SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order
by the Mayor at 5:30 p.m. Present were Councilmembers Luis Lauredo, Edward London, Brett
G. Moss, Kathleen Petros, Ignacio Segurola, Vice Mayor Allison McCormick and Mayor
Michael W. Davey. Also present were Village Manager Andrea Agha, Village Clerk Jennifer
Medina and Village Attorney Chad Friedman.
2. INVOCATION: Father Juan Carlos Paguaga from Saint Agnes Catholic Church was
unable to provide an invocation.
3. PLEDGE oF ALLEGTANCE: The Mayor led the Pledge of Allegiance
4. BRIEF COMMENTS BY COUNCIL: The Mayor addressed the public and the Council
announcing the memorial service on Thursday, September 26,2019 honoring former Mayor of
City of Miami Maurice A. Fend and, also addressed the public notifying the flag at half staff in
his honor. At this time Councilmember Lauredo addressed the Council regarding presenting a
proclamation in honor of former Mayor of City of Miami Maurice A. Fen6 at the next regularly
scheduled Council meeting. There were no objections by Council.
5. PUBLIC COMMENTS: The following residents addressed the Council: Bill Durham,
230 Seaview Drive, commented on the importance of laughter; and
Ann Taintor,lT0 Ocean Lane Drive commented in support of a pop-up historical museum.
6. CONSENT AGENDA: Mayor Davey made a motion to approve the following consent
agenda. The motion was seconded by Councilmember Lauredo and approved by a 7-0 voice
vote. The vote was as follows: Councilmembers Luis Lauredo, Edward London, Brett G. Moss,
Kathleen Petros, Ignacio Segurola, Vice Mayor Allison McCormick and Mayor Michael W.

7. ORDINANCES: The Clerk read the following ordinance on second reading, by title
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING
ORDINANCE NO. 2OI8-7 WHICH ADOPTED THE BUDGET F'OR FISCAL YEAR
2OI8.2OI9 BY REVISING THE 2018.2019 FISCAL YEAR OPERATING BUDGET;
PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFF.ECTIVE
DATE.
Mayor Davey made a motion to adopt the ordinance on second reading. The motion was
seconded by Councilmember Moss.
At this time Councilmember Moss addressed the Council regarding the current general fund
balance as it relates to the Village's bond rating.
The Manager addressed the Council regarding approximately a $5 million balance in the general
tund.
The Mayor addressed the Council regarding the current balance of the parks and open land trust
fund
The Manager addressed the Council regarding approximately a$7.4 million balance in the parks
and open land trust fund.
At this time, Interim Chief Financial Officer Christopher Wallace addressed the Council
regarding the general fund balance, the land acquisition fund balance as it relates to the Village's
bond rating.
At this time, Councilmember London addressed the Council regarding the factors that determine
the Village's bond rating.
The Manager addressed the Council regarding the Village's total cash balance of approximately
$18 million.
The Interim Chief Financial Offrcer addressed the Council regarding the Village's total cash
balance of approximately $18 million, except for possibly $l million, will be considered to
determine the Villages' bond rating and, also addressed the Council regarding banks not
typically reviewing legal restrictions to determine bond ratings.

