The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman approximately
7:00 P.M. on Thursday, January 15, 2004, Municipal Court/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present was Borough Attorney Robert J. Bergen, Esq.
Noted absent was Councilmember Frank Parisi.
MOMENT OF SILENT
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE OF
Pledge of Allegiance led by Mayor Daniel J. Reiman. ALLEGIANCE
The Clerk stated that on January 9, 2004, in full compliance with the STATEMENT OF
Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE
The Home News Tribune, The Star-Ledger and posted on the bulletin
board.
Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous APPROVAL OF
affirmative vote of the five (5) Councilmembers present, the minutes MINUTES
of December 18, 2003 were approved as transcribed and engrossed by
the Clerk.

PSE&'G The Clerk stated that she was in receipt of a Communication from
PSE&G-Notice of Public Heating, January 20, 2004, Re: Basic
Generation Services Charges.
TOWNSHIP OF The Clerk stated that she was in receipt of a Communication from the~
NUTLEY Township of Nutley-Resolution calling for Property Tax Reform.
The Clerk stated that she was in receipt of a Communication from the
TOWNSHIP OF Township of Woodbridge-Resolution requesting to reopen the Statue
WOODBKIDGE of Liberty.
Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous
affirmative vote of the five (5) Councilmembers present all
Communications were ordered to be received and placed on file.
Upon MMS&C, by Councilmembers Rios and Sitarz all bills
PAYMENT OFBILLS appearing on the prepared list properly audited and signed were
ordered to be paid. Upon individual roll call vote, Councilmembers
Krum, Naples, Rios, Siarz and Sosnowski voted in the affirmative.

REPORTS The Clerk stated that she was in receipt of the following reports:

Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous
affirmative vote of the five (5) Councilmembers present, all reports
were ordered to be received and placed on file.

BUILDINGS & GROUNDS: Committee Chairperson Naples said new STANDING
carpet has been installed by the in house staff in the Juvenile Office at COMMIITEESS
Police Headquarters. She said they are getting quotes on cameras at
the Library/Community Center.
F1NANCE & ADMINISTRATION: Councilmember Naples in the
absence of Committee Chairperson Parisi said all departments have
submitted their budgets and the Finance Committee will be meeting
with each Department Head.
Mayor Reiman said he would be meeting with all Department Heads
on January 26m to go through their budgets line by line.
FIRE: Councilmember Knnn sent his sympathy to Career Firefighter
George Simms's family who passed away last week. He spoke about
the Volunteer Firefighters being sworn in. He said there have been
some broken water pipes. He spoke about the February 14th Child
Safety Program and asked that it be put on Channel 36. He reported
progress.
PARKS & RECREATION: Committee Chairperson Rios said the
fence at Grant Avenue Park is complete and the playground equipment
was ordered. He said they are installing additional benches and trash
receptacles for the Waterfront Fishing Pier. He said the Hot House
bathrooms are being repaired. He spoke about the basketball program
and the Shimmee Shakin' Saturday Dance Classes that are being held
by the Recreation Commission. He reported continued progress.
POLICE: Committee Chairperson Sitarz asked Councilmember Rios
to give the Police Committee report.
-- Councilmember Rios spoke about the Street Gang Classes and said
graduation will be held on February 7th. He said seven new Police
Officers will start the Academy in Scotch Plains on January 26th and
graduate in June. He said Police Headquarters Offices will be
completed soon. He spoke about the Commendation Detective
William Krowl received for assisting in a Ramapo, New York
homicide investigation. He reported continued progress.

sTANDING pUBLIC WORKS: Committee Chairperson Sosnowski spoke about
cOMMITtEES the snow and the said recycling will be picked up tomorrow for
today's pickup route. He said two new Laborers were appointed to
Streets and Roads. He spoke about the Sewer Department and the
Variable Flow Detectors and Flow Panels. He said the Streetscape
Project is progressing and briefly explained. He reported progress.
BOARD OF EDUCATION: CommilXee Chairperson Naples said
Carteret High School will be presenting West Side Story January 29
through 31, 2004 and tickets are on sale. She said the Superintendent
of Schools will be holding four forums on Public Education.
Mayor Reiman said on Resolution #04-32 which was approved tonight
MAYORREIMAN the City of Plainfield was laying off 18 officers due to budget cut
backs. He said the Borough's policy is to hire Carteret residents first
and felt this was an opportunity to increase the Police Department to
sixty three officers and this would be a savings since these officers are
fully trained and Carteret does not need to pay for their training. He
wished them luck. He thanked the parks Department, Streets and
Roads and Buildings and Grounds Department for cleaning up around
the Municipal Buildings from the snowstorm.
