SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
TUESDAY, OCTOBER 3, 2017
COUNCIL CHAMBER
560 CRANDON BOULEVARD
1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order
by the Mayor at 7:00 p.m. Present were Councilmembers Luis de la Cruz, Gary R. Gross,
Allison McCormick, Brett G. Moss, Kathleen Petros and Vice Mayor Franklin H. Caplan and
Mayor Mayra P. Lindsay. Also present were Village Manager John C. Gilbert, Village Clerk
Jennifer Medina and Village Attorney Chad Friedman.
2. PLEDGE OF ALLEGIANCE: The Mayor led the Pledge of Allegiance.
At this time the Mayor asked for a moment of silence in honor of former Councilmember
Mortimer Fried and the victims in the Las Vegas mass shooting.
3. BRIEF COMMENTS BY COUNCIL: Councilmember Petros addressed the public and
the Council regarding a local Key Biscayne resident and parent, Ms. Debbie Wanninkhof, whose
son, Mr. Patrick Wanninkof, killed by a distracted driver, will be conducting a lecture on
Thursday, October 12th at 7:00 p.m. at the Key Biscayne Community Center.
Councilmember de la Cruz addressed the Council regarding flooding due to the rain in low lying
areas.
Vice Mayor Caplan addressed the public and the Council acknowledging the strong sense of
community efforts by numerous volunteers and former members of Council such has Former
Councilmember Mortimer Fried.
4. PUBLIC COMMENTS: The following residents addressed the Council: Robert
Duzoglou, 785 Glenridge Road; Mario Garcia -Serra, 600 Grapetree Drive; Clifford Brody, 613

Ocean Lane Drive; Louisa Conway, 151 Crandon Boulevard; Michele Estevez, 798 Crandon
Boulevard; Matt Bramson, 101 Crandon Boulevard; Antonio Camejo, 151 Crandon Boulevard;
Martin Pinilla, 1121 Crandon Boulevard and Michael Davey, 50 Ocean Lane Drive.
5. AGENDA: The Mayor requested the addition of a special presentation regarding an
introduction to the hurricane response team enhancements of logistics and finance as item 6C.
There were no objections to the agenda changes.
6. SPECIAL PRESENTATIONS: The Village Beach Planning Consultant, Ms. Colleen
Castille and Mr. Tim Blankenship, P.E. from Moffatt and Nichol made a presentation to the
Council regarding the proposed beach plan. There was extensive discussion by Council regarding
the proposed beach management plan.
The Mayor, on behalf of the Council, presented a Proclamation to Dr. Raul Ravelo, a practicing
Radiation Oncologist in South Florida, recognizing him for over 30 years of experience in the
field and such an outstanding and valued resident of the Village of Key Biscayne.
At this time, the Manager addressed the Council regarding the need for additional resources post
Hurricane Irma. The Manager introduced the hurricane response team enhancements of logistics
and finance, Mr. Don Murphy, Mr. Bob Anderson and Mr. Jeff Campbell from AshBritt.
7. RESOLUTION: The Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA; SUPPORTING THE FOLLOWING LEGISLATIVE
PRIORITIES FOR THE YEAR 2018; PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Caplan made a motion to approve the resolution. The motion was seconded by
Councilmember de la Cruz.
Mayor Lindsay made a motion to defer this resolution to the October 24, 2017 Regular Council
Meeting. The motion was seconded by Vice Mayor Caplan and was approved by a 7-0 voice
vote. The vote was as follows: Councilmembers de la Cruz, Gross, McCormick, Moss, Petros,
Vice Mayor Caplan and Mayor Lindsay voting Yes.
8. REPORTS AND RECOMMENDATIONS: The following items were discussed:
Mayor and Councilmembers. Vice Mayor Caplan addressed the Council regarding the Key
Biscayne's PACE program board member selection.
Mayor Lindsay addressed the Council regarding the status on the property acquisition located at
85 West Enid Drive also known as the Village Hall parking lot.
Vice Mayor Caplan reported to the Council the hearing date regarding the acquisition of the
property located at 85 West Enid Drive has not yet been scheduled by the Board of County

Commissioners for Miami -Dade County.
There was extensive discussion by Council regarding the attendance of Councilmembers at the
Miami -Dade County Board of County Commissioners meeting at the time the item regarding the
acquisition of the property located at 85 west Enid Drive is heard.
Mayor Lindsay addressed the Council regarding rescheduling the October 9, 2017 Kiteboarding
Workshop to November 2, 2017. There was extensive discussion by Council regarding
scheduling another date to hold the Kiteboarding Workshop. It was the consensus of Council to
reschedule the Kiteboarding Workshop to October 17, 2017.
Councilmember Moss addressed the Council regarding the emergency expense for natural
disasters and gated communities.
Village Attorney. The Attorney addressed the Council regarding a solar panel permit waiver.
Village Clerk. The Clerk did not submit a report.
Village Manager. The Manager addressed the Council regarding monument signs.
The Building, Zoning and Planning Director Sergio Ascunce addressed the Council regarding
monument signs.
There was extensive discussion by Council regarding monument signs.
It was the consensus of Council to continue the discussion regarding monument signs at the
October 24, 2017 Regular Council Meeting.
8. OTHER BUSINESS/GENERAL DISCUSSION: There was no further business
discussed.
9. PENDING BUSINESS/PENDING LITIGATION: A list of pending business/pending
litigation was presented to the Council.
12. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
11. ADJOURNMENT: The meeting was adjourned at 9:56 p.m.
