SPECIAL COUNCIL MEETING
KEY BISCAYNE FLORIDA
MONDAY JANUARY 22 2018

1 CALL TO ORDER/ROLL CALL OF MEMBERS The special council meetmg was
called to order by the Mayor at 6 00 p m Present were Councilmembers Luis de la Cruz Gary
R Gross Allison McCormick Brett G Moss Kathleen Petros and Vice Mayor Franklin H
Caplan and Mayor Mayra P Lindsay Also present were Village Manager John C Gilbert
Village Clerk Jennifer Medina and Village Attorney Chad Fnedman
2 PLEDGE OF ALLEGIANCE The Mayor led the Pledge of Allegiance
3 BRIEF COMMENTS BY COUNCIL Councilmember Moss thanked the Council for
taking the time to schedule a Special Council Meeting to select an executive search firm to hire
the Village Manager Mayor Lindsay also addressed the public and the Council for the
opportunity to hold a Special Council Meeting The Mayor also addressed the respondents to the
Request for Proposals for an executive search firm to hire a Village Manager regarding allowing
the presenting firm the courtesy of exiting the Council Chambers
4 SPECIAL PRESENTATIONS At this time the three (3) respondents to the Request
for Proposals for an executive search firm for Village Manager not conducting a presentation to
the Council exited the Council Chambers
The Clerk announced the first presenter Mr Coln Baenziger from Cohn Baenziger &
Associates
Mr Baenziger addressed the Council regarding the firms qualifications and the recruitment
process to hire the Village Manager
There was extensive discussion from Council regarding Mr Baenzigers qualifications and

recruitment process Mr Baenziger addressed the Council regarding the firms experience in
searching for City Manager s in South Flonda
At this time Mr Baenziger exited the Council Chambers
The Clerk announced the second presenter Mr Robert E Slavin from Slavm Management
Consultants At this time Mr Slavin entered the Council Chambers and addressed the Council
regarding the firms qualifications and the recruitment process to hire the Key Biscayne Village
Manager
There was extensive discussion from Council regarding Mr Slavms qualifications and the
recruitment process specific to municipal Manager s Mr Slavm addressed the Council regarding
the firms experience in searching for City Manager s in South Florida
At this time Mr Slavm exited the Council Chambers
The Clerk announced the third presenter Mr Art Davis from Sprmgsted Waters
At this time Mr Davis addressed the Council regarding the firms qualifications recruitment
strategies and processes in hiring City Manager s
There was extensive discussion from Council regarding Mr Davis s qualifications and the
quality of recruitment efforts from out of state firms Mr Davis addressed the Council regarding
the firms experience in searching for City Manager s and lastly the level of participation from
out of state firms necessary during the various recruitment phases and the ability to travel
whenever necessary
At this time Mr Davis exited the Council Chambers
The Clerk announced the last firm presenting to the Council Mr W D Higginbotham Jr from
The Mercer Group Inc
Mr Higginbotham addressed the Council regarding the firms qualifications and the recruitment
process to hire a City Manager
There was extensive discussion from Council regarding Mr Higginbotham s qualifications and
the firms recruitment process Mr Higginbotham addressed the Council regarding the firms
experience in searching for City Manager s in South Flonda
At this time Coln Baenziger & Associates Slavin Management Consultants and Springsted
Waters re entered the Council Chambers

At this time, the Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, APPROVING THE MERCER GROUP, INC. FOR EXECUTIVE
SEARCH SERVICES; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR
AN EFFECTIVE DATE.
Vice Mayor Caplan made a motion to approve the resolution. The motion was seconded by
Councilmember Petros.
The Mayor opened the public hearing. There were no speakers present. The Mayor closed
the public hearing.
At this time, the Council ranked the executive search firms.
The Clerk announced The Mercer Group, Inc. as the top rated executive search firm for Village
Manager; Colin Baenziger & Associates ranked second; Slavin Management Consultants ranked
third and lastly, Springsted-Waters ranked fourth.
There was extensive discussion from Council regarding the resolution approving the services of
an executive search firm for a Village Manager.
The resolution was approved by a 7-0 voice vote. The vote was as follows: Councilmembers de
la Cruz, Gross, McCormick, Moss, Petros, Vice Mayor Caplan and Mayor Lindsay voting Yes.
5. OTHER BUSINESS/GENERAL DISCUSSION: There was no further business
discussed.
6. PENDING BUSINESS/PENDING LITIGATION: A list of pending business/pending
litigation was presented to the Council.
7. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
8. ADJOURNMENT: The meeting was adjourned at 8:25 p.m.
