysis, boundary conditions, discharge opportunity analysis, best management practices, public engagement, policy decisions in regard to sea level rise projection and level of service. The deliverable is a validated plan, policy and public buy -in. Work Order #2 summary of tasks is drainage design, streetscape/parks, utility coordination and MOT, permitting, design September 10, 2020 plans/sketches, bidding services. The deliverable is a design -build criteria package for the K-8 Center and streetscape typical design for the entire community. There was extensive discussion from Council regarding the above presentation. The following callers addressed the Council: Don Elisburg, 177 Ocean Lane Drive; Tony Camejo, 151 Crandon Boulevard; Luis de la Cruz, 640 Allendale Drive and Juan Santaella, 360 West Heather Drive.
