COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC)
REGULAR MEETING
Wednesday, April 18, 2012 at 4:30 pm
Brewster Town Office Building
Chairman Lem Skidmore convened the CWPC meeting at 4:35 pm in the Brewster Town Office Building with members Russell
Schell, Elizabeth Taylor, Dan Ryan,John O'Reilly, and Dave Bennett present.
Absent:Joanne Hughes, Bruce Evans

None. Chairman Skidmore welcomed new member John O'Reilly to the committee.
Meet with staff from Horsley Witten Group(HWG)to discuss the presentation for the Community Meeting on April
24th
Present from HWG: Mark Nelson and Nigel Pickering presented to the Board. Taylor wants the committee name on the
first slide. (Reference the presentation handout) Nelson provided a presentation summary to the committee.
HWG and the committee reviewed the presentation for the public meeting 4/24/12.
Committee Comments:
Leven asked if we are better off not using the term"lake"
The committee agreed to use"pond" •
Taylor asked for the Hydrologic Cycle graphic to be larger
Hughes, P likes the integrated plan graphic
Taylor suggested a photo with dogs instead of the geese.
Hughes, P stated it makes sense to include a photo with birds. (Confirmed and discussed issue)
Miller commented there is BOH monitoring of ponds for swimming. Dogs contribute as well as birds. (Two different issues)
Nelson suggested dogs on the integrated plan graphic and both on the other slide.
Schell asked about what the tentative solution is for the animal waste.

There was a discussion about controlling birds. (Identifying sources).
Leven reminded the group this is an introductory discussion.
Miller asked if there will be presentation handouts. (Possibly)
Taylor suggested showing cleansers instead of vegetables with the kitchen sink photo, (integrated plan slide)
There was a discussion about the photos being completely literal.
Taylor asked if there is a regulation about garbage disposals. The committee discussed further.
Hughes, P mentioned Brewster hosts zones of contribution for Harwich and Dennis.
"Simplify the regional management" is an important slide.
Miller suggested a storm water graphic(driveway)for Components of integrated plan
Use the term water sheds instead of systems
Miller explained Brewster has more of a focus on Herring River and Pleasant Bay, less for Bass River.
Hughes, P mentioned Namskaket. Nelson will mention as part of the regional management
Taylor asked about sub water shed map.
The committee made comments about the pie chart colors for Nitrogen Loading to Pleasant Bay. (Make it easier to read.)
Schell suggested using % in the legend
The handouts and the PowerPoint don't match exactly. (Version control)
TMDL Planning areas were discussed. Current load reductions needed in Brewster.
*Nelson will send another PDF to Leven
Pickering will send the memo from Ed Eichner regarding loads discussion.
Orleans sewering was discussed and how it affects Brewster.
Load reductions needed at build out was reviewed.
Current numbers at Captains Golf Course and Cape Cod National were discussed by the committee and HWG.
Schell is unsure about how they came up with the numbers on the TMDL thresholds for Brewster's planning areas
Nelson explained further. Schell is concerned about Brewster's bargaining position with TMDL's.
An Alternative Approach slide
Allocate the allowable TMDL load across contributing watersheds
Nelson explained open space areas and'low development contribute to lower numbers. An example was shared.
Hughes, P is concerned about this information being public before talking to CCC and other groups.
Nelson explained load allocation basis might be fairer to all towns. Nelson is looking for guidance from the committee.
Skidmore agrees. Miller questioned hbw other committees might view this information.
There was continued discussion. (TMDL's)
Hughes, P commented on the alternative approach. She stated it shows the group is taking a look at the complex issues.
Leven agrees with Hughes, P. Leven explained the group is getting to the point where there is available data for
evaluation. It should be stressed the group is doing what they said they would do. The process is starting to yield
interesting results.
Leven concerned that Orleans will not have an opportunity to review first.
Nelson suggested the regional study needs to be reevaluated after this information is available.
Nelson would like to meet with Brian Dudley, DEP and discuss further.
There was continued discussion. Bennett, Nelson, Hughes, P
The committee discussed sewering costs, neighboring towns, golf courses, treatment options.
Bennett agreed this information should not be presented next week.
Nelson suggested showing the reduction needed in Brewster. He could remove first two columns and simplify the
information in the last column. Range in the TMDL reduction lb/yr. add slide—what does this mean to a typical house?

Miller suggested tying the nitrogen information to numbers that homeowners can understand. What does an average
house put in the ground in a year?
Slide discussion continued.
Miller asked if the group knows what we are doing with septic systems in Nickerson State Park.
Nelson and Hughes, P commented further.
Golf Course information —Fertilizer Management Plan—Don't include in presentation. Meet with Golf Course first.
Golf Course Fertilizer Management voluntary nitrogen reductions since MEP model.
Taylor suggested showing protected open space land along with Nickerson State Park.
Nelson will cover build out in the presentation.
No net increase nitrogen was discussed and how to include this information.
Leven suggested it may mean your system takes in more net neutral, net reduction.
Hughes stated that DCPC provides the Town with a lot of flexibility. (that area)
O'Reilly commented about committee support for no net General public might not support this
Skidmore agrees. Let's give information about what we are doing and what we are considering.
Nelson will rename the slide.
Taylor asked about how to address questions about Namskaket marsh? Credits?
There was continued discussion.
Hughes, P—DEP consideration.
Nelson-Brewster should make sure it does not lose something important to the Town.
Hughes, P-The regional decision to approve for Orleans—Brewster has representation. Leven explained no vote.
The committee continued to discuss DEP, and TMDL's. Orleans Plans, timing, Namskaket Marsh, Brewster's
involvement, next steps regarding sharing data
Next public meeting—summer time
Next meeting, on Monday 4/23. With HWG. Mid day Friday the correct version on the presentation will be sent.
The committee should let Leven know by 10am on Monday if need to meet on Monday 4/23.

Hughes P made a Motion to accept the 3/12/12 minutes as amended, Bennett Second, All Aye, Vote 5-0. Ryan and
O'Reilly abstain.
Leven reviewed the action items.

Taylor made a Motion to adjourn, Skidmore Second, All Aye, Vote, 6-0 no Pat Hughes.
