Bennett asked about low water levels. Gallagher did not have , , data to support low levels. The committee discussed this subject further. ). I 2. Build out update i Leven is having difficulty getting census data. Craig at HWG is waiting for this data. Hughes, P suggested contacting ; someone at the State level. 1 Hughes, P asked if HWG does anymore work on nitrogen issues, could they contact DEP. , i Leven explained it is in process. Hughes, P asked if the committee could review the data before HWG presents to DEP. Leven confirmed. I I 3. Discuis Phase III Top Issues i Skidmore asked if anyone had comments. i Schell asked to add an issue to the storm water category. Storm water discharge to Cape Cod Bay. Consodine Ditch !, under 6A to Cape Cod Bay. Drainage from School house Pond to Lower Road and 6A, Freeman's Pond. High water table areas impacted by sea level rise. The committee agreed this issue requires attention. ) 1, Schell: Under water supply, #2 1 He does not understand Hughes, P comment. ' Hughes, P explained further. She suggested looking at the rate structure or demand to possibly reduce water use. Schell , ; and Hughes, P discussed the topic further. He suggested#5 should go under#2. $ Evans: Under wastewater, regional wastewater plans from CCC. Can HWG respond or keep track of the CCC regional plan. Hughes, 0 and Bennett discussed current regulations and permitting further. (golf course, EPOC, P. Bay, IA systems) Hughes, P stated that we are in an area that does not support more regulations. They should cost out adequate enforcement for future consideration. (Extra staff) • Hughes, J: wastewater, #5, her suggestion. Skidmore and Hughes, J explained further. They believe additional criteria would be helpful to the Board of Health. They are asking about criteria for which to determine other questions and or study to apply to applications. Skidmore shared two recent BOH variance requests. Hughes, J mentioned future regulations, over twenty years, land closer to the water, any construction should require system review. Schell: Under wastewater#5, shared an example from the Town of Barnstable. He questioned what kind of modifications, DEP approved, existing title V, allow continuing in areas. Bennett and Hughes, J discussed further. Bennett provided examples for the committee and gave an explanation of title V ,r= changes.They discussed suggestions for conventional upgrades, BOH variances bordering wetlands. Hughes, 4 explained the process further for the committee. Bennett asked about the limit for pounds of nitrogen. Build out examples; assigned nitrogen numbers, flow capacity, enforcement issues and #6 were discussed by the group. } Skidmore asked for additions or deletions from the list. Hughes, P expressed concern for the ponds. (Page#2, Comments from Committee/Staff) She stated it is important for Phase III but not necessarily for HWG. The committee needs to get involved in next steps. Leven will share this information with HWG. Hughes, J asked about a timeframe for Phase III. The committee discussed requirements for funding at Town Meeting. Skidmore asked Leven about Finance Committee and Board of Selectmen discussions. Leven explained that Sumner presents{o Finance Committee. Schell asked about a scheduling question regarding the Mass. Bay Grants. The grant applications are due by 10/5/12. ) • Schell told the committee there is an informational meeting soon. He asked if HWG would identify such grants. • Leven explained she cannot attend meeting. Hughes, P commented on the purpose of the meeting and did not support a placeholder for a grant. Skidmore and Leven agreed. Leven will review the grants web site. 4. Discuss dates for upcoming presentations Leven shared an email from HWG regarding two community meetings left in the HWG Phase II contract. Suggested meetings: 9-27-12, HWG would have a draft Ponds presentation to the committee by 9-10-12. Skidmore and Hughes, P cannot attend 9-27-12. It was suggested that the last meeting be before Town Meeting, possibly 10-25-12. 5, Review minutes from 7/23/12, Review Action items Minutes will be reviewed at the next meeting, 9-10-12. • The committee reviewed the action items. See table on the last page. 6.Topics the Chair did not reasonably anticipate Schell asked about toxic algae concentrations. He asked about Brewster's Department of Natural Resources developing a protocol to integrate and evaluate various data sources. The committee discussed the current process that involves the state distributing a report to the Board of Health who then posts the swimming advisories. Hughes, P thinks it is a good idea. She asked about the CCC doing any work involving this testing. Possible protocols. Schell and Gallagher discussed the testing process further. (Concerning Walker's Pond) CWPC 8-27-12.docx Page 2 of 4 The Board of Health sends the results of the testing to Conservation and Natural Resources. Hughes, J offered to follow up and report back to the committee. She will find out more information on the records and process. (Secchi testing, schedules, results. County results, separate program) Skidmore asked Leven where the committee meetings will be held. The group discussed ways to get more people to attend. Leven suggested working with the ponds groups. Greenland, Elbow, Canoe, Sheep's, Cobbs. The committee would like for there to be an increase in attendance at the community meetings.
