HomeMy Public PortalAboutCommunity Preservation Committee -- 2012-02-15 Minutes i • Date Approved March 14. 2012 Vote 6-0-1 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes February 15, 2012 Present: Elliott Carr, Terry Ryder, Jeanne Boehm, Elizabeth Taylor, and Roland Bassett Jr., Members Missing: Paul Ruchinskas, Leonard Avery and Tino Kamark In Attendance: Alan McClennen, Peter Johnson, Peter Norton, Mark Robinson, Chris Miller, and Carol Ridley 4:35 Call to Order 1. McClennen Property proposal Alan McClennen • This property is in Harwich, Orleans and Brewster • There are 20 trustees owning this parcel • On the market last year for 7.9 million. • Trustees agreed to offer this to the 3 towns, working together with Mark Robinson to establish this possibility. • They have agreed to keep it off the market until after the Brewster Town Meeting. If nothing has moved forward they will put it back on the open market for development. • It is Brewster's only access to Pleasant Bay. If there is a positive action they will keep working on it. • There is a house on this parcel (the 2nd oldest house on the shore of Pleasant Bay) • Carol Ridley indicated that the Pleasant Bay Alliance was very interested in this parcel to be saved. Their steering committee voted support for this purchase as shoreline access. Bay shoreline is very privately controlled. Public access is at a premium. They would like to see this parcel NOT developed for residential use. • Chris Miller (Brewster Natural Resources) and Mark Robinson (Cape Compact) showed available plans. This is 3.2 acres offered at 5 million dollars. 17 bedrooms now with a grandfathered septic. All within 1000' of the water. All have frontage on Pleasant Bay. • Brewster portion is a 40' frontage. It would give the town access for mooring permits, shellfish permits and a public park. This is significant; it is one of the most scenic vistas in the area. Committee Questions • Will dogs be allowed? Not allowed on any public beach now. • This is a huge picnic area but dogs are a major issue (tiny and concentrated). • Brewster does not have personnel to pickup and area like this • Board of Health just adopted regulations to ban dogs from public lands (under Town Counsel review) • Who will manage this; 3 towns or one? Including maintenance and cutting trails. This has not been established yet. Possible user fee. A different funding source for maintaining trails. • Initial discussion was equal ownership. • Possible state grant to build trails and maintain them. • Is this a land or park application? Urban Park or open space? • PARC project not Open Space; limited to $500,000. • State and Federal push public access • Is this considered under Recreation to CPC? • What do you need from Brewster? As long as a firm commitment. To be given to the Selectmen to push forward. BOS are enthusiastic. Placed on the town warrant; seed money needed to champion this. Proposed Housing Advisory Committee • This is a sub committee within CPC • Paul Ruchinskas, Tino Kamark and Len Avery • Possible 1-2 outside members 4. Update of CPC Project list • Reaffirm vote of Dam Restoration MOTION by Roland Bassett Jr. to approve the Mill Site Dam Restoration project as presented to the Community Preservation Committee for $120,000.00. Second by Jeanne Boehm. VOTE: 5-0-0 • Blacksmith Shop- alarm system????, CO has been signed off • Elliott will call or write to Steve Jones (Brewster Historical Society) to attend next meeting to discuss commitment of each property they applied for; Blacksmith, Spruce Hill and Glass Plate Negatives. • Crosby Mansion; Elizabeth Taylor will follow up on this project. Discussion; in the future all applications approved will return every 6 months to give an update. If not started within 2 years the monies will be rescinded and returned to the proper account. 5. Warrant Articles • Article 5- CASH not Bonding • Article 6 • Article 40- Wording change in Town Bylaw to remove Historic District Commission and add Historic Commission. This is being brought forward by the Board of Selectmen, 6.
