SV((1/ Vote : [nib.,I • Y ; Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes June 27, 2012 Present: Elliott Carr, Elizabeth Taylor, Len Avery, Terry Ryder, Martin Kamarck, and Roland Bassett Jr. Member missing: Jeanne Boehm and Paul Ruchinskas In Attendance: Ellen St. Sure, Steve Jones, Don Arnold, Peter Johnson, and Rich Eldred 4:35: Call to Order ri. Minutes • MOTION by Tino Kamarck to approve Minutes of May 9, 2012 as presented Second by Elizabeth Taylor. VOTE: 5-0-0 2. Latham Project • Recommend by Paul Ruchinskas (project liaison) to close out this project and return the balance of monies to CPC funds ($9000.00 +/-) • Project originally approved 06-25-08 for $50,000.00 (Brewster Housing Authority application) MOT/ON by Len Avery to close out the Latham School project (from Brewster Housing Authority) and return the balance of monies to CPC funds ($9000.00 +/-). Second by Roland Bassett Jr. VOTE; 6-0-0 3. Glass Plate Negative Project • Statement presented 06-27-12 • This statement has been shared with The Town Administrator(no response to date) • Discussion of a mutually acceptable direction 1. Find another home for these negatives with more public access 2. Approach the Ladies Library; interest and/ or resources • Must discuss a resolution to authorize use. } • Would like Town Counsel to review why a "loan agreement"; this was not the way it was first approved by the CPC. Also to define the term "selected items" within the document. • Would like a consensual outcome • If a binding credit obligation to the Historical Society they would have to report this on their annual financial statements. • We would like to make this go away with a mutual agreement • Ellen St.Sure read a statement from Burt Derek (Dennis Historic Society) describing how they handled digitizing documents MOTION by Martin Kamark to move the following resolution; CPC Minutes 06-27-12 Page 1 of 2 Members of the Brewster CPC initiate discussions with the Brewster Ladies Library and the Brewster Historical Society, whereby the latter would retain ownership of the glass plate negatives but would lend custody of them to the Library for purpose of safekeeping and future display. Second by Roland Bassett Jr. VOTE:16-0-0 4. Procedural/deadline discussion • Always "rolling application date"; no need to change • Deadline information is part of the application itself; discussed and voted 01-12-12 "Applications may be submitted at any time. In order to allow sufficient CPC review time to be considered for presentation to the following Brewster Town Meeting, applications should be submitted by July 1st or December 1st." • Committee decided to keep as it stands 5. Pending Proposals • McLennan Property - seems to be no support from other two towns or grant/foundation monies. Brewster Selectmen have tabled this issue. Effectively "dead" at this time. • Dog Park- possible purchase of land • Recreation- Looking at parcels for a "multi-use" space. May or may not be connected to a dog park. Recreation is working toward this, just in the beginning stage. Not possible to be ready for Fall 2012 TM. Skateboard, basketball, multiple fields, walking path and/or dog park. Is the Police land being considered? YES, 10+ acres; off the bike trail. Good access and parking. • Eddy School Playground- waiting for CPC State law to finalize changes to Recreation part. 6. Other • Crosby Mansion- Approved in May, 2009 for $125,000, balance about $75,000.00. Trying to get them in to discuss project. Suggest stop payments until they appear. • Signs at Windmill site- Steve Jones reported the sign costs for this project.
