HomeMy Public PortalAbout06-04-18 - Special Council Meeting.pdfMINUTES SPECIAL COUNCIL MEETING KEY BISCAYNE FLORIDA MONDAY JUNE 4 2018 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Mayor at 5 30 p m Present were Councilmembers Luis de la Cruz Allison McCormick Gary Gross Brett G Moss Kathleen Petros and Vice Mayor Franklin H Caplan and Mayor Mayra P Lindsay Also present were Village Manager John C Gilbert Village Clerk Jennifer Medina and Village Attorney Chad Fnedman 2 PLEDGE OF ALLEGIANCE The Mayor led the Pledge of Allegiance The Mayor addressed the Council and the public regarding the process for the selection of the new Village Manager 3 PUBLIC COMMENTS The following resident addressed the Council Karen Llorente 345 Cypress Drive 4 MAYOR AND COUNCILMEMBERS At this time W D Higginbotham Jr with The Mercer Group addressed the Council regarding the process for the selection of the new Village Manager and recommended that the Council select two finalists At this time the Village Manager candidates Andrea Agha J Mark Taxis Joe Rasco and Timothy Kelty exited the Council Chambers There was extensive discussion by Council regarding the selection of the Village Manager It was the consensus of Council to select two finalists The Council voted as follows Councilmember de la Cruz selected Andrea Agha and Joe Rasco Councilmember Petros selected Andrea Agha and J Mark Taxis Councilmember McCormick selected Joe Rasco and J Mark Taxis Councilmember Gross selected Andrea Agha and J Mark Taxis Councilmember Moss selected Andrea Agha and Joe Rasco Vice Mayor Caplan selected Andrea Agha and Joe Rasco and lastly Mayor Lindsay selected Andrea Agha and J Mark Taxis June 4 2018 At this time the Clerk announced the results of the vote The votes were as follows J Mark Taxis received four votes Joe Rasco received four votes and Andrea Agha received six votes It was the consensus of Council to select one finalist from the two candidates that received the same number of votes Joe Rasco and J Mark Taxis On the second round of voting Councilmembers de la Cruz Moss and Vice Mayor Caplan voted in favor of Joe Rasco and Councilmembers Petros McCormick Gross and Mayor Lindsay voted in favor of J Mark Taxis The Clerk announced the results of the second round of voting The votes were as follows J Mark Taxis received four votes and Joe Rasco received three votes The two finalists for the Village Manager position are Andrea Agha and J Mark Taxis On the third round of voting Andrea Agha was selected as the new Village Manager by a 5 2 vote The vote was as follows Councilmembers de la Cruz Gross Moss Vice Mayor Caplan and Mayor Lindsay voted in favor of Andrea Agha and Councilmembers McCormick and Petros voted for J Mark Taxis Councilmember Petros made a motion to select Andrea Agha as the new Village Manager The motion was seconded by Vice Mayor Caplan and approved by a 7 0 voice vote The vote was as follows Councilmembers de la Cruz Gross McCormick Moss Petros Vice Mayor Caplan and Mayor Lindsay voting Yes There was extensive discussion by Council regarding the Village Manager contract negotiation process It was the consensus of Council to place a discussion item at the next meeting regarding the Village Manager s contract negotiation process The Attorney addressed the Council regarding the contract negotiation process Vice Mayor Caplan made a motion to schedule a Special Council Meeting on or before June 26 2018 at 6 00 p m to ratify the Village Manager s contract The motion was seconded by Councilmember Petros and approved by 7 0 voice vote The vote was as follows Councilmembers de la Cruz Gross McCormick Moss Petros Vice Mayor Caplan and Mayor Lindsay votmg Yes It was the consensus of Council to schedule an Executive Session on June 26 2018 pnor to the Budget Workshop regarding Mentsh Capital LLC v Village of Key Biscayne in the Circuit Court of the 1 lth Judicial Circuit in and for Miami Dade County Florida Case No 2009 36143 CA 08 Andrea Agha addressed the Council thanking them for the opportunity to be the new Village Manager 2 of 3 June 4, 2018 5.
