Also Present: Sue Leven, Peter Johnson, Jim Gallagher, Chris Miller, Bob Bersin Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Review minutes from 11/28/11 and Action Items 6.Topics the chair did not reasonably anticipate. 1. Citizen Forum Peter Johnson updated the committee. The Brewster Conservation Trust newsletter (fall edition) included an article from the CWPC. The Trust would like to be a catalyst for a Brewster"Conservation Day." Peter shared some ideas. Johnson explained this is a good opportunity to educate the public. The committee discussed ideas for a Brewster Conservation Day. Horsley Witten Group could help with graphics and presentation materials. Johnson noted there are five committees in Brewster involved in water quality. Once a year all the committees should get together and share information. The"Mills and Gills" event was also discussed. Bennett would like to see Committee involvement with the"Brewster in Bloom" event. There are a lot of different outlets for the graphics and printed information generated by the consultant. Skidmore summarized achievements for the 2011 Town Report • Final Report from CDM • Communicated with CCC regarding the Orleans CWMP DRI • Tri Town Septage Plant, Reviewed data from Namskaket marsh • Issued RFP's for 3 bridge projects & Phase II IWRMP • Cooperated with BOH to obtain data for GIS layers • BCT Newsletter contribution • Status updates for FinCom and BOS • $95k from Town Meeting • Met with Harwich and Dennis to discuss possible joint projects • Met with Bob Bersin re: GIS data, SEA, storm water mapping project CWPC 01-09-12.doc Page 1 of 5 **Committee changes: Added Bruce and Dan, lost John Lipman and Amy Usowski. The CWPC has one opening. Hughes, P offered to help provide additional accomplishments for the report. Placement of a non-voting member on technical committee, Town of Orleans CWMP— Bennett added Leven asked to review the draft. Skidmore will send to the committee. The Committee discussed ways to distribute this information. HWG, etc., present it to the BOS and include in on Channel 18 as well as post the Town report information on the Web site. 2. Status of Phase II IWRMP Leven provided an update. Leven is talking with HWG regularly. They are collecting data. The community meeting in January will not happen. Leven will talk to James Paul (Brewster Video Services Coordinator) to see if audio video capabilities are sufficient in the library. The meeting should be videotaped and made available via the Web site and Channel 18. 12/28 CC Times Article -Skidmore is working with Fall River Cable TV to do a public service announcement. The committee discussed a venue for the community meeting. Brewster Ladies Library, Museum of Natural History, Water Deparment conference room, Police Department conference room, videotaping is required. There are options. A status report from HWG was distributed via email to the committee. 3. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location Leven gave an update. • Training for GIS will be at CCCC in a few weeks. • A draft of the manual will be coming soon. • Issues with the build-out, re: the dirt road by-law because it does not define what a dirt road is and is not. o The dirt road by-law needs to be re-written. • Mapping of the well data, one third to one half has had the addresses married to the data. There was discussion that records are not matching. Skidmore expressed concern regarding the process. HWG will pick it up again in Phase II. SEA: Maps have been received. We can access reports and photos off GIS points. Leven shared the hard copy maps. It is not available on-line yet. There is a GIS data layer. It is not publicly available yet. ARC GIS version 10 is required. SEA's bridge project is complete. There was discussion about editing the GIS data as catch basins are found. Leven will find out. Ponds: Leven will contact Ed Eichner for an update. Taylor spoke to someone at the museum about getting volunteers to count birds at ponds. 4. Discuss change to the scope of work for the SMAST project Schell had asked some questions regarding the SMAST scope of work and additional work. Leven forwarded some questions to Eichner and discussed with Skidmore and Schell. A change of scope would be required to add any additional work, and additional costs could be incurred. Schell discussed a USGS report on ponds that included information on ponds in Brewster. He felt that the availability of this information rendered the task requested of SMAST(measurement of Walkers Pond outlet surface flow) redundant. He believed that SMAST contract should be amended to substitute another task for the redundant task. Hughes, J asked about the study date. The study was published in December 2011. Skidmore asked about any ideas to substitute tasks. Schell asked if the premise concerning the project and SMAST's scope is acceptable. CWPC 01-09-12.doc Page 2 of 5 There was discussion about the report. Bennett suggested forwarding this report to Ed Eichner and asking them if he is aware of it. Schell and Bennett discussed further. Leven asked Schell to send a link to the report. Hughes, J suggested sending link to Ed Eichner and ask how this relates to their scope of work. Bennett suggested cc: Mark Nelson of HWG. Schell—Won't the reference Walker's Pond outlet flow used by DEP for calculation of pond turnover time and nutrient mass balances be the USGS flow? Review minutes from 11/28/11, Review Action Items Schell submitted edits to his comments on page#4. Paragraph#4 Hughes, J made a Motion to accept the 11/28/11 minutes as corrected, Taylor Second, All Aye, Vote 8-0. Corrections were emailed to Moore from Schell. The committee reviewed current action items. Leven reviewed and provided update. The committee discussed the Orleans CWMP committee and Brewster's involvement. Bennett would like to see an update. Leven will ask George Meservey for an update. Topics the Chair did not reasonably anticipate Ryan made a suggestion about water usage. In the Census Report— insert a form asking how many people were at this residence. Anonymous form. (Wells and Town water.) Leven said it would be better to include in the tax bills. The Census only goes to residents in Town. Leven suggested a form online. Leven will look into it. Return was discussed. Ask HWG... how do we do this? *A water usage checklist from Orleans is available at their web site.
