Reiman approximately 7:00 P.M. on Thursday, January 15, 2004, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Krum " Susan Naples " Ronald Rios " Joseph Sitarz Brian Sosnowski Also noted present was Borough Attorney Robert J. Bergen, Esq. Noted absent was Councilmember Frank Parisi. MOMENT OF SILENT The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE OF Pledge of Allegiance led by Mayor Daniel J. Reiman. ALLEGIANCE The Clerk stated that on January 9, 2004, in full compliance with the STATEMENT OF Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE The Home News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous APPROVAL OF affirmative vote of the five (5) Councilmembers present, the minutes MINUTES of December 18, 2003 were approved as transcribed and engrossed by the Clerk. ORDINANCE #04-01 was introduced and adopted on First Reading ORDINANCE #04-01 and the Clerk authorized and directed to advertise same for Public EXCLUDING Hearing to be held on February 5, 2004, upon MMS&C, by VEHICLES OVER Councilmembers Rios and Sitarz. Upon individual roll call vote, DESIGNATED WEIGH Councilmembers Krum, Naples, Rios, Sitarz and Sosnowski voted in FROM CERTAIN the affirmative. Councilmember Parisi was noted absent. ORDINANCE #04-03 "AN ORDINANCE ESTABLISHING A LOCAL FIRST READING ENVIRONMENTAL COMMITTEE" A copy of each Resolution was placed on the table for public review MEETING OPENED prior to the meeting in accordance with the Rules of Council and. upon PUBLICINPUTON MMS&C, by Councilmembers Rios and Sitarz and unanimous ALL RESOLUTIONS affirmative vote of the five (5) Councilmembers present. There being no comments or objections to the Resolutions, the Mayor MEETING CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present. 2 JANUARY 15, 2004 CONSENT AGENDA The Borough Clerk asked if any Councilmembers had any objections on the Consent Agenda and asked for a motion. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present, Resolutions #04-20 to #04-33 were approved. RESOLUTION # 04-20 DIRECTING THE RESOLUTION #04-20 was introduced by the Mayor and referred to ISSUANCE OF VARIOUS the Council for action. RAFFLE LICENSES Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #04-20 "DIRECTING THE ISSUANCE OF VARIOUS RAFFLE LICENSES" ADOPTED was adopted. RESOLUTION # 04-21 PROFESSIONAL RESOLUTION #04-21 was introduced by the Mayor and referred to SERVICES, T&M the Council for action. ASSOCIATES, RE: IvlARION STREET/NJDOT STATE Upon MMS&C, by Councilmembers Rios and Sitarz AID GRANT RESOLUTION #04-21 "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR SPECIALIZED ENGINEERING SERVICES WITH T&M ASSOCIATES-MARION STREET/NJDOT STATE AD GRANT" ADOPTED was adopted. CREATING VARIOUS HANDICAPPED PARKING SPACES Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #04-22 "CREATING HANDICAPPED PARKING SPACES FOR 75 MARION ST., 87 EDWIN ST. AND 309 PERSHING AVE." was adopted. Upon individual roll call vote, Councilmembers Krum, ADOPTED Naples, Rios, Sitarz and Sosnowski voted in the affirmative. Councilmember Parisi was noted absent. RESOLUTION # 04-23 RESOLUTION #04-23 was introduced by the Mayor and referred to AUTHORIZING the Council for action. MAYOR TO EXECUTE TWA PERMIT FOR AMERISUITES HOTEL Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #04-23 "AUTHORIZING THE MAYOR TO EXECUTE TREATMENT WORKS APPLICATION PERMIT" ADOPTED was adopted. PROFESSIONAL SERVICES, EKA ASSOCIATES, RE: Upon MMS&C, by Councilmcmbers Rios and Sitarz STREETSCAPE IMPROVEMENTS RESOLUTION #04-25 "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR SPECIALIZED ENGINEERING SERVICES WITH EKA ASSOCIATES" was adopted. JANUARY 15, 2004 RESOLUTION #04-31 was introduced by the Mayor and referred to RESOLUTION# 04-31 the Council for action. APPROVING TRANSFER OF BALANCES IN THE Upon MMS&C, by Councilmembers Rios and Sitarz DEVELOPMENT BLOCK GRANT RESOLUTION #04-31 PROGRAM "APPROViNG TRANSFER OF BALANCES IN THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM" was adopted. RESOLUTION #04-32 was introduced by the Mayor and referred to RESOLUTION#04-32 APPOINTING POLICE the Council for action. OFFICERS Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #04-32 "APPOINTING CARTERET POLICE OFFICERS" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Krum, Naples, Rios, Sitarz and Sosnowski voted in the affirmative. Councilmember Parisi was noted absent. RESOLUTION # 04-33 RESOLUTION #04-33 was introduced by the Mayor and referred to APPOINTING the Council for action. LABORERS TO STREETS AND ROADS Upon MMS&C, by