Councilmember Lauredo addressed the Council regarding any adverse effects of transferring the
Fire Rescue Transport fee revenue monies.
At this time Councilmember Petros addressed the Council regarding the recent Actuarial
Valuation Report which reported the Village's pension plan funds liability (approximately 89.4%o
funded) and suggested transferuing a portion of the Fire Rescue Transport fee revenue monies
into the Village's pension fund in order to decrease the pension plans unfunded liability.
At this time Councilmember Segurola addressed the Council regarding the advantages and
disadvantages of transferring the Fire Rescue Transport fee revenues into the pension fund.
The Interim Chief Financial Officer addressed the Council regarding the advantages and
disadvantages of underfunding or overfunding the Village's pension fund.
At this time Vice Mayor McCormick addressed the Council regarding the intent of the prior
Council to transfer the Fire Rescue Transport fee revenue monies into the Village's pension
tund.
There was extensive discussion by Council regarding this ordinance.
At this time, the Village's Financial Advisor Lourdes Abadin from Estrada Hinojosa addressed
the Council regarding maintaining a balance of approximately 30Yo of general fund expenditures
in order to preserve a AAA bond rating.
At this time, the Interim Chief Financial Officer addressed the Council regarding the Village's
legal commitment of the parks and open space land trust monies.
At this time, the Attorney addressed the Council regarding current restrictions of the parks and
open space land trust monies.
Mayor Davey made a motion to continue the second reading of this ordinance to the next
regularly scheduled Council meeting. The motion was seconded by Vice Mayor McCormick.
There was extensive discussion by Council regarding continuing the second reading of this
ordinance.
At this time the Mayor withdrew the motion to continue the second reading of this ordinance to
the next regularly scheduled Council meeting.
Councilmember Petros made a motion to transfer $500,000 from the Fire Rescue Transport fee
revenue fund into the Village's pension fund. The motion was seconded Councilmember
Lauredo and approved by a 5-2 voice vote. The vote was as follows: Councilmembers Luis
Lauredo, Kathleen Petros, Ignacio Segurola, Vice Mayor Allison McCormick and Mayor
Michael W. Davey voting Yes. Councilmembers Brett G. Moss and Edward London voting No.
The ordinance was adopted, as amended, on second reading by a 5-2 roll call vote. The vote was

as follows: Councilmembers Luis Lauredo, Kathleen Petros, Ignacio Segurola, Vice Mayor
Allison McCormick and Mayor Michael W. Davey voting Yes. Councilmembers Brett G. Moss
and Edward London voting No.
At this time, the Manager withdrew Items 8A and 88. There were no objections by Council.
8. RESOLUTIONS: The Clerk announced Items 8A and 88 withdrawn from the agenda.
A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL
OF THE VILLAGE OF KEY BISCAYNEO FLORIDA' APPROVING THE PURCHASE
OF INFORMATION TECHNOLOGY COMPUTER EQUIPMENT FROM DELL
MARI(ETING L.P.; PROVIDING FOR AUTHORIZATION; DECLARING CERTAINIT EQUIPMENT AS SURPLUS PROPERTY; AUTHORIZING THE SALE OR
DISPOSITION OF SURPLUS PROPERTY; PROVIDING FOR IMPLEMENTATION;
AND PROVIDING FOR AN EFFECTIVE DATE.
A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL
OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE PURCHASE
OF INFORMATION TECHNOLOGY SERVER EQUIPMENT FROM CDW
GOVERNMENT' LLC; PROVIDING FOR AUTHORIZATION; DECLARING
CERTAIN IT EQUIPMENT AS SURPLUS PROPERTY; AUTHORIZING THE SALEOR DISPOSITION OF SURPLUS PROPERTY; PROVIDING FoR
IMPLEMENTATION; AND PROVIDING F.OR AN EFFECTIVE DATE.
9. REPORTS AND RECOMMENDATIONS: The following items were discussed:
Mayor and Councilmembers. Councilmember Lauredo addressed the Council regarding funding
requests by Community Groups.
There was extensive discussion by Council regarding establishing a process for funding requests
by Community Groups.
At this time, Councilmember Segurola addressed the Council providing an update of the funding
request process by Community Groups.
There was extensive discussion by Council regarding establishing guidelines instead of a process
for funding requests by Community Groups.
It was the consensus of Council to designate Councilmember Segurola to bring back suggestions
to Council regarding Community Group funding requests.
At this time, Councilmember Segurola addressed the Council regarding circulating suggestions
by Council and the public via the Clerk to establish guidelines for funding requests by
Community Groups.

At this time, Councilmember London addressed the Council regarding the transfer of $500,000
from the Fire Rescue Transport fee revenue fund into the Village's pension fund will now result
in the Village's pension fund being 93.2% funded.
Village Attorney. The Attorney did not submit a report.
Village Clerk. The Clerk did not submit a report.
Village Manager. The Manager did not submit a report.
10. ADJOURNMENT: The meeting was adjourned at 7:08 p.m.
