COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
July 11, 2012
Present: Elliott Carr, Elizabeth Taylor, and Paul Ruchinskas
Member missing: Jeanne Boehm, Roland Bassett Jr., Terry Ryder, Martin Kamark, and Len Avery
In Attendance: Ellen St. Sure, and Peter Johnson,
4:35: Call to Order
No Quorum
Discussion Minutes ONLY
Crosby Mansion
• Ginny Locke will attend the August 8th meeting
• Original application stated this project would be done in 3 months, now 3 years
• Bid specifications were specific; no idea what has been done
• '_Discussion of payment method to contractor (does not appear to be Cape Associates as
originally stated)
• No revision/changes to this project has ever been submitted
• Discussion of oversight of projects;
o This is a problem
o No one on CPC in the position to professionally oversee these projects
o Members present felt there might be support for"an overseer or clerk of the works"
(paid position) for technical projects
x o An independent 3rd party to insure CPC and the town are getting what they paid for
o Doubt that this would come from administrative funds
• CPC will express these concerns to Ginny Locke; Elliott will draft a letter to her prior to the
meeting
CPC Legislative Changes
• Opens up Recreation and Housing
• We will be hit bu Recreation requests
Land;Agreement
• Copulas property on Slough Road and Freemans Way
• 1.8 M for both properties
• Both will go to Fall Town Meeting
• Both will apply for State Aid.
Historic appointment from Historic Commission
• New member to CPC should be decided upon this week