Councilmembers Rios and Sitarz DEPARTMENT RESOLUTION #04-33 "APPOINTING LABORERS TO THE STREETS AND ROADS DEPARTMENT" was adopted. Upon individual roll call vote, Councilmembers Krum, ADOPTED Naples, Rios, Sitarz and Sosnowski voted in the affirmative. Councilmember Parisi was noted absent. JANUARY 15, 2004 PSE&'G The Clerk stated that she was in receipt of a Communication from PSE&G-Notice of Public Heating, January 20, 2004, Re: Basic Generation Services Charges. TOWNSHIP OF The Clerk stated that she was in receipt of a Communication from the~ NUTLEY Township of Nutley-Resolution calling for Property Tax Reform. The Clerk stated that she was in receipt of a Communication from the TOWNSHIP OF Township of Woodbridge-Resolution requesting to reopen the Statue WOODBKIDGE of Liberty. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present all Communications were ordered to be received and placed on file. Upon MMS&C, by Councilmembers Rios and Sitarz all bills PAYMENT OFBILLS appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Krum, Naples, Rios, Siarz and Sosnowski voted in the affirmative. Councilmember Pax/si was noted absent. REPORTS The Clerk stated that she was in receipt of the following reports: DEPARTMENT 1. Clerk's Office-December 2003 2. Inspection of Buildings-November 2003 Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. 8 JANUARY 15, 2004 BUILDINGS & GROUNDS: Committee Chairperson Naples said new STANDING carpet has been installed by the in house staff in the Juvenile Office at COMMIITEESS Police Headquarters. She said they are getting quotes on cameras at the Library/Community Center. F1NANCE & ADMINISTRATION: Councilmember Naples in the absence of Committee Chairperson Parisi said all departments have submitted their budgets and the Finance Committee will be meeting with each Department Head. Mayor Reiman said he would be meeting with all Department Heads on January 26m to go through their budgets line by line. FIRE: Councilmember Knnn sent his sympathy to Career Firefighter George Simms's family who passed away last week. He spoke about the Volunteer Firefighters being sworn in. He said there have been some broken water pipes. He spoke about the February 14th Child Safety Program and asked that it be put on Channel 36. He reported progress. PARKS & RECREATION: Committee Chairperson Rios said the fence at Grant Avenue Park is complete and the playground equipment was ordered. He said they are installing additional benches and trash receptacles for the Waterfront Fishing Pier. He said the Hot House bathrooms are being repaired. He spoke about the basketball program and the Shimmee Shakin' Saturday Dance Classes that are being held by the Recreation Commission. He reported continued progress. POLICE: Committee Chairperson Sitarz asked Councilmember Rios to give the Police Committee report. -- Councilmember Rios spoke about the Street Gang Classes and said graduation will be held on February 7th. He said seven new Police Officers will start the Academy in Scotch Plains on January 26th and graduate in June. He said Police Headquarters Offices will be completed soon. He spoke about the Commendation Detective William Krowl received for assisting in a Ramapo, New York homicide investigation. He reported continued progress. 9 JANUARY 15, 2004 sTANDING pUBLIC WORKS: Committee Chairperson Sosnowski spoke about cOMMITtEES the snow and the said recycling will be picked up tomorrow for today's pickup route. He said two new Laborers were appointed to Streets and Roads. He spoke about the Sewer Department and the Variable Flow Detectors and Flow Panels. He said the Streetscape Project is progressing and briefly explained. He reported progress. BOARD OF EDUCATION: CommilXee Chairperson Naples said Carteret High School will be presenting West Side Story January 29 through 31, 2004 and tickets are on sale. She said the Superintendent of Schools will be holding four forums on Public Education. Mayor Reiman said on Resolution #04-32 which was approved tonight MAYORREIMAN the City of Plainfield was laying off 18 officers due to budget cut backs. He said the Borough's policy is to hire Carteret residents first and felt this was an opportunity to increase the Police Department to sixty three officers and this would be a savings since these officers are fully trained and Carteret does not need to pay for their training. He wished them luck. He thanked the parks Department, Streets and Roads and Buildings and Grounds Department for cleaning up around the Municipal Buildings from the snowstorm.
