Chairman jLem Skidmore convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with members,Joanne Hughes,
Russell S4hell, Elizabeth Taylor, Pat Hughes, Bruce Evans, and Dave Bennett present. Dan Ryan,John O'Reilly

2. Discus 9-27-12 Community Meeting, Discuss content for the Community Meeting 10-23-12. I
9-27-12 Community Meeting:
Hughes,;P stated that Mark Nelson from HWG did a great job with the presentation. BCT has requested the presentation.
Leven acded there were two to three dozen attendees.
Hughes,;P noted a resident from Elbow Pond clearly stated he was thinking of what he could do on his property.
10-23-12 Community Meeting:
Leven e$plained Nelson will provide a Phase II wrap up, conclusions, build out update, and moving forward. Leven has
requested a draft of the presentation by 10-17-12. HWG will be coming to the 10-22-12 meeting. The committee needs to
review the presentation quickly. Skidmore agreed.
Hughes,IP made a suggestion for the presentation. She thinks it would be valuable to include a case study, analyze sub
water sh d, build out, water records, and nitrogen levels to demonstrate how the CWPC will use the information to guide
the Town.

3. Disets4 Town Meeting article re: land acquisition to preserve 82 acres, Freeman's Way and Slough Road
Skidmore;provided the committee with a summary of the article#9. There are two properties totaling 82 acres. He
suggested the committee make a statement and take a position.
Hughes, i) asked if they are both Zone II's and Pleasant Bay water shed. She asked about nitrogen loading calculations.
Leven &Taylor confirmed Freeman's Way,Yes. Off Slough Rd, No.
Hughes, p made a Motion to support Article#9, Taylor Second.
Discussion:
Schell asked if the land was previously subdivided. Leven, Yes. Both approved subdivisions.
Schell asked about the Finance Committee (FinComm)questions regarding the land being used for affordable housing.
Leven talked to a FinComm member and explained this is not a great location for affordable housing. The Town would
have to Ouy the land. The Town does own small lots spread out around Town that could be affordable housing.
Slough Road is a keyhole shape. It will create an impressive piece of open space. The Town owns land in between.
Leven agrees we need to develop affordable housing. The main point is to protect Zone II land since there is a TMDL to
meet.
Evans asked about the pricing and how it is set.
Leven explained the pricing is$22k an acre, a low price.
Bennett esked about clear title.
Leven e�plained it is considered a bargain sale and the owner gets tax breaks. She explained the capital gain benefits.
Taylor added there is a benefit of the tax write off. Bennett, Leven, and Taylor continued to discuss.
Schell asked Leven as the Town Planner does she support affordable housing as infill?
Leven explained yes, put affordable housing near shopping and other services. Slough Road is a remote area.
Hughes, J and Hughes, P mentioned Belmont Park, previous affordable housing development in the Slough Road area.
They disdussed further with Leven.
Bennett supports mixing affordable housing within the general population.
Hughes,jJ summarized bargain price, good place, Zone II protection, nitrogen reduction, and high priority parcels to open
space. Taylor agreed.
Schell asked if there is a condition of the bargain sale for the land to be for conservation.
Miller explained for conservation and water protection. Cape Cod pathways go through the land. There would be
restrictions on the parcels.
Bennett asked if Orleans, Dennis, Harwich would contribute.
Leven and Miller explained they would be asked.
Hughes,;J asked if there could be a ball field.
Hughes,IP provided some history for the committee regarding the Freeman's Way Fields and the Water Commission.
Bob Mant and the Water Commission worked out an agreement. She was not sure if the land was purchased for water
protection. There are strict conditions on the playing fields.

14. Bike Lath signage for dog owners
Hughes, J explained she saw Jack Clark, the chair of the Bikeways Committee at the Board of Selectmen's meeting and
thought it would be a great opportunity to discuss dog waste signs. Skidmore added the request has been sent to Nancy
Ellis-Ice.
Leven explained the Bikeways Committee is looking for money for signs with bags. They are $80 a piece.
Miller added there are dog mitts at Spruce Hill and one other location. They should consider trash cans.
Skidmore stated signs are the issue.
Leven noted the Bikeways Committee meets at Ruggies in Harwich on Friday mornings. Someone from the committee
could attend a meeting.
Hughes,!J suggested the Bikeways Committee gets in touch with the Chamber of Commerce. (COC)

Bennett stated the COC is communicating with the bikeways committee.
The CWPC supports posting the signs on the bike path.
5. Reviewlminutes from 8-27-12, Review Action Items
Taylor made a Motion to accept the 8-27-12 minutes as written, Hughes, J Second, All Aye, Vote 8-0.
The comrfnittee reviewed the action items. See updated list, last page.
The committee discussed:
10% Design on three storm water retro fit projects.
(Breakw ter Beach)
Hughes, J asked about planting grasses and available parking for the summer.
Miller sail there could be more clearing for parking. We will need to repave. Hughes, P asked about using this land for a
storm water function.
Grasses, curbing, parking layout changes, new pavement
Bennett asked about berms.
Hughes, 0 asked about storm water contribution to erosion. A revetment for the new house was questioned.
Miller stated the dune at the end of the parking lot will not last forever. He added the biggest issue is storm water and the
HWG deign is very basic and for planning purposes. Storm water is the biggest issue, not coastal erosion.
Bennett 4sked about status of the 10%design projects.
Leven explained they are seeking grant money.
Miller stated it is difficult to get storm water grants, especially for parking lots. If there were more closures for shell fishing
they may qualify for grants.
Hughes, jJ asked when they will receive the second draft of the build-out.
Leven said in a few weeks. HWG is incorporating the correct census data. 2010—9,820 year round. Leven encouraged
comments from the committee.
Schell asked if there is a linkage between HWG determined units and nitrogen loading to Pleasant Bay.
Leven stated this will be in the Phase II report, mid November.
Bennett sked about build out, smart growth based on two regulations currently in effect.
Is it the enforcement of existing regulations or modifications to regulations that would remove units to development?
Leven stated it has more to do with the type of design and number of units. Outside of Zone II a cluster subdivision is a
cluster. The difference between grid and cluster is size of lots and amount of open space. In Zone II and Pleasant Bay
water shed the cluster is NRPD, which reduces the number of units. NRPD was discussed further. Grid or cluster in a
Zone II.
Lot sizes;in Zone II's were discussed. Leven explained once you have the base number, you have the option to do above
and beyond items to increase density. (Advanced treatment, open space, etc.)
Bennett Was concerned about smaller lots. Leven explained it does not mean unbuildable.
6.Topict,the Chair did not reasonably anticipate
Taylor asked about the Kleinfelder map in the back hall way. She said the colors are too close together. Leven reminded
the committee to review maps and give feedback.
Hughes, ;P asked for an update on the final configuration of CWPC funding for Town Meeting.
Skidmore explained they received unanimous support from FinCom. $130, Dec, June—Estimated $135k, July—Dec.
Go to May Town Meeting and look at figures.
Leven announced she is going to the MS4 funding workshop next Thursday in New Hampshire.
Next Friday she is attending the Cape Cod Cranberry Growers Workshop. Water Use and Cranberries. 10-19-12
Schell explained that he attended the conservation meeting in Eastham regarding the Solar Bees. He explained they
enhance;circulation in a pond. They don't do anything for phosphorus concentration. They are solar powered. Gallagher
noted Barnstable and Falmouth are using them.
