CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Luis de la Cruz, Theodore Holloway, Michael E. Kelly, Edward London, James S. Taintor, and Mayor Mayra Lindsay. Vice Mayor Franklin H. Caplan was absent. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfman. 2. PLEDGE OF ALLEGIANCE: Mayor Lindsay led the Pledge of Allegiance. 3. UPDATE ON THE CONFLICT ASSESSMENT MEETING WITH OFFICIALS FROM THE CITY OF MIAMI: The Mayor addressed the Council thanking all the Councilmembers that were able to attend this meeting and gave an update on the Conflict assessment meeting with Officials from the City of Miami. The Village Attorney addressed the Council regarding the process the Council needs to follow. There was extensive discussion from Council regarding this issue. 1 of 3 March 19, 2015 4. RESOLUTIONS: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA FINDING THAT SIGNIFICANT LEGAL RIGHTS WILL BE COMPROMISED IF A COURT PROCEEDING DOES NOT TAKE PLACE PRIOR TO EXHAUSTING THE CONFLICT RESOLUTION PROCEDURES OF F.S. CHAPTER 164 CONFLICT RESOLUTION PROCEEDINGS; AUTHORIZING THE VILLAGE SPECIAL COUNSEL TO PURSUE EMERGENCY INJUNCTIVE RELIEF; PROVIDING FOR CONFLICTS AND AN EFFECTIVE DATE. Councilmember de la Cruz made a motion to approve the resolution. The motion was seconded by Councilmember Kelly and approved by a 6-0 roll call vote. The vote was as follows: Councilmembers de la Cruz, Holloway, Kelly, London, Taintor and Mayor Lindsay voting Yes. 5. VILLAGE MANAGER: The Manager addressed the Council recommending the firm of Schwartz Media Strategies as the Village's Public Relations Firm. The fee for the proposed services is eight thousand dollars per month renewable on a quarterly basis. Mr. Aaron Gordon with Schwartz Media Strategies addressed the Council. Councilmember London made a motion to hire Schwartz Media Strategies as the Village's Public Relations Firm. The motion was seconded by Councilmember de la Cruz and approved by a 6-0 voice vote. The vote was as follows: Councilmembers de la Cruz, Holloway, Kelly, London, Taintor and Mayor Lindsay voting Yes. The Manager also presented to the Council the final draft of the Citizen Survey prepared by ETC Institute for their approval. It was the consensus of Council to defer this item to the April 14th Council Meeting. The Mayor also reported that she had a meeting with Commissioner Xavier Suarez and that the Commissioner is willing to help with the City of Miami Marine Stadium proposed expansion. 6.
