VIRTUAL WORKSHOP
KEY BISCAYNE, FLORIDA
TUESDAY, DECEMBER 15, 2O2O
1. CALL TO ORDER/ROLL CALL OF MEMBERS: The rneeting was called to order
by the Mayor at 6:04 p.m. Present were Councilmembers Franklin H. Caplan, Luis Lauredo,
Allison McCormick, Ignacio Segurola, Vice Mayor Edward London (arrived at 6:07 p.m.) and
Mayor Michael W. Davey. Councilmember Brett G. Moss was absent. Also present were Village
Manager Andrea Agha, Village Clerk Jocelyn B. Koch and Village Attorney Chad Friedman.
2. PLEDGE OF ALLEGIANCE: Mayor Davey led the Pledge of Allegiance.
At this time, the Attorney addressed the Council requesting an Executive Session to be scheduled
regarding Case #2019-030802-CA-01 Amelia Viciana Francisco and Blas Manuel Minarro
Martinez vs. Village of Key Biscayne.
Mayor Davey set the date of the Executive Session for January I2th,202l at 5:00 p.m.
3. DISCUSSION:
recruitment process.
Mayor Davey addressed the Council regarding the Village Manager
There was extensive discussion from Council regarding the proposals received, the parameters,
simulations, testing and the processes for the Village Manager recruitment.
Steve Simon, 335 Harbor Lane addressed the Council regarding the Village Manager
search process.
It was the consensus of Council to direct the Manager to execute agreements with the Berkley
Group and Connie Hoffman using their limited scopes as presented respectively.
4. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
December 15, 2020
events was presented to the Council.
5. ADJOURNMENT: The meeting was adjourned at6:47 p.m.
