HomeMy Public PortalAboutCommunity Preservation Committee -- 2012-05-14 Minutes Date Approved: April 11, 2012 Vote :_6-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes March 14, 2012 Present: Elliott Carr, Terry Ryder, Jeanne Boehm, Elizabeth Taylor, Roland Bassett Jr., Paul Ruchinskas, Leonard Avery and Tino Kamark In Attendance: Alan McClennen, Chris Miller, and Ellen St. Sure. 4:35 Call to Order 1. Minutes • MOTION by Roland Bassett Jr. to approve Minutes of January 25, 2012 as presented Second by Tino Kamark. VOTE: 7-0-0 • MOTION by Roland Bassett Jr. to approve Minutes of February 15, 2012 as presented Second by Terry Ryder. VOTE: 6-0-1 2. Mill Dam Article • Article has been approved by Board of Selectmen and Finance Committee • Ready for Town Meeting Warrant Discussion • Would like to request an increase in funding. Concern that we pay from CPC last; all grants paid out first • Waiting for Mass Historic (professional archaeologist). This site is on the Registry of Historic Places • Stimulus money first, then CPC • Suggest a little more than $8,000. If not used it will be returned to the proper area. MOTION by Roland Bassett Jr. to increase the amended Millsites Dam Restoration project by $10.000.00. (Total: $130,000.00) Second by Jeanne Boehm. VOTE: 7-0-0 3. Kings Landing • Title V does not meet standards • POAH agrees to acquire the property as is by using its own funds. Then early next year, POAH will apply for public funds for the treatment facility and other rehab work. Should be ready to submit CPC request in time for Fall Town Meeting." • Should be ready by Fall Town Meeting • Remove from May 2012 Town Meeting warrant MOTION by Paul Ruchinskas to remove $400,000.00 from Town Meeting Warrant under CPC. Second by Roland Bassett Jr. VOTE: 7-0-0 4. Administrative Funds • Leave this up to Lisa Souve • CPC went to Board of Selectmen on March 12th • They have not been to Finance Committee yet 5. "Tri-Town" Park Alan McLennen CPC Minutes 03-14-12 Page 1 of 4 • Find a way to put this onto the warrant and let the people of Brewster vote to explore it or not • Trustees must have something or it will go back on the market. • Scenario to make this work with 2 or 3 towns involved; 1. Qualify for 2-3 state grants 2. 6 different nonprofits involved- how much can they raise? 3. How much would the towns put up? 4. How would it be managed; lot of discussion needed in this portion. • Are the voters of Brewster interested at all? Discussion • Why not on the warrant in Harwich and Orleans? Long process in Harwich-warrant has closed. Orleans is waiting for Brewster (they are not a critical player) • Could we do this internally? • Brewster and Orleans could do this without Harwich • Owner wants to know that the people of Brewster are interested. • Detailed RFP is ready to go to brokers after Brewster TM • Open Space vs Recreation/ Use all Recreation monies forever, Rec. not supportive of this portion • How will the article be drafted? Suggest; how would we use this land? Look at the house (possible community boating), how could it be used?? What is the real potential funding? What other outside organizations might be interested in funding. • Town meeting floor questions could kill this. Lay out a road map with a six month goal. Sell public access issue. Have many questions answered in a flyer. • We usually stay away from `planning money" but it could come out of professional services. • If it looks like a poor project, pull the plug right away. MOTION by Tino Kamark to go ahead with Article for May, 2012 Town Meeting regarding Pleasant Bay Property. Funding to be not more than $30,000.00 from CPC Administrative budget. Second by Elizabeth Taylor. VOTE: 6-1-0 6. Project Spread sheet • Many updates • Crosby Mansion- invite Ginny Locke to next meeting • Latham- Marilyn will check with Lisa Souve 7. 842 Stony Brook Road House • Home to the left of the mill will be up for sale soon. Could be used; Historic Museum, but no parking and 2 units of housing • Would be an asset to Brewster • Originally a stage coach stop • CPC needs an application before it can take any action." L8. Brewster Historical Society • Blacksmith Shop- COMPLETED • Higgins Windmill- COMPLETED • Spruce Hill Barn- Jeanne Boehm reported; $15,000 still available • Glass Plate Negatives -Tino Kamark- talked to Steve Jones; they are willing to open the museum for access by Ellen St. Sure. Steve Jones maintains they are all digitized but not all on line. They cannot be downloaded to another device as they feel they will lose their proprietary rights. They maintain they are all digitized. Grant stated "selected put on line and reasonable access to the public". Ellen St.Sure- I