CALL TO ORDER/ROLL CALL OF MEMBERS: The Mayor called the meeting to order at 6:15 p.m. Present were Councilmembers Franklin H. Caplan, Luis de la Cruz, Theodore Holloway, Michael E. Kelly, Edward London, Vice Mayor James S. Taintor and Mayor Mayra Lindsay. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfman. 2. INVOCATION: Rabbi Yoel Caroline with Chabad of Key Biscayne gave an invocation. 3. PLEDGE OF ALLEGIANCE: Mayor Lindsay led the Pledge of Allegiance. 4. WELCOME- MAYOR MAYRA P. LINDSAY: The Mayor welcomed the Council and the public to the Workshop giving a brief update on the 2014 Council set priorities/directives. 5. PUBLIC COMMENTS (FUTURE COMMUNITY NEEDS): The following residents addressed the Council: Cecile Sanchez, 240 Cypress Drive; Kathy Susnjer and Cindy Mize, representing the Key Biscayne Chamber of Commerce; Alan Fein, 525 Allendale Road; Donald Ellisburg, 177 Ocean Lane Drive on behalf of the Condominiums President's Council; Sharon McClatchey, 177 Ocean Lane Drive; Pat Woodson, 940 Mariner Drive; Patricia Romano, 361 Beechwood; Bradley Newsom, 345 Pacific; John Hoffman, 260 West McIntyre and Jacquie Kellogg, 115 Sunrise Drive. 1of2 December 1, 2015 6. COUNCILMEMBERS: IDENTIFY 12/24 MONTH CAPITAL INITIATIVES AND IMPROVEMENT PRIORITIES: There was extensive discussion from Council regarding the above subject matter. The following Capital Initiatives and Improvement Priorities were identified by the Council and the public: Burying of power lines, land acquisition, Presbyterian Church project partnership, Dog Park completion, 530 Crandon Boulevard, Beach Renourishment, Transportation issues, Library, Police Parking Lot, K-8 School overcrowding, Beach Club Property, parking, extending the green paint for the bike lanes, sea level rise mitigation plan and implementation, addressing external threats like the Boat Show, Community Drug Abuse Education, MAST Academy Auditorium upgrade, gymnasium at MAST Academy, action on traffic light situation, continued emphasis on public safety, courtesy and civility program. 7.
