CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:00 p.m. Present were Councilmembers Luis Lauredo, Edward London, Brett G. Moss, Kathleen Petros, Ignacio Segurola, Vice Mayor Allison McCormick and Mayor Michael V/. Davey. Also present were Village Manager Andrea Agha, Village Clerk Jennifer Medina and Village Attomeys Stephen J. Helfman and Chad Friedman. 2. PLEDGE OF ALLEGIANCE: Mia Davey led the Pledge of Allegiance. At this time the Mayor addressed the public regarding the purpose of the Special Council Meeting which is to discuss the Ultra Music Festival taking place at Virginia Key. 3. DISCUSSION REGARDING THE ULTRA MUSIC FESTIVAL: The Manager addressed the Council providing a status update regarding the Ultra Music Festival at Virginia Key. The Mayor allowed for public comments. There were no speakers present. There was extensive discussion by Council regarding the Village's long-term strategy to prevent from these types of events to take place in the future. The Manager addressed the public and the Council regarding the transportation available to individuals interested in attending the City of Miami Commission meeting on Thursday, November 15,2018 at 9:00 a.m. There was extensive discussion by Council regarding the Village's participation at the City of Miami Commission meeting on November 15, 2018 and the City of Miami's expected response November 13, 2018 time to the Village's public records request. The Attorney addressed the Council regarding public record laws. At this time, the Mayor allowed for public comments. The following residents addressed the Council: Jeffery Gonzalez,575 Crandon Boulevard; Julio de Armas, MAST PTA President and Rosa de la Camara, 550 Ocean Drive. It was the consensus of Council to schedule a Special Council meeting to seek special legal counsel specifically for the Ultra Music Festival at Virginia Key on Friday, November 16,2018 at 5:30 p.m. At this time, the Mayor allowed for public comments. The following resident addressed the Council: David Rocker, 791 Crandon Boulevard; Nancy Elisburg, 177 Ocean Lane Drive; Kyne Budash, 177 Ocean Lane Drive; Tracy Ellis, 646 Fernwood Road; Laudy Ibana, 482 Femwood Road and Louis Greenburg, ll2l Crandon Boulevard; Betty Sime Conroy, 785 Crandon Boulevard and Carolyn Coslyn, 255 Sunrise Drive. The Mayor closed public comments. Pursuant to Section 2.02(b) of the Village Charter, an election was held for the Vice Mayor's seat. The Mayor opened the floor for nominations. Mayor Davy nominated Councilmember McCormick. The nomination was seconded by Councilmember Moss. The Mayor closed the floor for nominations. The motion to elect Councilmember McCormick as the new Vice Mayor was approvedby a7-0 voice vote. The vote was as follows: Councilmembers Luis Lauredo, Edward London, Brett G. Moss, Kathleen Petros, Ignacio Segurola, Vice Mayor Allison McCormick and Mayor Michael V/. Davey voting Yes. 4.