need them side by side with my computer; access is not what I need. I need to see them side by side as I do not have a laptop to take to the museum. This group gave CPC Minutes 03-14-12 Page 2 of 4 $43,000 and there are only 45 negatives on line. This is ridiculous. Only 45 images on their website. Also storage was in the contract? Tino Kamark- I have talked to Steve and he assures us this has been met. Ellen St. Sure- I have talked to someone in the last 2 hours this has not been done. They thought they could be put in the Town Hall safe. Further discussion from Ellen as to her work as the Town Archivist and requests that have previously been made to use materials from the Brewster Historical Society and what is being done with these materials. The legal haggling with the Selectmen was overwhelming. They have no interest in offering "their goodies" to the public, I would advise this committee to be careful about giving any further money to The Historical Society. • Pat Busch hopes to be ready to be sworn in and attend the next meeting. F.The following is discussion from Ellen St.Sure toward Elliott Carr and CPC ....1: Ellen St. Sure- What I would like to do is to try to understand what you think is your relationship with the Brewster Historical Commission. I have checked with Roy Robinson and Pat Busch regarding that the main purpose of the Brewster Historical Commission was to work with the CPC as projects that requested Historical money. We were asked to vet requests; visit sites, talk to people involved, call people and discuss then come back to recommend yes, no or maybe. Regarding the Dam Restoration project; $88,000 has already been decided to be taken from Historic Preservation portion. We were never been notified that this grant was requested. Doesn't the State require us to sign-off? Chris Miller- the State wants to get comments from all. Note: We had NO member of this Commission on CPC at this time (since Roy Robinson resigned). Elliott notified Ellen out of courtesy. Ellen St.Sure- We were NEVER notified of this or it was not brought to us Elizabeth Taylor- Originally it was to come out of the 30% bucket and not Historic Elliot Carr- I called you and told you about this project last year but it was out of the 30% then, you stated "no problem". Ellen St. Sure- Elliot called and told me about it. He stated it was going to be done quickly for Fall TM. My committee does not meet on a regular basis and we had no meeting scheduled. Elliott assured me all of the money was coming from the general pot. He called later and was told it had been put off. Elliot Carr- this had been through your group the year before. Ellen St.Sure- The dam???? It has never been to our group. Rollie Bassett- Do we have plans for this application? Elizabeth Taylor- We reviewed the whole application last year. Chris Miller-This project has been brought to several meetings Elliott Carr- When we were appointed, your committee was not in existence. CPC Minutes 03-14-12 Page 3 of 4 Ellen St. Sure- we were never informed or discussed this. I did talk to Elliott but I am just me and cannot speak for the commission. We would have to have a meeting. Nothing scheduled. I would like to clarify what relationship we have with the CPC. Note: First-Don't they meet on a regular basis? Second- Brewster Historical Commission HAS NO RELATIONSHIP with CPC until the Bylaw is changed at spring 2012 TM. Just because Roy Robinson was a member of HDC and BHC both were part of the discussion but really only HDC had to review the projects. Elizabeth Taylor- This project was not historic originally. Now it is coming out of Historic portion Ellen St.Sure-You have already voted it out of Historic. We have no meeting planned. It is voted, finished and done. We would have liked a review rather than rubberstamp. Elizabeth Taylor- We ask groups to review first then we can either agree or disagree. Ellen St. Sure- In the future we should get these first, you are going to empty the "pot" Elizabeth Taylor- we can agree or not. The monies are refilled every fiscal year. Ellen St. Sure- lets not quibble; I think this project is great, terrific, no problem at all. BUT what is the protocol- do you need us at all?? Elizabeth Taylor -It was an error BUT there was no one to review it at the time Eliott Carr- CPC asks for advise in all areas, including Historic. I did call about the dam and you responded as fine out of Historic or main; it a distinction with no meaning. Recreation, Housing and Historical are always a discussion. Ellen St.Sure- Problem is there a procedure here? We wish to be kept in the loop in a proper way. Paul Ruchinskas- It is our practice and intent to do that.
