REGULAR MEETING

Chairman Lem Skidmore convened the CWPC meeting at 4:35 pm in the Brewster Town Office Building with members Russell
Schell, Pat Hughes, Elizabeth Taylor, Bruce Evans, and Dave Bennett present.

Skidmore recognized Taylor's award for Lifetime Achievement Award from the Massachusetts Association of
Conservation Commissioners.
Next Meeting 3/26/12, Skidmore will be absent. Pat Hughes will Chair.
2. HWG Status of Phase II& Build Out, Data Synthesis& GIS, Participation in Lower Cape Expo, public
presentations
Camilli and Pickering presented to the committee and reviewed the following:
Memo dated 2/6/12: The memo addresses the data needs and component of the projects. Pickering gave an update to
the committee and asked for questions.
Schell asked about 90% of parcels with accurate water use data. They discussed further and agreed it was an acceptable
percentage.
Skidmore asked about the water test data. Camilli explained they have been able to map most of it and will use it for the
staff GIS training. Skidmore commented further and explained the project data mapping to the group.

Web site: Pickering showed the off-line version of the proposed website. Pickering gave an overview of the site contents.
Site includes Project Details, Prior Projects, Reports, Maps, Calendar, Get Involved, and Contacts. Pickering asked for
input. The site can be viewed at www.Horsleywitten.com/BrewsterIWRMP
Brochure: a draft was distributed and discussed. Under"What Causes the Impacts?" Hughes, P suggested that Brewster
has already grown and there are more lawns and now we are at a plateau. It was suggested that it be worded it in the
present tense. Leven suggested keeping the language simple. Leven will suggest edits to the language. Evans asked
about the wastewater/sewers topic. "Centralized treatment" vs. "Sewer"was discussed. The committee discussed further.
Leven stated that we need to look at other towns that have sewer systems like Provincetown, Chatham, and Orleans.
People are looking at Orleans right now. People are concerned about studies. Is this a sewer study?What will this cost
me? Leven explained we probably will not sewer the entire Town. Evans suggested it may be brought up at the
community meeting.
Hughes, P made reference to the CDM report and the stated need for sewers. There was continued discussion. Leven
referenced the Orleans project.
Taylor asked about available maps for the brochure. Leven suggested a"zoomed in" portion of the map. Camilli
commented there is an opportunity to zoom into a relevant area. Once the mapping is finished this can be looked at by
area. Wetlands, sea level rise, failing (or out of code) septic systems. Pickering explained further.
Schell commented about mapping colors, Quivett Creek, TMDL, and pathogens. Surface water should be included as
well. There was continued discussion. Pickering asked about MEP study. Miller explained that there are high level of
pathogens in many areas because of wildlife.
Poster: Camilli reviewed a draft of the poster. Headers included:

Surface water, groundwater
WHY INTEGRATED?
Everything is connected. Examples
What are the issues and risks for the water resources?
Water quality, water quantity, sea level rise impacts.
Evans suggested estuaries under water quality. Leven questioned the use of a town map showing loss of upland.
The committee discussed photos, graphics, septic evaluations and notifications, etc.
Hughes, P asked about a study done for Orleans. The committee discussed this topic further. Schell asked about map
showing high water table for map of areas with potential failing systems. Possibly represented graphically with contours.
Bennett and Schell discussed further. Hughes, P suggested CCC maps.
WHAT IS BEING DONE ABOUT IT?
At the federal and state level, in Brewster
Hughes P mentioned conservation. Maps showing protected areas. Schell concerned about the last paragraph and
statement. Close gap between evaluating and sewering. The committee discussed further.
How CAN I HELP?
Septic systems, Storm water management, Lawn Management, Get involved...point to web site. Use"inspected" vs.
"pumped." Miller explained all these topics could be expanded.

Hughes likes the categories and content. Leven suggested portrait vs. landscape layout.
There will be a link off the homepage and from the committee page for the website. Leven asked the committee to review
and send comments to her for HWG. Send by next Monday. 3-19-12. Poster will be done in time for the Lower Cape
Expo. They can include plastic brochure holders for brochures on the poster.

Hughes, P and Leven would like to have these materials for Town Meeting in May. Miller mentioned a Brewster
Conservation Day in mid July. Bennett added April 21, Beautify Brewster. Lower Cape Expo is 4/12/12.
Public Meeting Date Discussion
Possible Dates-4/24/12, 5/3/12. Camilli will discuss with Nelson and get back to Leven. Meeting to be held in rooms A
and B.
Meeting Topics:
An overview of the project will be presented at the meeting. Topic: A meeting describing the wastewater/nitrogen loading
issues with Pleasant Bay Watershed, indentifying the magnitude of the issue based on current development in the
watershed. This meeting would also discuss water supply management issues in Town.
Bennett asked HWG - Have you had a chance to look at the Brewster contribution (% of load)? Pickering and Bennett
discussed the load criteria and TMDL further. The question to consider is the % for Brewster. Contribution was discussed.
Hughes, P asked if part of the contribution is water use. Pickering wants to look at this data. Evans added that the Golf
Course is a huge contributor. Pickering explained EPA numbers. Bennett asked about who is dictating what Brewster has
to do in term of nitrogen removal. Is there something that states Brewster has to reduce by a certain number based on
existing conditions? The committee discussed the subject further. Percentage of contribution was generally discussed.

Bennett stated that the Natural Resources Department has numbers for the last 20 years for the monitoring wells at the
Captain's Golf Course.
3. Pond Study Update
Leven stated there is new information.
4. Discussion of Dog Park site within a zone II(Off Freeman's Way)
Bennett asked for some background. Skidmore suggested not putting a dog park in a zone II. Taylor added or near a
marsh. Leven suggested sending comments to the BOS liaison, Ed Lewis. Leven recommended a general statement from
the committee
Bennett made a Motion to communicate to the committee's BOS liaison that a dog park should not be located in a zone II
or near a marsh. Taylor Second, All Aye, Vote, 5-0.
Schell is concerned about a dog park in Drummer Boy Park, since it is near a wetland marsh. Schell is concerned about
the transport of pollutants from Drummer Boy Park into Quivett Creek. Evans mentioned there is a lot of land in
conservation that people could walk their dog. Next BOH meeting is 3/20/12.

Schell submitted edits to his comments via email. Moore read the edits.
Taylor made a Motion to accept the 2/13/12 minutes as corrected, Bennett Second, All Aye, Vote 4-0, Evans abstained
