HomeMy Public PortalAboutCommunity Preservation Committee -- 2012-12-12 Minutes Date Approved: January 9, 2013 Vote : 0-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes December 12, 2012 Present: Terry Ryder, Elliott Carr, Martin Kamark, Roland Bassett Jr., Jeanne Boehm, Len Avery, Elizabeth Taylor, and Paul Ruchinskas Member Missing; Don Arthur In Attendance: Herb Montgomery and Leedara Zola 4:30: Call to Order • MOTION by Paul Ruchinskas to approve Minutes of November 28, 2012 as corrected. Second by Rollie Bassett. VOTE: 5-0-2 2. Habitat for Humanity application Leedara Zola (Director of LandAcquislticn) • request CPC funds to acquire vacant lant • "open grant" and/or property specific • • Proposal to buy a parcel • Goal is to have a purchase and sales (P+S) by January/ would have to have a specific lot • Creating housing as a non-profit • Refer application to CPC Housing Subcommittee (Ruchinskas, Kamark and Ryder) • Discussion regarding how long to "hold the money" for a group? • There may be other competing projects. • Habitat should talk with Jillian regarding available properties; accelerate the process • How much will Habitat estimate cost per unit? Not less than $50,000, more like $75,000. Committee Questions • This application should be site specific • This is truly a place holder • $50-75,000.00 per unit is encouraging • Should have land answer by January MOTION by Roland Bassett Jr. to refer the Habitat for Humanity application (once the application is complete) to the CPC Housing Subcommittee. Second by Elizabeth Taylor. VOTE: 8-0-0. "H ,using Buydown Application Jllilan Douglass .1 • Salvage a unit in Belmont Park • P+S in process • Looking for some form of commitment from CPC • Needs home inspection and septic upgrade (in negotiations) • CPC Has awarded up to $30,000. In the past • Come back for amended amount with documentation • Authorize subcommittee to go to $30,000.00 MOTION by Roland Bassett Jr. to approve up to $20,000 for Housing Buydown application as presented. Pending negotiations as noted and conditioned in Purchase and Sales agreement. Second by Martin Kamark. VOTE: 8-0-0 K- CPC Minutes 12-12-12 Page 1 of 2 4, Di cussio n of Buydown funds • There should be a flexible cap • $20,000.00 is a guideline • One member noted; "don't think it makes sense to keep this amount of funds allocated to this program" • Used mostly as a preservation program not creation • Should keep funds available until June 30th then encourage the Housing Partnership to get more involved. • Work on redefining the program; Paul with Jillian and Rollie • Originally intended to be extremely flexible but due to economic conditions it stowed to a halt. • Don't think we should change this program at this time. • Flexibility is the key; retains and develops units • Would it make more sense to have 2 programs; retention and creation (more money allowed) • Refer to the CPC Housing subcommittee for 2 guideline proposal, may not meet either, but keep flexibility • It has been effect for 4 years; we can't leave it out there indefinitely. • If you lose this program, you would have to wait for the next town meeting for P+S • If there are competing demands, can pull the plug anytime. • Consensus was to not take any action on the funds for now 5.
