Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert (ZOOM), Dave Murray, Jacob Widner III. Public Petitions and Comments A. Dr. White, DePauw University President- Dr. White zoomed in to address the Greencastle Common Council. She told council a little bit about herself and stressed the importance of the relationship with the City and DePauw University IV. Special Requests: A. Street Closure Request- Greencastle Masonic Lodge- Jerrod Baugh - Motion by Mark Hammer to approve the request as presented, second by Jacob Widner, 7-0, motion carried. B. Noise Ordinance Waiver Request- Greencastle Elks Lodge-Katie Barger- Motion by Adam Cohen to approve the request as presented, second by Veronica Pejril, 7-0, motion carried. C. Street Closure Request- Old National Bank- Cara Goodin - Motion by Adam to approve the request of a mobile banking center be allowed to park on Indiana Street through October 17, 2020 and to sign an agreement similar to Moore's Bar agreement, second by Mark Hammer, 7-0, motion carried. V. Public Hearing- 2021 Budget- No Public Comment on 2021 Budget - Motion by Veronica Pejril to close the public hearing on the 2021 Budget, second by Stacie Langdon, 7-0, motion carried. VI. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department—Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water &Wastewater Department— Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VII. Reports A. Mayor's Report- Mayor updated the council on the following items: • City has started to file for reimbursement of CARES Act monies. • Vectren is continuing its work on Arlington Street through September 14th • Construction on Zinc Mill road is underway. • Jackson Street is moving along. Detour signs have been corrected and appears that is helping. • Phase 2 of pool project is being re-bid. • Big Walnut dug-outs are out to bid. • Still working with INDOT on Wayfinding signs. • Street repaving projects was awarded to Wabash Valley Asphalt and will be starting soon. B. Clerk-Treasurer's Report- Clerk-Treasurer updated the Council on the following items: • Encouraged utility customers to continue paying bills and if you need to discuss payment arrangements just contact the Utility Office. C. Councilors' Report - Mark Hammer- If you notice street lights burnt out call City Hall. Adam Cohen - Reminded that there are places that are offering assistance on utility bills. Stacie Langdon - Encouraged everyone to get out to vote and shared voting information. Veronica Pejril - Shared that there will be upcoming celebration of life services for Charlie Miles and Steve Fields. Dave Murray - Pointed out the low, unaccountable water loss. Jacob Widner-Was glad to announce the county will be receiving a Gear Grant of$152,000 that the local county schools will be able to use. VIII. Approval of Minutes A. Regular Session- August 13, 2020 Motion by Dave Murray to approve the August 13, 2020 minutes as presented, second by Veronica Pejril, 7-0, motion carried. IX. A. Approval of City Claims Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 7-0, motion carried. X. Old Business- None Xl. New Business A. Ordinance2020-6-(First Reading) An Ordinance for Appropriations and Tax Rates- Motion by Adam Cohen to approve Ordinance 2020-6 on first reading as presented, second by Cody Eckert, 7-0, motion carried. B. Ordinance 2020-7-(First Reading) An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2021- Motion by Veronica Pejril to suspend the full reading of Ordinance 2020-7, second by Dave Murray, 7-0, motion carried. Motion by Dave Murray to approve Ordinance 2020-7 on first reading as presented, second by Jacob Widner, 7-0, motion carried. C. Ordinance 2020-8 (First Reading) An Ordinance Fixing the Salaries of the Elected Officers of the City of Greencastle for the Year 2021- Motion by Veronica Pejril to approve Ordinance 2020-8 on first reading as presented, second by Stacie Langdon, 7-0, motion carried. D. Halloween - Motion by Mark Hammer to make the official Trick or Treat time to be Saturday, October 31, 2020 from 6:00 PM to 8:00 PM, second by Adam Cohen, 7-0, motion carried. XII.
