CALL TO ORDER/ROLL CALL OF MEMBERS: The Mayor called the meeting to order at 8:30 a.m. Present were Councilmembers Luis de la Cruz, Gary R. Gross, Allison McCormick, Brett G. Moss, Kathleen Petros, Vice Mayor Franklin H. Caplan and Mayor Mayra P. Lindsay. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Chad Friedman. 2. DISCUSSION: The Council discussed step one of the Crandon Park/Matheson Family initiative. The following residents addressed the Council: Cliff Brody, 180 Harbor Drive, Helen White, 241 East Enid Drive and Pat Mollinari, 276 Seaview Drive. Councilmember Gross made a motion to authorize the Manager to hire an Environmental Consultant to do a substantive environmental study as part of the early evaluation process. The study should determine the most viable area for playing fields and recreation within the proposed boundaries, identify the environmental conditions that currently exist and to determine if any mitigation is required. The motion was seconded by Councilmember de la Cruz and approved by a 7-0 roll call vote. The vote was as follows: Councilmembers de la Cruz, Gross, McCormick, Moss, Petros, Vice Mayor Caplan and Mayor Lindsay voting Yes. 1 of 2 March 31, 2017 There was extensive discussion from Council regarding this issue. The Attorney also addressed the Council regarding this issue. Vice Mayor Caplan made a motion to appoint Councilmember de la Cruz as liaison to work with Mr. Gene Stearns, the Manager and the Mayor as a negotiating team on this matter. The motion was seconded by Councilmember McCormick and approved by a 6-1 voice vote. The vote was as follows: Councilmembers de la Cruz, Gross, McCormick, Moss, Petros and Vice Mayor Caplan voting Yes. Mayor Lindsay voting No. Councilmember Moss proposed to get at least three bids for the Environmental Consultant. 3.
