Absent:Joanne Hughes, Bruce Evans Also Present: Sue Leven,Jim Gallagher, Chris Miller, Ed Lewis(BOS)Peter Johnson(BCT), Ben DeRuyter(FinCom), Mark Nelson (Horsley Witten Group) Recording or Taping Notification The Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. He distributed the BCT postcard and handout supporting Article#9, land acquisition. It requires a 2/3 majority to pass. Lem will not be at TM, but Pat Hughes will be present. Skidmore confirmed they are in support of article#9. Skidmore mentioned the capital expenditure item for CWPC. I 2,,Revie presentation from HWG for Comm. Mtg.10-23-12 The committee met with Mark Nelson from HWG. The committee had a handout of the draft presentation. Pat Hughes comments were distributed to the group via email. Hughes, P stated that she has talked to Nelson today and addressed her concerns. Nelson provided an overview to the committee and reviewed the PowerPoint presentation slide by slide. Committee Comments: Slides#1 —7 no comments Slide#8, Water Quality, Conservation, Taylor, suggested showing all Zone II's, Miller suggested using different colors. They discussed further. Johnson and the committee discussed open space areas. Schell expressed concern regarding phosphate concentration, near ponds, and cranberry bogs possibly being shown as protected open space. Nelson reminded the committee the purpose of this map is to show open space. He will review. Bennett asked to see all Zone II's. Nelson will add a summary slide about what they know about drinking water Slide#11 Demand—Today and Tomorrow There was a discussion about trends. Taylor asked for stronger colors. Miller asked about permitted volume, include well#6 Schell added the water dept has a study underway. Nelson reviewed the trends. Slide#12 Demand—Today and Tomorrow Maximum Day. Schell asked about numbers. Nelson noted that storm water and Ponds numbers come from the previous presentations. #13 and#14, no comments Slides#15, Town Hall, 16 Breakwater Landing, 17 Walker's Pond Landing Nelson addressed Hughes, P comments. Nelson asked for feedback. Hughes, P was concerned about how much more there is to do with storm water. She suggested stating these are three immediate opportunities. Nelson mentioned the storm water mapping project. Bennett, differentiate the 3 from the 19. Leven added it is a good opportunity to do these as demonstration projects. Slide#18 Storm Water Management Johnson asked Nelson to spell out low impact design (LID) Schell asked about small MS4 considerations. Schell observed that the adequacy of Title 5 leaching fields is threatened in parcels traversed by storm water conveyance routes, which coincide with areas of high groundwater, susceptible to further increase by seawater rise. Schell and Nelson discussed further. Slide#19 Pond Management Skidmore asked about total number of ponds in Brewster. About 80 according to Nelson Slide#20, no comments Slide#21 Major Sources of Pollutants Storm water ref. to OHM (oil and hazardous materials)-Bennett Nelson said it is less of an issue for fresh most water ponds. Slide#22 Pond Management Hughes, P suggested Nelson be broader. Nelson added in suggestions. Skidmore asked about septic systems. Third bullet point. Nelson removing. Hughes, P added they know they will have to do additional studies to address the ponds in red. Slide#23 Wastewater Management Nelson added Namskaket Creek. Slide#24, Pleasant Bay Watershed map no comments Slide#25, PB Nitrogen Management no comments Slide#26, Nitrogen Loading to PB The committee discussed DEP. Slide#27,TMDL planning areas no comments Slide#28 Current Source-Load Reductions Needed in Brewster Schell asked if it is more desirable to have a higher or lower nitrogen number. They discussed further. Schell shared an example. His shared his calculations. Nelson gave an explanation of the MEP model. Nitrogen credits. DEP will have to discuss further. Nelson explained discussions with other Towns regarding regional issues are still an issue. Slide#29 Buildout Source-load Reductions Needed in Brewster Nelson provided a summary. Incorporates commercial development as it stands. Slide#30 Nitrogen Management Opportunities for Wastewater Ideas to consider. Lewis asked about Cape Cod National, Eastward Ho—Fertilizer Mgmt. Nelson confirmed they are involved through the Pleasant Bay Alliance. Add regional opportunities. Nelson suggested discussions with Orleans, Chatham, and Harwich. Slide#31 Nitrogen Reduction Opportunities Phase Ill. Hughes, P asked how Nelson would explain where the numbers came from. Nelson could show a slide to see how the calculation is done. (Loading/#of single family homes). Nelson provided an example. Schell asked if this is"I/A" Nelson confirmed. There was continued discussion between Schell