Absent: Elizabeth Taylor Also Present: Sue Leven, Jim Gallagher Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Build Out- Leven met with HWG and reviewed questions and assumptions. Leven is waiting for a draft for review. Leven will share the draft with the committee. Hughes, J asked for a copy to help her with a BOH regulation. The Phase II outline for public presentations has been sent to the committee. Public presentation ideas were discussed. Evans mentioned an article in the CC Times regarding regional sewering. Evans questioned regional participation and believes the outreach program should start soon. Evan hopes the Phase II study will support the idea of not sewering in Brewster. Leven explained the phased approach is being done literally to base the decisions on facts. The committee discussed further. HWG is looking at Brewster's share of the Pleasant Bay TMDL. Evans is concerned about outreach and getting people to come to the meeting. The committee needs to get the word out regarding the meeting. Hughes, P asked about the HWG calendar. One meeting before Town meeting was suggested. It was suggested to schedule the first two meetings in one announcement. Bennett asked about HWG project web site. Leven will follow up. CWPC 02-27-12.docx Page 1 of 4 3. Status of Data Synthesis&GIS, Pond Study Leven provided an update. GIS training is tentatively scheduled for the last two weeks in March at CCCC. HWG is 90% through the water department records. Seven Town staff members are taking the GIS training class. Hughes, J requested that Tammi Mason from the Dept. of Health take the class. Gallagher asked if Ryan from Natural Resources could take the training. Leven will check on the numbers and follow up. The committee has received an update from Ed Eichner(Pond Study) Leven gave a summary. The main issue is that they cannot find people to volunteer to count birds at the ponds. Miller and Taylor are looking for volunteers. Bennett asked about the use of time delay cameras. The committee discussed further. 4. Discussion of •artici•ation in the Lower Ca•e Ex•o Leven gave an update. The expo is Saturday April 14, 2012 at the Lower Cape Technical High School in Harwich. It was suggested that the committee have a table. Paul Anderson will help cover the $300 fee. HWG think it is a great idea and will prepare graphics and hand outs. The hours are 10am to 4 pm. Leven will staff the event. Leven is looking for volunteers to come for 2 or 3 hour shifts. Bennett will be there since his business has a table and can offer CWPC literature. Bennett added that the Lower Cape Chamber of Commerce has organized this event for the last 4 or 5 years. The event generates a good amount of traffic. A Door sign (from HWG)was discussed. Additional giveaways were discussed. Hughes, J suggested a pamphlet from the BOH. Half of the$320.00 Hughes, P made a Motion for the CWPC to participate in the Lower Cape Expo 4/14/12 and approve the expenditure (up to$500)for participation and supporting materials. Bennett Second, All Aye, Vote 7-0. Leven explained CCCC charges$150 an hour for classroom fee and will lower it to$62.50 for use by municipalities. The fee for the GIS training session will be$625. Bennett made a Motion to allocate up to$700 for the cost of a GIS training classroom at CCCC. The committee will pursue reimbursement from the other departments. Hughes, P Second, All Aye, Vote 7-0. There was general discussion regarding the cost and if the other departments could contribute to the cost. 5. Review minutes from 1/23/12, Review Action Items Schell submitted edits to his comments via email. Moore read the edits. Skidmore made another correction regarding making a motion or withdraw a request. The committee discussed further. Hughes, J made a Motion to accept the 1/23/12 minutes as corrected, Ryan Second, All Aye, Vote 7-0. The committee reviewed current Action Items. Leven provided an update. See updated table below. Re: Education Lower Cape Expo—put on the next agenda. Possible materials were discussed. Laptop with project web site possible. Hughes, P suggested meeting with HWG no later than 2nd meeting in March. 3-26-12 Leven is checking on Mark Nelson availability. 6.Topics the Chair did not reasonably anticipate Bennett—Ask George Meservey about study of tri town treatment plant. Ongoing, published work? P. Weiskel Hughes, P said any reports should be on the Orleans Web site. Leven will request the link. Schell asked about the Harwich Herring River Report from MEP. It has not been issued yet. (Nitrogen concentrations in ponds) There was discussion with Hughes, P regarding impacts on Herring River water shed in Brewster. Hughes, J clarified if there is enough time to reply after a consultant's review. Leven explained HWG will review the MEP reports; it is in their scope of work. Hughes, P confirmed. CWPC 02-27-12.docx Page 2 of 4 Dog Park Discussion Bennett brought up the topic for discussion. Hughes, P asked about a draft set of regulations for dogs. Hughes, J gave an update from BOH. No dogs May 1 —Oct 1, beaches and ponds. Now, not including Drummer Boy Park Draft regulation is under review by Town Counsel. There was discussion about Drummer Boy Park being a "dog park" Bennett asked about an initiative for creating a dog park. Skidmore explained the BOH is on record as having a single use appropriate sited location Town Fields off Freeman's Way are being considered. WQRC Meeting Hughes, J explained the concerns of having a dog park off Freeman's Way Schell suggested the area of land near the Police Dept. (east of Police Station) called State Forest. Hughes, J explained that a lot of people love Drummer Boy Park. Bennett feels it is completely inappropriate for zone II, (off Freeman's Way) Bennett wonders why this would be considered by the taxpayers before a community center. Hughes, P—Drummer Boy Park was meant to be a multi use area. This was mentioned recently in an editorial in Cape Codder from Brewster resident. It sounds like the number of dogs at Drummer Boy Park has become an issue. Zone II by-law was discussed further by the committee. Bennett questioned the need for a dog park. Evans stated he is not in support of a dog park. Skidmore asked the committee do we as CWPC make a statement about a siting of a dog facility as it impacts water resources. Hughes, P would like to see more information before Hughes, J will send the BOH regulations draft to the committee. Ryan asked about other towns. There was further discussion. Schell is concerned about bacteria since Drummer Boy Park is near the marsh. Dog Park siting within a Zone II will be put on the next agenda.
