CALL TO ORDER/ROLL CALL OF MEMBERS: The Mayor called the meeting to order at 7:10 p.m. Present were Councilmembers Luis de la Cruz, Gary R. Gross, Allison McCormick, Brett G. Moss, Kathleen Petros, Vice Mayor Franklin H. Caplan and Mayor Mayra P. Lindsay. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen H. Helfman. 2. PRESENTATION: The Mayor welcomed the Council and the public to the workshop. The Village Attorney gave an overview of the creation of the Land Acquisition Committee. There was discussion from Council regarding Land Acquisition. The following items were presented to Council: 1. Ordinance 2010-2 adopted by Council on March 16, 2010 creating the Land Acquisition Committee; 2. Land Acquisition Committee recommended priorities for the acquisition of land; 3. Village Council recommended priorities for the acquisition of land; 4. 2020 Vision Plan Project opportunities dated February 15, 2006 and 5. Excerpt from the Evaluation and Appraisal Report (EAR) of the Key Biscayne Master Plan. 1 of 2 3. PUBLIC COMMENTS: The following residents addressed the Council: Patricia Woodson, 151 Island Drive; Bill Stephens, 159 East Enid Drive; Leo Brito, 775 Curtiswood; Antonio Camejo, 151 Crandon Boulevard; Patricia Romano, 361 Beechwood; Allene Nicholson, 769 Allendale Road; Brett and Steve Simon, 335 Harbor Lane; Maria Luisa Tinoco, 166 Harbor Drive; Christina Bracken; 224 West Mashta Drive; Claudine Coto, 375 Hampton Lane; Alan Fein, 945 Allendale Road; Laudy Ibarra, 482 Fernwood Road; Bradley Newsom, 345 Pacific and Ed Meyer, 798 Crandon Boulevad. 4.
