COUNCIL “PRE-MEETING” WORK SESSION, MARCH 19, 2018
CALL TO ORDER
The City Council “Pre-Meeting” of March 19, 2018, was convened at 5:47 P.M. by
Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Prayer
- Councilman Kemna will lead the prayer.
Miscellaneous
- Mayor Tergin will introduce and welcome Philip Gust afson, Interim President
of SSM Health St. Mary’s Hospital.
- Steve Crowell, City Administrator will present the March Outstanding
Employee Service Award to Tim Grace.
- Norm Robinson, Firemen’s Pension Board Vice Chair, will present a letter to
the editor in regards to the upcoming Firemen’s Pension issue on the April 3rd
ballot.
Appointments by the Mayor
- Mayor Tergin will review the list of appointments for the Council’s approval.
One of the appointments, Jeff Naught requires a 2/3 majority Council vote for
a third term.
Announcements.
- Councilman Kemna will announce the Safety Net’s Battle of the Badges
contest.
- Councilwoman Ward will announce the Historic City of Jefferson event and
meeting.

- Councilman Mihalevich will announce the Thomas Jefferson Birthday Essay
or Multimedia Presentation Contest as well as the planned celebration.
Bills Introduced
- Sonny Sanders, Director of Planning and Protective Services, will present Bill
2017-120.
- Matt Morasch, Director of Public Works, will present Bills 2017-121, 2017-
122, and 2017-124*.
- Ryan Moehlman, City Counselor, will present Bill 2017-123.
- Steve Crowell, City Administrator, will present Bill 2017-125*.
*Since there was a work session held on March 12, 2018 to discuss and
approve staff recommendations on 2017-124 and 2017-125, the Council will
suspend the rules, third read, and roll call vote Bills 2017-124 and 2017-125.
Resolutions
- Ryan Moehlman will present RS2017-27.
