CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Chairwoman at 7:00 p.m. Present were Councilmembers Luis de la Cruz, Theodore Holloway (arrived 7:03 p.m.), Michael E. Kelly, James S. Taintor, Vice Mayor Franklin H. Caplan and Chairwoman Mayra Lindsay. Councilmember Edward London was absent. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helf Tian. 2. INVOCATION: Reverend Susan Bruttell with St. Christopher's by the Sea could not attend the meeting. 3. PLEDGE OF ALLEGIANCE: Chairwoman Lindsay gave an invocation. 4. APPROVAL OF MINUTES: Vice Mayor Caplan made a motion to approve the minutes of the March 11, 2014 Local Planning Agency Meeting. The motion was seconded by Councilmember Kelly and approved by a 5-0 voice vote. The vote was as follows: Councilmembers de la Cruz, Kelly, Taintor, Vice Mayor Caplan and Chairwoman Lindsay voting Yes. 5. ORDINANCES: A public meeting and recommendation of the Village Council sitting as the Local Planning Agency on the following proposed ordinance: 1 of 2 February 10, 2015 AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING SECTION 30-100 "SINGLE-FAMILY AND TWO-FAMILY DISTRICTS" OF THE VILLAGE CODE OF ORDINANCES RELATING TO POOL FENCES; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. Councilmember Kelly made a motion to recommend the adoption of the ordinance to the Council as it is consistent with the Master Plan. The motion was seconded by Vice Mayor Caplan. The Attorney addressed the Council requesting deferral of this hearing to the March 10, 2015 Zoning Meeting. Councilmember Kelly made a motion to defer the hearing to the March 10, 2015 Zoning Meeting. The motion was seconded by Vice Mayor Caplan and approved by a 6-0 voice vote. The vote was as follows: Councilmembers de la Cruz, Holloway, Kelly, Taintor, Vice Mayor Caplan and Chairwoman Lindsay voting Yes. 6.
