SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
FRIDAY, FEBRUARY 6, 2015

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The Mayor called the meeting to
order at 2:10 p.m. Present were Councilmembers Luis de la Cruz, Theodore Holloway, Edward
London, James S. Taintor, Vice Mayor Franklin H. Caplan and Mayor Mayra Lindsay.
Councilmember Michael E. Kelly was absent. Also present were Village Manager John C. Gilbert
and Village Clerk Conchita H. Alvarez.
2. PLEDGE OF ALLEGIANCE: Mayor Lindsay led the Pledge of Allegiance.
3. MIAMI-DADE COMMISSIONER XAVIER SUAREZ -DEED RESTRICTION ON
MARINE STADIUM AND THE RICKENBACKER CAUSEWAY
The following residents addressed the Council: David Rocker, 791 Crandon Boulevard; Vera
Chatz, 201 Crandon Boulevard; Michael Davey, 50 Ocean Lane Drive; Jo Ann Pisacane, 155
Ocean Lane Drive; Clifford Brody, 180 Harbor Drive; Robert Raymond, 791 Crandon
Boulevard; Carolyn Koslen, 255 Sunrise Drive; Brigitte Nachtigall, 931 Harbor Drive; Jorge
Mendia, 111 Island Drive; Sally Brody, 180 Harbor Drive; Cindy Mize, 441 Harbor Drive
and Mortimer Fried, 291 Harbor Court.

At this time Miami -Dade Commissioner Xavier Suarez addressed the Council and the public. The
following items were discussed: Rickenbacker Causeway: more enforcement, safety of bicyclists,
DUI checkpoints, creation of a Rickenbacker Causeway Authority; Miami Marine Stadium proposed
development by City of Miami and Miami -Dade County Deed Restriction on Marine Stadium.
Alina Hudak, Deputy Mayor for Miami -Dade County and Director of Miami -Dade Public Works,
addressed the Council and the public. Sara Odio with Commissioner Suarez' Office addressed the
Council regarding a Hobbie Island and Virginia Key proposal.
There was discussion from Council regarding all of the above mentioned items.
4. ADJOURNMENT: The meeting was adjourned at 3:50 p.m.