and Nelson. Might add an additional slide. Hughes, P suggested Phase III information on a separate slide or work it into 30 or 31. They discussed sewers and partnering with other towns. Nelson noted the golf course is important to this process. Bennett stated this is a good opportunity to discuss further. I/A or centralized treatment for homes. Under existing, include how many homes. Schell suggested expanding on the text and including a summary. *The presentation as posted on the web site could include notes as a PDF. Slide#32 Golf Course Fertilizer Management Nelson provided a summary. Lewis and Schell asked questions. Schell was concerned about DEP buy in. Nelson provided a summary and stated it is up for discussion. Lewis asked about the difference in the numbers for the two courses. Nelson explained there is a difference between courses. The numbers are twice than what they are using now. Cape Cod National (CCN) did not make the changes that Captain's did. Leven noted that CCN went through the DRI process. Hughes, P commented on Captain's progress. (Monitoring wells) Skidmore stated that CCN had already done a significant amount of the reductions. Nelson will double check. He wondered if they can get the number down even more at Captain's. Lewis asked if Nelson has talked with Steve Mann. He has talked to Charlie Sumner. Lewis stated you would need to show what it would mean exactly for the course. How it would change the course. Nelson explained there is a Pine Hills Golf Course example and case studies to review. The conversation is necessary. Slide#33 Urine-Diverting Toilets Nelson provided a summary. Falmouth is doing pilot studies in houses. Composting toilets too. Re-plumbing issue. There are lots of questions. Nelson thinks they should consider it. Skidmore noted this is speculative. Presentation should show what we have done and will look at going forward. Skidmore agreed with Hughes, P comments. O'Reilly Tikes the idea. It shows a different alternative. Bennett asked where the urine goes. Falmouth takes it at their sewage treatment plant. Hughes, P asked if it is permissible under Title V, and currently used in MA— Not Title V issue, Nelson not sure. Lewis added they will get questions from the audience and how does it work? They decided to keep it as a bullet item. Committee can look into it at the next phase. Bennett agreed it is a good idea and maybe add some question marks, composting toilet, etc. New slide name, other considerations..... Slide#34 Reactive Trenches and Wells Bennett asked about injection wells. He asked Nelson about reactive barrier, intercept wells, plumes, used for irrigation. CWPC 10-22-12.dooc Page 3 of 5 Leven had conversation with someone in field and they asked if sewers were the result of the process. She explained that this process sets Brewster apart. We are thinking about alternatives. Slide#35 What Can You Do? No comments Slide#3 Stay In Touch! End of presentation slides Lewis asked about animal waste. Animal urine same effect as human urine. Nelson said similar. Miller, Lewis, Nelson continued discussion. The committee thanked Nelson. Lewis asked for additional committee members, Town Staff—add names. Skidmore agrees. Bennett made a Motion to accept the 9-10-12 minutes as amended, Hughes, P Second, All Aye, Vote 7-0. The committee did not review the action items. 4.TOpIC °the Chair did not reasonably anticipate Leven gave an update regarding the New Hampshire storm water(MS4) seminar she attended last week. Leven also attended a cranberry growing and water use seminar in Carver. Leven will distribute some articles. Hughes, P asked about an update from Ed Eichner. Leven explained he is waiting for information collected from the field. We have not been billed yet. Should have information in the next couple of weeks. Lewis voiced concern about an email campaign being used to discredit comments that people have not made. He wondered if the committee has taken a position. County wide MWRA positions. No one has approached it. Miller asked about Voices on Wastewater email spam. Schell thought two towns have sent a letter against a taxing authority. Lewis confirmed Brewster has never been approached. Bennett mentioned the press release from CCC, Taylor had sent to the group. Very interesting. Regional wastewater planning group supported by Barnstable County. Lewis stated CCC wants to provide technical assistance. They do believe at some point that towns are going to have to cooperate with each other. Hughes, P was concerned it could be confusing for communities developing process or already have made decisions. Leven announced that she will be meeting with Peter DeBakker from Harwich to talk about CWPC plans. He is on the Water Quality Task Force and a Planning Board member.
