Meeting Minutes -
October 26, 2012
Present: Terry Ryder, Elliott Carr, Jeanne Boehm, Roland Bassett Jr., Len Avery, Elizabeth Taylor,
and Paul Ruchinskas

• MOTION by Rollie Bassett to approve Minutes of September 12, 2012 as presented
Second by Paul Ruchinskas VOTE: 7-0-0
2. A tlications
a. King's Landing- presented by Paul Ruchinskas
• Sub committee met on September 19, 2012
• Agreement has been made with DEP
• Letter of commitment to be drawn up with 7 conditions to be attached
• Letter to be reviewed by Town Counsel
• Affordable in perpetuity
• Structured as a loan
• Previously was a 40 year contract, new will be another 40 years
• Approved by the Housing Subcommittee as discussed above
Further questions by CPC
• What does Rehab include? Window replacements, redo bathrooms and some electrical
• How many handicapped units? Nothing meets current code. They will create 6 units. All units
will have smoke detectors.
• Heating was upgraded/replaces a couple of years ago
MOTION by Paul Ruchinskas, to approve the application from Kings Landing/POAH, as
presented, for $400,000.00
Second by Rollie Bassett Jr.

3. Oi ussion regarding Spruce H111/Brewster Historical Museum letter
• Is the estimate reasonable?
• Should we have more than one estimate?
• We will review the procedures the town requires for written estimates, bids etc.
• Estimate "not to exceed cap price"
4. CPC Discussion with Fin Corn
• Both Items were approved; POAH and Mill Dam
• Longer discussion regarding land purchase article
• Elliott will talk to Fin Coin Chair regarding their understanding of what CPC does.

• All Liaisons will check bills, SIGN THE BILL, send to Don who will sign and present to Town
Accountant.
3. N+ 1 Budget format.
• Better presentation of numbers
• Don Arthur is the designated liaison with Lisa Souve
• We should know at the end of the year what has been spent
• Don Arthur will add administrative expenses to the next version;
• Members expressed appreciation to Don for putting the budget categories into an easy to
understand format
