Absent:John O'Reilly Also Present:Sue Leven,Jim Gallagher, Chris Miller, Ed Lewis Recording or Taping Notification The Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition,if anyone else intends to audio tape this meeting they are required to inform the chair." She is waiting for the build out information. Skidmore requested a gant chart with next report. Hughes, P asked about a meeting with HWG after they receive the build out information. Leven suggested sharing the information at the BCT annual meeting. Leven should have the information within the next few weeks. 3.Status of Data Synthesis&GIS Leven stated this is part of the build out project. 4,Status of Pond Project Leven explained Ed Eichner has sent information to help coordinate the bird counts and the information has been shared with Chris Miller. 5. Follow up on site search for storm water retrofit projects Leven provided a summary. Sixteen sites were reviewed. Leven is waiting for a summary and the top four picks from HWG. Miller sent his top four. Leven: Breakwater Beach parking lot, Stony Brook School, Rain garden opportunity at Town Hall, Robinwood (drainage issues). Our Lady of the Cape Church is also an option. Bersin attended the site visits. CWPC 06-25-12.docx Page 1 of 5 Leven provided a summary of possibilities for each site. She explained there is an opportunity for small educational projects at each school. (Recycling and rain barrels from roof drainage) Miller shared comments. Supports Walker's Pond, (rain garden opposite the pond), but does not agree with Stony Brook School, (simple grading issues), or Our Lady of the Cape Church (they should fix their own drainage basins before the Town makes changes), Maybe work near A.P. Newcomb Road (triangle near church). Skidmore asked about action items. Miller explained some spots have simple maintenance issues to fix. Slough Pond, Long Pond, Sheep Pond. Lewis asked about the boat landings in Town. (Asphalt leading down into the water). Miller shared examples. Long Pond, Fisherman's landing. Hughes, P stated it would be good to have a list to share with Town Staff. Miller says a lot of these issues are known. Bennett asked about consensus for prioritizing this list. Leven explained the projects should be visible to the public, simple tasks, and projects that can accomplish a great deal. Robinwood is an opportunity to help with a residential project. School projects are important as teaching tools. Bennett shared his priorities for a larger project to seek grant monies that involves a high value resource with recreational and fisheries interest in a highly visible public location (Great Ponds and bayside Beaches). He would like the taxpayers in the town to see value from the CWPC efforts in storm water management in areas that benefit the residents of the town. Leven agreed and mentioned Breakwater Beach. Town Hall could be a public participation project. Schell—re: priorities. He asked if the committee will review list of priorities. Process? Leven could send the list; HWG will have something before the next meeting outlining the process and listing their priorities. • Schell asked if the committee would participate in the review of priorities. Leven is looking for comments. Miller agrees with Bennett. Everyone has different priorities. Some projects already have funding and might be good use of funds, even if private projects.Ponds sho uld be a priority.(Long Pond public beach, Town Hall wetland not as big a priority as having limited resource value with no recreational or public access benefits) Miller stated they did not include Ellis Landing (Currently has an engineer). Lewis explained the BOS is discussing a major bond issue for the entire town for fixing roads. They would be interested in the ranking of fixing the beach roads. Skidmore and Miller discussed ranking. How visible to the Public, sensitive to receptor, degradation, etc. Miller will send a list to Leven. Hughes, P will assist. She recommended telling HWG they would like to do this before the next meeting. Leven explained HWG will do 4, Staff will have 4, and Committee will have 4. Hughes J asked HWG to itemize their criteria. The committee discussed the ranking further. Bennett Summarizes criteria: recreational and fisheries interest served with high value resource being protected in a public location with high visibility and utilization. He doesn't want to give priority to private interest projects nor municipal projects unless above criteria met. Schell referenced the BOS charge to the CWPC and said the committee should be making recommendations to cope with phosphorus to ponds or nitrogen to the estuaries. He believes the storm water concerns should follow this order. 6. Discuss CWPC position on dog park siting The topic was continued from the last meeting. Skidmore reviewed the committee's position. Leven had discussed with Lewis. Leven shared the motion from the minutes. No dog park within a zone II or a marsh area. CWPC 06-25-12.docx Page 2 of 5 • Lewis stated the dog park will not be situated near a water sensitive area. Lewis explained he is interested in the area behind the Police Station. He is not in favor of an area near the Drummer Boy Park. Some of the BOS want to work with the Recreation Commission to develop a multi use park(dogs, skateboarding, and basketball). Skidmore explained one of the members was concerned about the use of the Freeman's Way fields. Lewis explained that probably is not the best • location. Hughes, P would like to see a good review of land for the dog park. She wants a transparent and public process. She { explained in the past land located in a zone II has been used for non water use. There are a lot of opinions. Ryan asked about fees for a dog park. Lewis explained there may be fees for residents and non residents. Funds will be required for maintenance. 7. Review minutes from 5/29/12, Review action items Schell submitted written edits via email. Bennett made a Motion to accept the 5/29/12 minutes as corrected, Hughes, P Second, All Aye, Vote 6-0 Ryan and Evans abstain. Leven reviewed the action items and answered questions about the GIS maps being available via the Web site. There was a discussion regarding shape files and accessibility to GIS maps. They discussed types of files and readers. Bennett asked about access to GIS and access to layers and files from the build out. GIS Maps with different data layers could be available. Bennett and Leven discussed further. He suggested looking at Web sites for the following towns: Orleans, Barnstable, and Sandwich Web sites. Leven stated People GIS could provide this information. Bennett suggested looking at the Truro. The Town Web site could provide this information available to the public. (Skidmore, Bennett, Hughes, P) Lewis agrees. Public accessibility is a good idea. Let's look at the process. Skidmore agrees with Bennett and Hughes, P. Schell agrees. Skidmore stated the committee is paying to get this information it would be beneficial to have this information available to the public. Hughes, J asked about the process. Leven stated it is a Town issue not a consultant issue. The Town needs to provide a way to access the information. Lewis agrees that the public should be able to view what the Committee has been working on. He suggested asking Kathy Lambert to come to a meeting. Hughes, P provided an example. What water shed is my house in? Define the types of questions that we would like to be answered. She suggested guidance from CCC and or Kathy Lambert. Leven explained access to GIS layers further. Gallagher explained there are two state GIS programs. He stated there are places to get this data. The flyover was paid for but the data was not purchased. He offered to find a copy of the proposal. He agreed it is a Town issue, not a committee issue. Bennett stated that this technology is available and inexpensive. He provided examples. Links to CCC GIS? He is looking for someone in IT to get to the information and make a recommendation. He explained he does not want to incur redundant costs. Skidmore asked the committee if they would like to invite Kathy Lambert to a meeting. The committee discussed further. Leven questioned the need to provide this information. She suggested putting effort into public education first. Hughes, P thinks making this information available is part of the process. Bennett would like to ask Kathy to come to a meeting. Town of Orleans GIS mapping as an example. Schell stated there are many options and software available. He recommended determining what we need first. Highways, watershed boundaries, parcel boundaries, in several simple (non-interactive) GIS-derived maps, for public outreach and education. Hughes, P stated we should wait until we get our build-out. Lewis recommended as a committee discuss what you think would be advantageous for residents. Bennett will send an email to Leven with links to the Town's that have GIS mapping. Discuss GIS requirements on the next agenda. Leven will send HWG GANT chart via email to the committee. , 8.Topics the Chair did not reasonably anticipate Lewis suggested if the committee is requesting money at the next town meeting come to the BOS before September. Leven has made request to be scheduled for BOS meeting. Community meeting is 8/6/12. 8/13/12 meeting to be determined. The meeting ended at 6:00 pm.
