Absent: Bruce Evans, Dave Bennett Also Present: Sue Leven, Jim Gallagher, Chris Miller Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Citizen Forum Gallaher had questions and comments about MS4 illicit discharges. The Luke's Liquors property has catch basins that empty into a culvert. He asked Leven if these could be added to the catch basin map. Leven confirmed. The Water Department has bleeder lines around town. Puritan Drive off of Millstone Road - hoses are pouring into catch basins. Is this illicit discharges? Permitted? Leven said it is exemptive because it is fresh water. The committee discussed this topic further. 2. Status of Phase II IWRMP Leven provided an update and distributed a progress report for January 2012. The sub water sheds question (from Schell) will be addressed. Leven met recently with HWG and discussed project web site and public meeting. A draft of the web site is coming by the end of the week. The public meeting date is TBD. Leven will send the committee an outline of the public meeting. HWG has been talking to the Water Department. Leven is trying to make sure HWG and SEA work does not overlap. The SEA MS4 scope was received by Bersin, Sumner and Leven. It is under review. Maps are now available to view of catch basins are available in the Planning office. 3. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds Leven provided an update. Leven met with Craig Correra of HWG regarding the build out progress. They addressed questions regarding the dirt road by-law, 40b calculation, and NRPD. CWPC 02-13-12.doc Page 1 of 3 Re: Pleasant Bay Watersheds work—development patterns, location in Brewster/Orleans consideration. They discussed attaching a number to %of TMDL. How much of the development is in Orleans? Taylor asked about integrating affordable housing. Can this be put into the calculations? Leven explained you can make an assumption. The committee discussed the build out further. Skidmore suggested that future agendas should be listed as: Leven and Skidmore discussed and clarified. 1) Status of Phase II & Build Out 2) Data Synthesis&GIS, Pond Study HWG is working with the Water Department regarding water data. Location for the staff GIS training is to be determined. CCCC Water data— Skidmore asked about the fact they are having more success with the well test data than before. He asked about the process. Leven explained they are waiting until they are farther along with Phase II. Ponds/Ed Eichner—Leven reported there is nothing new to report. Eichner owes the committee a written summary. Miller told the committee that there are no volunteers to count birds on the ponds. Taylor will bring it up at the museum/bird club to see if she can get some volunteers. Leven will ask Heinz in Harwich about studies on ponds/birds. 4. Discussion of timing and venue for Cranberry Growers Association presentation Leven talked to her contact and she wants to come and give a presentation during the day. It could be a videotaped. It would be a"Neighbor to Neighbor" Presentation. The committee discussed holding the meeting in the summer. Leven will check with her contact. The committee discussed inviting the following: Agriculture committee in Harwich and Orleans, Pond Associations, Museum of Natural History, Pleasant Bay Alliance, Water Protection Collaborative, Ask CGA to notify members, Orleans Pond Coalition, Farm Bureau Leven suggested March or April meeting. The video will be on local channel 18. Hughes, P suggested tying this to any farm events. Leven may have a Farm Bureau contact in Harwich. There was a discussion about offering the presentation in conjunction with other related events. 5. Review minutes from 1/9/12, Review Action Items Schell submitted edits to his comments via email. Moore read the edits. Hughes, P made a Motion to accept the 1/9/12 minutes as corrected, Hughes, J Second, All Aye, Vote 6-0. The committee reviewed current action items. Leven provided an update. 6.Topics the Chair did not reasonably anticipate Schell stated he is interested in clarification of Brewster wastewater nitrogen contribution to Pleasant Bay. Leven said she will contact HWG for clarification. Schell explained that some embayments in Orleans (if you look at sub water sheds and you go up gradient, to densely populated areas), then the Orleans well reserve, then into Brewster which are presently undeveloped. A build out may add some population. That reference would suggest there is some way to sort this out.
