HomeMy Public PortalAboutCommunity Preservation Committee -- 2012-01-25 Minutes Date Approved March 14, 2012 Vote 7-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes January 25, 2012 Present: Elliott Carr, Terry Ryder, Jeanne Boehm, Elizabeth Taylor, Paul Ruchinskas, and Roland Bassett Jr., Members Missing: Leonard Avery and Tino Kamark In Attendance: Ellen St.Sure, Chris Miller 4:30 Call to Order 1. Minutes MOTION by Paul Ruchinskas to accept the Minutes of January 11, 2012 as presented. Second by Terry Ryder VOTE: 6-0-0 2. Nickerson Condo Report • Grant agreement has been executed • Funds have been wired to CDP • Extensive discussion conditions added to agreement with Housing Partnership • Conditioned as we originally agreed; we must be part of these discussions • Paul Ruchinskas has been actively monitoring this 3. Community Preservation Coalition Dues • $2500.00 for 2012 MOTION by Elizabeth Taylor to authorize payment of dues for $2500.00 for Community Preservation Coalition Dues for 2012. Second by Jeanne Boehm. VOTE: 6-0-0 4. Kings Landing Application • We would like them to come for possible discussion • May be a Warrant Article for Spring Town Meeting • 125 affordable housing units • Organization (non-profit) to preserve existing affordable housing that is about to expire • Done in 1973 and now ready for renewal • Intent to acquire, preserve the affordability and extend the affordability term and do a modest amount of rehab. • Asking for $400,000. • Working with Housing Assistance Corporation-good reputation • Refer to a subcommittee for discussion; has to be re-established; Elizabeth volunteers for this group 5. Project assignment chart • Project assignments and monitoring; Affordable Deed Buydown-Paul Hush replaced by Paul Ruchinskas Meeting House-Completed Blacksmith Shop-Completed/ Rollie Bassett/ balance Cemetery Project 4-Completed/Terry Ryder/ balance Crosby Mansion-Paul Hush replaced by Elizabeth Taylor/ status/balance $73,447.00 Higgins Windmill 2-completed CPC Minutes 01-25-12 Page 1 of 2 Higgins Windmill 3-completed Latham Center-Completed/grant agreement has expired Spruce Hill Barn-Jeanne Boehm now monitoring this/stopped/status incomplete/balance/ November 2008 Stony Brook Mill-completed Glass Plate Negatives-status (possibly Tino Kamark) • Suggest we get reports back every 3 months and if not started within 2 years must ask for an extension rather that keep the money tied up MOTION by Roland Bassett Jr. that all projects have a two (2) year limit, if extending longer they may return for an extension. Jeanne Boehm seconded. VOTE: 6-0-0 • To be added to the application (from when the agreement is signed) • Applicants must keep in touch with us (perhaps a budget should be requested) as we could be audited at anytime to verify this money • Support send a letter regarding status and closeout unexpended funds • CPC should receive a copy of all signed contracts 6. Mill Dam Restoration Project Chris Miller • Open Meeting (January 31st) regarding Mill Dam Restoration • Meeting with abutter • Under Old Kings Highway jurisdiction • Town Meeting summary; has NOAH approved the re-allocation of the monies 7.
